They're ready to move to a condo in the city, but they're worried about their property taxes.  Why? Thanks to Prop 13, their current property taxes are about $3600/year or $300/month . If they sell and downsize to a $1.5M condo? Without an exemption, property taxes on that condo would be about $18,000/year or $1,500/month.  You see the issue. And the issue isn't just for the homeowners wanting to downsize. Homeowners feeling stuck in place means fewer homes getting put back into the inventory for new buyers to pick up. (And lord knows our inventory is compressed enough as it is!) This is where Prop 19 comes in.  Qualified homeowners can actually pack up that sweet vintage property tax bill… and take it with them when they move.  How Does it Work? **  You must be 55 or older, severely disabled, or victim of a natural disaster Both exiting home and new home must be primary residences Purchase of the new home must be within 2 years of the sale of the old home (you can also buy and then sell but you'll have some extra taxes to pay) The exemption is filed after you have completed both the sale and purchase and are living in the new home You can now apply this anywhere in the state (!) not just select counties You can now receive some benefit even if the new property's value is higher than the old one! CA Home Insurance in 2026: What You Need to Know SHARE Home insurance might not be the most exciting topic, but when you need it… You really need it. Obtaining - and keeping - property insurance has been particularly challenging recently.  We sat down with Alex Bohannan of Goosehead Insurance to better understand what’s happening in the market — and what our clients should be doing now. Alex is a real pro. Resourceful and knowledgeable, he has helped several of our clients obtain policies over the past few years.   Alex, can you help our readers understand why home insurance in California has become so challenging over the past few years? The challenges are twofold. First, there are the obvious factors: wildfire losses, rising rebuilding costs, and inflation.  But the less obvious and perhaps more important driver is regulatory. For many years, the state of California denied or delayed rate increase requests. As losses mounted and carriers couldn’t adjust pricing fast enough to reflect risk, profitability eroded. The result is that over the last three to four years, roughly 90% of major carriers have either stopped writing new home policies in California or dramatically reduced their exposure.  We are now operating in a constrained market where insurance is much harder to obtain and significantly more scrutinized. Our clients who already own homes are understandably worried about policy cancellations. Are there preventative measures they can take? The easiest and most cost-effective preventative step is vegetation management. No trees or vegetation should touch or overhang the roofline. Ideally, there should be at least a five-foot clearance between the home and any vegetation. This is one of the first things carriers look for during inspections. Roof age is another major factor. Most carriers prefer tile and flat roofs to be under 20 years old and shingle roofs under 15 years old. If a carrier does agree to insure an older roof, coverage may shift from replacement cost (new for old) to actual cash value (which factors in depreciation), resulting in lower claim payouts. Electrical systems are also critical — especially in older homes. Active knob-and-tube wiring can present challenges. Additionally, certain electrical panel brands — including Zinsco, Stab-Lok, Challenger, and Federal Pacific — are widely considered uninsurable by many carriers. If a home has one of these panels, replacement is strongly recommended both for safety and insurability. All of that said, sometimes there are unavoidable factors that lead to a cancellation, like a carrier deciding to pull out of a specific zip code.  If someone does receive a notice of non-renewal, can they contest it? And how long do they typically have to find new coverage? The good news is - yes, they can contest it! For cancellations on new policies you typically get a month to find new insurance and for non-renewals you typically get 60 days. For clients shopping for a new home, what are the biggest hurdles to obtaining a policy? The most common hurdles are: Roof age Active knob-and-tube wiring Recalled or blacklisted electrical panels Homes over 100 years old High wildfire risk zones (which can be different from carrier to carrier) I strongly recommend that buyers obtain an insurance quote on any house before writing an offer. In most cases, I can provide initial feedback for clients within 1-2 days.  In the current climate, should homeowners try to avoid filing insurance claims if possible? In short: yes, unless it will cause financial hardship.  Once a claim is filed, it becomes part of the home’s loss history — and even a single claim can make obtaining future coverage more expensive or more difficult. For that reason, if a homeowner can reasonably absorb the cost of a smaller loss, it may be worth considering. *Important tip: Depending on your carrier, simply calling to ask for advice on whether or not to file a claim can trigger an increase in rate. Many carriers require their agents to report a claim the moment they have knowledge of it, even if the homeowner decides not to move forward with the claim.  That's one of the advantages here at Goosehead; we are able to counsel our clients on the pros and cons of filing any particular claim after a loss event; and then let them make the final decision.   Can you explain what the California FAIR Plan is, and what the pros and cons are? The California FAIR Plan was originally designed as a last-resort insurance option for homeowners who could not obtain coverage in the private market. In today’s environment, it has become far more common. The primary benefit is accessibility: it will insure many properties that private carriers decline. However, there are significant limitations. The FAIR Plan primarily covers fire and smoke damage. It does not include standard homeowner coverages such as liability, theft, or water damage. As a result, homeowners must purchase a supplemental “Difference in Conditions” (DIC) policy to create more comprehensive coverage. There is also a Total Insurable Value cap of $3 million , which is limiting for higher-value homes.  