Structures that are in and at the edges of wildlands are threatened and require skills and equipment of both disciplines. Ebbetts Pass Fire District is entirely within such a land area. A vast majority of the lands within the Ebbetts Pass Fire District are undeveloped forest lands both public and private. Wildland fires are common during the summer months of fire season. A Fire Season can occur from early May into December depending on the previous winter conditions. As a national trend, homes and sub-divisions are being constructed within this fuel environment and add to the complexity of fire suppression. Fire danger in these areas can be high due to fuel arrangement of forest lands. Ebbetts Pass Fire District firefighters train on wildland fire response and tactics frequently, and many have significant wildland firefighting experience prior to joining EPFD. Ebbetts Pass Fire District provides mutual and auto aid responses to wildland fires in adjoining Fire Agencies, Calaveras County and throughout California. During periods of major statewide fire activity, it is not uncommon to see an Ebbetts Pass Fire District engine in San Diego, Ventura County, or on another National Forest such as Sierra National Forest assisting with major incidents. Off-duty personnel are called back onto duty to work during these high fire activity periods to ensure that Ebbetts Pas Fire District in covered at all times. Why talk about wildland fire? As stated, more and more people are making their homes in woodland settings in or near forests, rural areas, or remote mountain sites. There, residents enjoy the beauty of the environment but face the very real danger of wildland fire. Wildland fires often begin unnoticed. They spread quickly, igniting brush, trees, and homes. There are three different classes of wildland fires. Surface fires are the most common type. They burn along the forest floor, killing or damaging young trees. Ground fires are usually started by lightning. They burn on or below the forest floor in the humus or duff layer down to the mineral soil. Crown fires jump along the tops of trees and are spread rapidly by wind. More than four out of every five wildland fires are started by people. Negligent human behavior, such as smoking in forested areas or improperly extinguishing campfires or burn piles, is the cause of many wildland fires. Lightning is another cause. There are two qualifications statutorily required of an elected member: He/she shall be a resident of the district, and He/she shall be a registered voter of the district. The District has adopted a comprehensive set of policies and a job description designed to help elected board members effectively function in the decision making process, effectively work as part of the administration/leadership team, stay within the legal bounds of his/her authority, and represent the District’s customers in the appropriate manner. The District recognizes the value of diversified experiences, backgrounds and expertise provided by individual board members and strives to utilize and incorporate that experience and expertise at every opportunity. The operations of a fire district in both common days and during disaster require many hands to meet the community’s needs and care for our residents. Auxiliary members participate in non-emergency situations only providing logistics assistance, communication work, support such as: Shuttling out-of-service vehicles to repair facilities. Assist with crew shuttle during wildland fire season. Delivering supplies to an incident such as water, food, board-up supplies, and equipment if there is no immediate hazard to life involved to the Auxiliary Member . Support large scale incidents / events; structure fires, vegetation fires, technical rescue, and training exercises. Assist in the EPFD District Operational Center during large events such as winter storms. Communications work: Radio operator, human repeater, radio programing, public information under the direction of the District PIO, or radio repeater maintenance. Support training evolutions. Ebbetts Pass Firefighters Association Activities: Participate in various EPFFA events throughout the year. Application of specialized skills that will benefit the Ebbetts Pass Fire District and its community. Auxiliary Members shall not be used in capacity of an emergency responder under any circumstances. Minimum Qualifications Must be a minimum of 18 years old (at time of appointment) Must Possess a valid California Driver’s License Application/Selection Process 1. The Ebbetts Pass Fire District requires that all prospective auxiliary volunteers obtain and complete an application. The application can be obtained from the District Secretary at Station # 1 in Arnold during regular weekday business hours (8:00 a.m. to 5:00 p.m.). For your convenience, the application can also be obtained from the link below, printed, and filled out. 2. Background Examination: Pass/Fail - Applicants who submit a properly completed application and meet the minimum qualifications as stated above for the desired role, will be scheduled for a fingerprint and background check. 3. Oral Board Examination: Pass/Fail – Applicants who successfully pass the background check will be scheduled for an oral board examination. 4. Medical Examination: Pass/Fail – Applicants who successfully pass the prior steps will be given a medical exam packet. From date of receipt the candidate will have two weeks to schedule an appointment. 5. Additional Paperwork: Once an applicant has been accepted to the program an additional information packet must be obtained from the District office. This packet includes: a. Employment Eligibility Verification Form I-9 b. W-4 form c. The Ebbetts Pass Fire District’s (EPFD) primary function is to provide for life and property safety of the communities, citizens and visitors of the Ebbetts Pass Fire District. As such, programs consistent with the District mission hold the highest priority for the use of all District buildings, facilities and grounds. As a public entity, EPFD also seeks to reach out and be accessible to the larger community. The scheduling of classrooms and training grounds, is the responsibility of the District’s Main Office. Appropriate Use: Facilities are most appropriately used by administrative or duty staff and by organizations recognized by the District for activities and for public events. Certain facilities cannot be reserved due to their specific functions (i.e. offices, storage rooms, closets, bathrooms, un-manned stations, etc.) Facilities may also be used by groups or organizations sponsored by other public entities or organizations recognized by the District. The amount of space requested for an event must be reasonable and within the defined space capacity of the facility(s) for the requested need. Neither the timing nor the duration of the activity in the requested facility can conflict with the District’s primary missions or the facility’s priority use. Recognized organizations may sponsor programs that include religious topics in District’s facilities. Use of District facilities are governed by the Board of Directors. However, use of facilities may be granted for the purpose of conducting religious worship provided such services shall not be conducted on a regular or continuing basis. The scheduling and commencement of training and daily operations has the highest priority on district-funded facility space.
