Search site Close search box × Student Rights & Responsibilities Home About Us Our Values Student Rights and Responsibilities Essential Elements of a High-Quality Education Folsom Lake College envisions an education system in which specific rights, obligations, and expectations for students and education providers will be clearly expressed, so that all participants in the educational process, including families, can understand and respond to them. These rights, obligations, and expectations would define what the college considers to be the essential elements of high-quality teaching and learning to which all students and education providers should have access. Folsom Lake College proposes that these rights, obligations, and expectations be defined as follows: Every student has the right to: Be taught by a competent, fully qualified faculty member. Receive an education, including intervention when necessary, that is sufficient to allow successful transition into the next levels of education and into the workforce. Be provided access to high-quality learning materials and resources, including textbooks and technologies that foster and support the knowledge and skills they are expected to learn. Receive counseling and academic advising to assist in successful educational progress and planning. Be in a clean, modern, and safe environment that is conducive to learning. Be provided with sufficient information regarding educational, economic, social, and political options to be able to make informed choices for their future. Receive information about financial support for postsecondary education attendance. Every student would be expected to: Attend college regularly and participate in the educational opportunities that are provided. Commit to the level of effort needed to succeed. Contribute to maintaining a safe, positive college environment. The Los Rios Student Rights and Responsibilities are based upon the following three fundamental concepts: College students, citizens of the United States, and foreign guests are members of the academic community. They have the same rights and freedoms that all citizens have as students, and must comply with federal and state laws and statutes. Grades are due May 28. The census date for classes is February 2. Graduation Petition Deadline The deadline to submit a petition to graduate is Friday, March 6. Deadline to Change Major The deadline to change your major is Sunday, March 1. Application Dates New students can apply through CCCApply from September 2, 2025, through May 22, 2026. Sexual misconduct is prohibited by district policy and federal and state law. We will promptly respond to reports of sexual assault and take action to prevent any further misconduct and impose discipline (when necessary). What is Title IX? Title IX of the Education Amendments of 1972 prohibits discrimination based on sex in education programs and activities that receive Federal financial assistance. Title IX applies, with a few specific exceptions, to all aspects of federally funded education programs or activities, including all of the operations of educational institutions that receive Federal financial assistance, as well as any education or training programs operated by any other recipient of Federal financial assistance. Harassers can be students, college staff, or even someone visiting the college or district, such as a student or employee from another college or district. Sexual harassment (including sexual violence) is a form of sex-based harassment. Sexual harassment means conduct on the basis of sex that satisfies one or more of the following: Quid pro quo harassment – “this for that” sexual harassment: A school employee conditioning the provision of a school-related aid, benefit, or service on an individual’s participation in unwelcome sexual conduct Hostile environment harassment: Unwelcome conduct on the basis of sex that is so severe, pervasive, and objectively offensive that it effectively denies a person equal access to the school’s education program or activity. Such conduct can be carried out by school staff, a student, or another person Specific offenses: Sexual assault , dating violence , domestic violence , or stalking as defined in the Violence Against Women Act Harassment can be carried out by school staff, a student, or another person. It can occur in-person or online, including through email, texts or messages, apps, or other technologies. Depending upon facts and circumstances, some examples may include, but are not limited to: Unwelcome conduct on social media platforms , such as sexually demeaning or discriminatory slurs or threats of sexual violence Nonconsensual texting, posting, or otherwise sharing naked or intimate images of a person — whether real, altered, or created through artificial intelligence (AI) technologies Stalking using technology , including sending multiple unwanted text messages, creating fake social media accounts, or using apps to work around a blocked number Title IX requires a school to address sexual harassment that occurs in its education program or activity in the United States.