Payouts after a claim might also move more slowly than private carriers, largely due to administrative processes and state oversight. It's known for being a particularly expensive option, and it often is. But surprisingly sometimes I will run a comparison and find that the rates are competitive or even the lowest of available options. So cost is a hit-or-miss.  We’ve heard the insurance market may begin to open back up. What is your forecast for 2026 and 2027? In short, my forecast is: More available options, with increasingly higher rates. Sounds counterintuitive, right?  I say that because if carriers can price risk appropriately, competition should gradually return. That would mean more availability and more options for consumers, but higher rates across the board.  Rebuilding costs, labor, materials, and inflation have permanently shifted the baseline. It is unrealistic to expect premiums to return to levels seen a decade ago. The more probable outcome is a more functional market — but at a higher cost for homeowners. Final Thoughts Home insurance in California has evolved from a routine closing item into a central part of homeownership strategy. As with many things, the best protection is early information — and a trusted advisor who understands how to navigate an increasingly complex landscape. Lake Merritt is such a beautiful centerpiece of Oakland. From our shop, you can look out the big windows at the pergola, the shimmering water, and the constant movement of people walking, running, biking, dancing, and gathering around the lake. It’s vibrant, diverse, and full of life — perfect for a neighborhood stroll-and-shop kind of day. Fillmore Street in Pacific Heights has its own special energy. Chillax, Mr. Spock SHARE Residential real estate transactions are inherently emotional and, therefore, subject to tanking in the face of any conflict. You may think you’re a Mr. Spock of a wheeler-dealer, but I’ve yet to see any buyer or seller operate from a place of dispassionate reasoning and logic. And even if someone does bring total detachment to a negotiation, the ill-advised insistence on keeping it “unemotional” and “reasonable” is in and of itself a real problem. Because if anybody is bringing emotion to the situation – and everybody is – then you can’t retreat to a place of neutrality without pissing someone off. You can’t become self-righteous and “right” without pushing the “other side” away. You can’t justify anything “on principle.” Here are four scenarios I’ve witnessed on repeat. ONE: Seller receives what they perceive to be a “lowball” offer. They’re insulted. They’re upset. So they fail to respond in a manner that can keep the conversation going. Instead they want to punish the buyer – as if the person(s) offering to buy seller’s house deserved punishment for making an offer to buy the seller’s house. This isn’t the time to flip out unless you’re really trying NOT to sell your house.    The buyer deserves your patience and your good will in negotiating. TWO: Something goes awry during the escrow and one party goes ballistic because “that’s not how it’s supposed to go.” The loan approval is late – for any number of reasons (like am underwriter misplaced the file). The inspection contingency removal is delayed – for any number of reasons (like the pest control inspector’s mother had to go to the emergency room). Closing has to be extended – for any number of reasons (like the title company needs buyer’s signature on a corrective document and the buyer is on a plane to Australia). None of these events are a cue to play hardball. Instead, this is the time to take a deep breath and remember that your mutual goal is to get this thing closed. Murphy’s law prevails and patience and flexibility is a necessity, not a luxury. THREE: Seller doesn’t like the buyer’s agent, or Buyer doesn’t like the seller’s agent. Either way, someone has decided that a Realtor is to blame. The agent is a crook. The agent lied. The agent only wants to make a bigger commission. It might be that the seller’s or buyer’s own representative is doing nothing to dissuade the seller or buyer from this opinion. Bottom line is that it doesn’t matter too much whether you love the agent on the other side or not. Get over it. You have more important things to be upset about. Climate change, for instance. FOUR: Things haven’t gone the way they “should.” Everything else on the block sold for 10% over asking except your house. Your friends were allowed to move in before closing on the new house they bought. If the seller had accepted your offer a day earlier, your loan rate would be lower. If the seller hadn’t insisted on a rentback, you’d have been ensconced in your new place before the water heater had to be replaced at your “old” place.   Sorry, but there’s no particular “way” that things “should” go. No seller is like any other. No buyer is like any other. No agent is like any other. No property is like any other. Remembering Paul Hurley SHARE Paul Robert Hurley – my dearest friend, wusband, father of my children, colleague, and real estate mentor – died peacefully (and unexpectedly) in his sleep on March 27, 2026. There are so many reasons I am grieving his loss, but today I’m focusing on the real estate aspect. Paul is the one who encouraged me to take a run at being a Realtor. He had gotten his license about a year earlier and thought it might suit me. I didn’t believe him for one second. But here I am nearly 40 years later! He and I worked together as partners during the middle years of my career, yet he was my coach, confidante and head cheerleader through it all. Paul taught me how to negotiate – by looking for the shared truth in every situation. He reminded me continually to keep my eye on the prize, which was supporting my client’s progress, not earning a commission. Whenever I encountered an obstacle, he was there to problem solve and strategize. And when it came to real estate financing, tax laws and other real estate trouble, he was smarter and a more flexible thinker than nearly all the financial planners and lawyers I know.  Paul was proactive in his practice and dedicated to serving his clients. I know for a fact that he enabled a LOT of people to make a LOT of money on their real estate. And he helped a lot of people buy property who – without his advice, vigilance, encouragement and creativity – would never have become homeowners. That’s the plain truth.  I really don’t know what I’ll do without him. (Hopefully I was paying attention during those four decades.) I – we – all miss him so much.
