It provides reasonable accessibility to all public records except those documents exempt from disclosure by express provisions of law or considered confidential or privileged under law. The City, in accordance with Government Code Section 6253, has ten (10) days to respond to any request for public documents by indicating the availability of records. The actual production of the documents may take somewhat longer, depending on their ease of availability and staff workload. General Guidelines The City can only produce documents that are in its possession, custody, or control. The City is not required to compile unrecorded or unsorted information, do calculations, or perform special research or analysis in response to public records requests or questions from the public. The City is not required to provide copies of records that have not been retained in the normal course of business or that have been destroyed under its Document Retention Policy. Duplication of Records The City charges a reasonable direct cost of $0.25 for each 8 1/2" x 11" size copy for the first copy and $0.10 for each additional 8 1/2" x 11" size copy thereafter. If the request is for reproduction of oversize or color documents, or reproduction of maps, photographs, an additional charge to cover the reasonable cost of such reproduction will be determined based on the City's direct cost of reproduction. The City does not charge for staff time spent searching for, assembling, or preparing responsive records, or assisting members of the public. The contest officially opens on May 7, 2026, and will accept entries through August 4, 2026. The contest celebrates improvements such as: Landscaping and garden enhancements Exterior painting and façade improvements Architectural upgrades Sustainable and water-wise features Overall curb appeal Contest Categories & Prizes Seven winners will be selected: Two Citywide Winners One Residential Winner One Commercial Winner Five Council District Winners One winner per district Each winner will receive a $1,000 prize and citywide recognition. Entries will be judged on: Curb appeal Creative landscaping Architectural enhancements Sustainable improvements   Judging Process City Council members will evaluate entries within their respective districts, while designated Council Liaisons will select the citywide winners.
