There are four alternate Commissioners; one from each of the above membership categories. County representatives (regular and aternate) to LAFCO are selected as part of the Board of Supervisors' committee assignment process. City representatives (regular and alternate) to LAFCO are selected by the mayors of both cities. They decide which members of their city councils will serve on LAFCO. Special district representatives (regular and alternate) to LAFCO are nominated and elected by the special districts in the County of El Dorado. The LAFCO Executive Officer first coordinates a nomination process whereby all special districts may nominate one of their own directors (or the director of another special district) to appear on the ballot. Once the nomination period closes, the Executive Officer then coordinates an election where all special districts are eligible to vote. Special rules adopted by special districts govern this election process. The regular county, city and special district members of LAFCO select one person to represent the public at large and one person to serve as his/her alternate. The public member and alternate cannot be an elected or appointed official of any public agency in the County of El Dorado. Public Member Application Form Application Deadline: May 18, 2026 The Public Member is a voting member of the Commission, representing the interests of the taxpayer-citizens of El Dorado County. Applicants must be a resident and registered voter in El Dorado County and cannot be a city, special district or County official of any public agency within El Dorado County. Those seated on LAFCO are subject to the Fair Political Practices Commission and must file an annual conflict of interest statement. Under state law, LAFCO is mandated to ensure the logical formation and determination of the local government agency boundaries, which affect growth and development patterns, delivery of urban services, and agricultural and open space lands within El Dorado County. The Commission meets on the fourth Wednesday of every other month (first Wednesday in December) in the Board of Supervisors meeting room at 330 Fair Lane, Placerville. La intención de este documento es la de dar al lector una introducción preliminaria a lo que es LAFCO. La mayoria de la información es sólo un resumen de la ley de California y no deberiá ser considerada como la redacción exacta de las leyes aplicables. OBJETIVO El acta de reorganización del gobierno de 2000 (Articulo 56000 del Código Gubernamental del Estado de California) incluye lo siguiente: Entre los propósitos de la comisión de la formación de agencias locales estan: Disuadir la aglomeración urbana Proteger los recursos agrícolas Animar la formación y urbanización ordenada por las agencias gubernamentales basándose en las condiciones y circunstancias locales Otro objetivo de LAFCO es el de realizar estudios para obtener y suministrar información, la cual contribuyera al desarrollo lógico y razonable de las agencias gubernamentales locales, para que asi puedan proveer estratégicamente las necesidades presentes y futuras de cada condado y de sus comunidades. AUTORIDAD LAFCO Opera según las leyes estatales, su ley es Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (La ley de reorganización gubernamental de 2000). En una biblioteca de leyes, la puede encontrar en el Articulo 56000 del Código Gubernamental o pueden obtener información en inglés cuando opriman aquí. PODERES Y RESPONSABILIDADES Para alcanzar los objetivos deletreados arriba, a LAFCO se le requiere que revise, apruebe o niegen propuestas que cambien las organizaciónes gubernamentales, enteramente, parcialmente, con o sin enmiendas, o condicionalmente. Ciudades La incorporación de ciudades. La anexión de territorios a ciudades. La separación de territorios de la ciudades. La desincorporación de ciudades. La consolidación de dos o más ciudades. Las reorganizaciones municipales. Distritos* La formación de distritos especiales. La anexión de territorios a distritos especiales. La separación de territorios de distritos especiales. La desintegración de distritos especiales. La unión de Distritos especiales con una ciudad. El establecimiento de un distrito especial comun subsidiario distrital a una ciudad. La consolidación de dos o más distritos. Las reorganizaciones districtales. *Los Distritos especiales los cuales están bajo la jurisdicción de LAFCO son definidos en la ley Cortese-Knox-Hertzberg Act (Articulo 56000 del Código Gubernamental). Los distritos escolares y los Distritos impositivos no están incluidos en esta definición y no están sujetos a la revisión de LAFCO. Además de las responsabilidades reglamentarias de LAFCO mencionadas arriba, la comisión posee el poder de iniciar y efectuar estudios de las agencias gubernamentales existentes. Esos estudios deberán incluir, pero no son limitadas por, el inventario de esas agencias, el determinar las áreas máximas de servicio y sus capacidades de servicios. En el condado de El Dorado, estos estudios se hacen conjuntos y se llaman "Municipal Services Review and Sphere of Influence Study" (Repaso de los Servicios Gubermentales Municipales y Estudio de la Esfera de Influencia, conocidas por sus siglas, MSR/SOI). En adición, desde el 1º de Julio de 1994, LAFCO puede iniciar procesos para consolidar Distritos. ¿CUAL ES LA COMPOSICION DE LAFCO? La Comisión de LAFCO está compuesta por siete comisionados. Dos son supervisores de condado designados por la Mesa Directiva de Supervisores del condado de El Dorado. Dos son miembros de concilios municipales de las ciudades incorporadas en el condado de El Dorado; los cuales son designados por un comité de los alcaldes de Placerville y South Lake Tahoe. Dos miembros son elegidos por las mesas directivas de los distritos especiales. El único miembro público es designado por los otros cuatro comisionados y presta su servicio por un plazo de cuatro años. Por cada tipo de comisionado (condado, ciudad, distritos especiales y público) hay un comisionado alterno designado de la misma manera que el comisionado titular.
