Foothill Municipal Water District (FMWD) was incorporated on January 7, 1952 to help meet the increased water needs of the rapidly growing foothill communities following the end of World War II. Community leaders, and ultimately voters, saw the need to supplement local groundwater with water imported by the Metropolitan Water District of Southern California (MWD).  At that time, MWD delivered Colorado River water into the Southern California region for about 10 years through its Colorado River Aqueduct. Since then, MWD also received water from the California State Water Project in 1972. Foothill officially joined Metropolitan in 1953 and today is one its 26 member agencies.  Director Richard Atwater represents FMWD on the MWD Board of Directors. She received a Bachelor’s degree in Accounting from Osmania University, Hyderabad India.    She lives with her family in La Crescenta. Water Program  Technician Michael Le [email protected]   Michael Le is the Water Program Technician at FMWD. Michael has more than 7 years of experience working in the public water sector. Michael graduated with a Bachelor's Degree in Accounting from Cal State Long Beach. In Michael's free time - he enjoys traveling, the great outdoors and motorsports. AGM / District Engineer Natalie Ouwersloot, P.E. [email protected]   Natalie Ouwersloot comes to Foothill Municipal Water District with over 20 years of experience in the water industry, including engineering, water planning, water quality, and operations. Prior to joining Foothill, Natalie worked for Pasadena Water and Power and for engineering consultants. She holds a bachelor’s degree in civil engineering from Case Western Reserve University and a master’s degree in environmental engineering from the University of Southern California. As a licensed Professional Engineer, Natalie oversees capital improvement projects to ensure the reliability and resiliency of the water system. Natalie lives in La Canada Flintridge with her family and enjoys hiking its beautiful mountains. Engineering Aide Kimberly Wong [email protected]   Kimberly Wong holds a bachelor's degree in Electrical Engineering from University of California San Diego. She began her engineering career when she joined Foothill Municipal Water District's Engineering team in 2019. Prior to that she worked on the wastewater, water production and water distribution crew at Arcadia. On her free time she enjoys gardening, working out, fishing, and playing basketball. Operations Manager Jay Bobnes [email protected]   Jay has been in the water industry since 2002 when he started as a meter reader with Rowland Water District.  He has since worked for three other water agencies before coming to Foothill Municipal Water District in 2019.  Jay has both water treatment and distribution certifications with the State Water Resources Control Board.  He has a daughter currently enrolled at CSUN. System Operator III Jeff Flynn [email protected]   Jeff currently possesses an A.A. Degree in Liberal Arts from San Bernardino Valley College and an A.S. Degree in Water Technology from Citrus College.   For the past 10 years of Jeff’s waterworks career, he has had the opportunity to work at the operational level here at Foothill MWD, a wholesale water district, in which one of his essential job duties is pumping our water distribution system and meeting our member agencies’ requests for water deliveries while managing power costs, water system storage, and coordinated water deliveries from our source provider, Metropolitan Water District of Southern California.  Jeff currently possesses a D5 and a T3 certification from the State of California State Water Resources Control Board.   System Operator III Phillip Chessani [email protected]   Phillip Chessani been a Water System Operator III with Foothill Municipal Water District since 2014 and hold a D3 and  a T2 certification. Phillip is proud to have 17 years  of combined experience within the water field and hold an associates degree from Ventura College in Criminal Justice. Phillip is also a proud father, grandfather and enjoys  life outside of work with his family in Ventura County. System Operator III Armen Tevanian [email protected]   Armen started at Foothill in 2016 after serving 8 years with Golden State Water Company.  Armen holds a Water Distribution Operator Certificate grade D4 and a Water Treatment Operator Certificate grade T2 with the State Water Resources Control Board.  He and his wife enjoy taking their two young sons to the park. LIFE FILMS FMWD is proud to co-sponsor Landscape Integrity Films and Education (LIFE) and their video tutorials that showcase native gardening.  LIFE supports a shift to appropriate landscaping practices that reduce water and energy consumption and support biodiversity. GOVERNANCE A five-person board of directors elected by residents in the five divisions that comprise the District's service area set policies that govern FMWD. MISSION STATEMENT Foothill Municipal Water District’s mission is to provide our member agencies with an adequate and reliable supply of quality water to meet their projected demands in a cost-efficient and climate responsible manner. SERVICE AREA Foothill Municipal Water District covers about 22 square miles in the foothills of the San Gabriel Mountains, bordered between the City of Pasadena on the east and the City of Glendale on the south and west.  The District serves approximately 80,000 people through its own member agencies.   While a majority of these retail water agencies pump local groundwater, they may purchase additional water from Foothill to meet their demands.  Foothill takes delivery of water from MWD at a connection near the Rose Bowl in Pasadena and must pump up into the service area to deliver to its member agencies.  Before reaching Foothill, MWD treats the imported water to drinking water quality standards.   As Foothill once provided only about 20 percent of the water needed to satisfy demand in its service area, today it supplies more than half of the region's annual demand.
