NEW REGIONAL FIRE TRAINING CENTER AND FIREHOUSE
The City of Hayward and Chabot-Las Positas Community College District celebrated the opening of a new campus dedicated to fire, rescue and emergency response training and education. The new $82 million campus was constructed with funding from Hayward Measure C sales tax revenue and Chabot-Las Positas Community College District Measure A facility bond proceeds.

ANNOUNCING AND INVITING FEEDBACK ON NEW FIRE-HAZARD SEVERITY MAPS
The Hayward Fire Department and Fairview Fire Protection District want to make residents and property owners aware of and invite feedback on new Fire-Hazard Severity Maps covering the City of Hayward and Fairview Fire Protection District. The new maps, released last month by the California State Fire Marshal, cover areas under the jurisdiction of all local fire departments (called Local Responsibility Areas, or LRAs, and assign comparative levels of varying fire-hazard severity based on climate and topography. Under state law, cities and other local governmental agencies are required to adopt or incorporate the new hazard designations of moderate, high and

Under the settlement agreement, the change will take full effect starting in November 2026 when two of six non-mayoral seats on Hayward’s seven-member Council will be up for election followed by the remaining four non-mayoral seats in November 2028. This space slows fire spread and provides safer conditions for firefighters. Maintaining defensible space is especially critical in the high-risk wildfire zones of the Hayward Hills and Fairview area. Image Understanding Defensible Space Zones Defensible space is divided into three zones, each with specific vegetation management requirements: Zone 0: Ember-Resistant Zone (0–5 feet) Image Critical for preventing ember intrusion. The first 5 feet around your home are the most important. Keep this area clear of anything that can burn—mulch, dead plants, firewood, furniture. Most homes are lost to wind-blown embers, not flames. A clean buffer here can stop fire before it starts. Use noncombustible materials (gravel, stone, concrete). Remove all dead vegetation and debris. Keep roofs and gutters clean. Eliminate combustible items (e.g., outdoor furniture, firewood). Maintain clearance around chimneys and vents. Zone 1: Lean, Clean, and Green (5–30 feet) Image Reduce vegetation, remove dead material, and keep plants green and healthy. Space out trees and shrubs so flames can’t spread easily. This defensible zone protects your home and gives fire crews room to work. Remove dead plants, leaves, and pine needles. Trim tree branches 10 feet from structures and chimneys. Prune shrubs and clear vegetation under decks. Ensure space between flammable items (e.g., furniture, wood piles). Relocate firewood to Zone 2. Zone 2: Reduced Fuel Zone (30–100 feet or to property line) Image Minimize fuel buildup and manage vegetation continuity. Cut grasses low, thin trees, and remove dry brush and debris. The goal is to reduce fire intensity before it gets close. Well-managed space here slows fire and supports firefighter efforts. Cut grass to 4 inches or less. Space trees and shrubs both horizontally and vertically. Remove fallen branches and leaves (max 3 inches depth). Maintain defensible space around outbuildings and LPG tanks. Home Hardening Measures Retrofitting your home can significantly increase fire resistance: Install ember-resistant vents and nonflammable screens on chimneys. Replace wood-shingle roofs with Class A roofing materials (e.g., asphalt, metal, tile). Use dual-paned tempered glass for windows. Avoid combustible siding; consider stucco or fiber cement. Construct decks and fences using ignition-resistant materials. Apply weather stripping to garage doors. Keep driveways and access roads clear of vegetation (10 ft clearance on both sides). Display address numbers clearly from the street. Follow these safety protocols: Mow before 10 a.m.—never on hot or windy days. Use string trimmers instead of metal-blade mowers. Maintain spark arresters on gasoline-powered equipment. Keep tools clean and in working order. Use proper fuel and avoid overfilling. Fire-Safe Landscaping Guidelines Vertical Spacing ("Ladder Fuels") Image Avoid fuel ladders that allow flames to climb: Trim tree branches to maintain 6 feet clearance from ground. Multiply shrub height by 3 for vertical spacing between shrubs and lower tree limbs. As our community grows and changes, this exercise is critical for the fire service to understand how call volume and incident type change and how we adjusted service delivery accordingly. The Zonehaven Aware website at https://community.zonehaven.com is being built out across the Bay Area and State of California to establish a shared map with integrated databases that can be relied upon by residents and first responders for communicating and learning about approaching fire and other emergency conditions, and managing evacuations and safe post-disaster return to residences. Through the combined Zonehaven and AC Alert technology—and public participation—the Hayward Fire Department and other Alameda County fire service and first-responder agencies envision being able to target emergency communication and the movement of people more effectively and efficiently during wildfires, earthquakes and other types of natural and human-caused emergencies and disasters. Resiliency Plan Summary : The Disaster Mitigation Act of 2000 calls for localities to produce and adopt Local Hazard Mitigation Plans (LHMP) to receive hazard mitigation grants and fully federally funded post-disaster Public Assistance. This 2021 document is the required five-year update of the original Hayward LHMP, now called the Hayward Local Resilience Plan (LRP). The LRP serves as a guiding document for the City’s hazard mitigation activities including but not limited to organizational preparedness, housing retrofits, and public programs. It was also developed in alignment with the City Council’s “Safe” priority and will be adopted as part of the Hazards Element of the Hayward 2040 General Plan . Following a major disaster, first responders who provide fire and medical services will not be able to meet the demand for these services. Factors as number of victims, communication failures, and road blockages will prevent people from accessing emergency services they have come to expect at a moment's notice through 911. People will have to rely on each other for help in order to meet their immediate lifesaving and life sustaining needs until professional services arrive. About the course : CERT members can assist others by applying the basic response and organizational skills that they learned during online and in-person training. CERT skills also apply to daily emergencies and include: Disaster Awareness and Preparedness Response Team Management Disaster Psychology Fire Suppression and Utilities Control Hazardous Materials Awareness Disaster Medical Operations Light Search and Rescue Terrorism Awareness Small Unit Leadership Participants in the course learn skills that will enable them to provide emergency assistance to their families and neighbors as well as organize a neighborhood team response in the event of a major disaster. There will be no charge for the course or materials. The only cost incurred may be in upgrading your disaster supply kit at home (food, water, tools etc.). The training course will involve instructions in light fire suppression, hazardous materials situations, first aid, light search and rescue techniques, and procedures in organizing CERTs to aid and assist in times of disaster. You do not need any special skills to participate, just the willingness to learn the skills necessary to survive a disaster. The in-person portion of the training program will involve some physical activity, such as using fire extinguishing equipment and rescue tools under the supervision of trained Fire Department personnel. In-person sessions are scheduled by the Hayward Fire Department and are from 6 - 9 p.m. Class size is limited to 60 participants. No walk-ins, pre-registration is required . You are required to attend all five (5) classes in order to receive your certification. Upcoming Sessions There are no sessions scheduled at this time. Who can participate The Hayward Fire Department hopes to fill these classes with individuals who are able to commit the time to complete all of the online or in-person classes and the in-person training exercise, who have a high interest in bettering their neighborhoods, and who have the potential to become leaders/organizers and share what they learn within their area of the city. You must be 18 years or older to sign up and a resident of the City of Hayward or the Fairview Fire Protection District/Five Canyons area. Questions?
