EBMUD reservoirs hold enough to meet our needs this year. But a dry March accompanied by a snow-melting heat wave all but erased the frozen reserves that typically replenish our supplies as spring turns into summer. How do changing conditions affect planning and operations? We asked our experts: What is the biggest challenge to water supply forecasting? EBMUD engineers and hydrologists create water supply forecasts using modern scientific observations and nearly a century of historical data. That data is becoming less predictive as the climate changes and new weather patterns emerge. Our experts collaborate with Nevada’s Desert Research Institute and UC San Diego’s Scripps Institution of Oceanography to utilize the best science and apply the latest tools and techniques. Why does it matter if snow melts early? Snowpack is essentially a frozen reservoir that acts like a water savings account. When it melts early and all at once, we must let more runoff pass through to the ocean to maintain required space in our reservoirs for downstream flood control. That leaves less in the savings account come summer to replenish our supply. What is EBMUD doing to save water and minimize leaks? A lot. We identify our most vulnerable underground pipes and strategically replace them before major breaks happen. We test and deploy pipes made of advanced materials to minimize water loss. We use sensitive acoustic devices to detect and repair leaks on pipes before they surface on the road. And we invest in conservation programs and recycled water infrastructure. What can customers do? Keeping these structures safe and secure is one of our most important responsibilities. As a public agency, we are proactive and comprehensive in our approach. We inspect, maintain, upgrade and improve all our dams to protect people, property and the environment. Since 2010, EBMUD has improved the local outlet towers serving dams at San Pablo, Upper San Leandro and Briones reservoirs to ensure they will remain safe and reliable in the event of a major earthquake. Now, we’re doing similar work at Lafayette Reservoir. You’ll soon see us in action as we begin a project to shorten and seismically strengthen Lafayette’s well-known outlet tower. For nearly a century it has served an essential function as the reservoir’s spillway. The tower connects to a large pipe that runs beneath Lafayette Dam so that EBMUD can open valves on the outlet tower below the waterline to safely send water to the local creek or nearby water treatment plant. Like a drain in a bathtub, it protects the integrity of the dam and provides flood protection. Unfortunately, the system no longer meets modern safety standards. The new design, approved by state regulators, will allow us to operate safely and provide flood protection for Lafayette, Walnut Creek and other downstream communities for decades to come. In a nod to the structure that has greeted reservoir visitors for so long, the new tower will include a modern, lightweight operating house inspired by the original. Public safety is a top priority at EBMUD, and we appreciate your cooperation as this work gets underway. Customer Assistance Program The Customer Assistance Program (CAP) provides up to 50% reduction on the water bill for qualified low-income customers in single-family dwellings and for eligible homeless shelters. EBMUD wastewater customers can also receive up to 35% reduction on their wastewater charges. Water Lifeline EBMUD partners with RCF Connects (Richmond Community Foundation) for the Water Lifeline Program to help EBMUD CAP customers who are facing an emergency and cannot pay their water bill. EBMUD offers a Customer Assistance Program (CAP) to help pay a portion of the water bill for qualified low-income residential customers and eligible homeless shelters. Residential Dwelling Units Eligible customers may qualify for 50 percent off of the standard bimonthly service charge and 50 percent off of the home water use in each eligible household, up to a maximum of 1,050 gallons per person per month. A 35 percent discount on EBMUD wastewater service charge and flow charges collected will be applied to the account. Homeless Shelters Eligible customers may qualify for 50 percent off of the meter charge (based on meter size), and 50 percent off of the water usage per client, up to a maximum of 1,050 gallons per person per month. A 35 percent discount on EBMUD wastewater service charge and flow charges collected will be applied to the homeless shelter account. Criteria and Guidelines Residents The dwelling unit must be a single unit for receiving water service, have an individual water meter, and be the primary residence of the applicant. Customers must meet the following requirements: Number of Persons in Household Maximum Gross Annual Household Income *For each additional person, add: $6,400 1-2 $63,950 or less 3 $71,950 or less 4 $79,900 or less 5 $86,300 or less 6* $92,700 or less Apply for CAP online Our CAP Online application process has recently changed. Supporting documents will no longer be uploaded through the online portal. After submitting your application form online, you will receive a confirmation email containing your Application/Confirmation ID and instructions on how to submit your supporting documents by replying to that email. Please follow the instructions carefully to avoid any delays in processing your application . Apply for CAP Online Please Note : Participation is valid for two years. To continue assistance, applicants must reapply. The program is not retroactive. Homeless Shelters The organization must provide lodging and meals as its primary function and have the required City or County Health Department permits. The organization must provide at least six beds and be open for a minimum of 180 days or nights per year. Government-owned facilities are not eligible. Satellite facilities in the name of the main organization are eligible but must file separately. Participation in CAP is for a maximum of one year.
