HMIS is a secure online database that enables organizations to collect client-level, system-wide information on the services they provide to people experiencing homelessness and those who are at risk of homelessness. We serve the largest Continuum of Care in the country, in which Los Angeles County uses this data to improve the ability of governing agencies, service providers, volunteers, and external stakeholders to provide access to resources and housing which aides in the effort to end homelessness. The Los Angeles Continuum of Care, also referred to as the LACoC, is part of a larger collaborative composed of three Continuums of Care (CoC): Los Angeles, Glendale, and Pasadena. Coordinating efforts across broader regions allows for a more complete snapshot of the entire system at any given time. Taking a regional approach offers a multitude of benefits for everyone involved, including: Seamless transfer of information for service providers operating in multiple continuums of care. Those experiencing homelessness can travel between CoCs and receive the services they need without delays due to loss of information. Enables the LACoC to analyze and adapt strategies to meet the needs of people experiencing homelessness. Provides Los Angeles County with a greater understanding of the current state of homelessness across the entire system. We want to collect information from all homeless service providers throughout the LACoC. If you receive U.S. Department of Housing and Urban Development (HUD) funding, you are required to use HMIS. If you are not, we encourage you to participate whether you have or will ever receive government funding. Increased participation in HMIS will help all of us gain an understanding of homelessness, evaluate programs, garner more funding, and strengthen our collective efforts to prevent and end homelessness. Did you know? — HMIS is a database designed to meet an agency’s business needs. It can be used for people, contract, and service delivery management. Agencies benefit by having a free database with support that can assist with meeting their reporting needs. How Does HMIS Work? Participating agencies collect and input standardized client-level and demographic data into the system. Services and target achievements are entered to capture client-level activities depending on the agency, program, or program type. The data is compiled into reports that allow us to understand the demographic, geographic, or cultural scope of homelessness and the needs. How is Data Used? For Clients: Reduces the wait time for services For Funders: Evaluates return on investment For Providers: Measures and evaluates program effectiveness and reports to Board and Funders For HUD: Provides an understanding of homelessness and service use patterns How to Secure Good Data Quality? They show important details about the people we help and how they use our homelessness services. Our dashboard shows this information for the past few years and breaks it down into three main program areas: Street Outreach, Interim Housing, and Time-Limited Subsidies. The data comes from the Los Angeles, Glendale, Pasadena, and Long Beach Continuums of Care (CoCs) and includes more than just LAHSA administered programs. Updated: Monthly View Dashboard Veteran Services Tracking Veteran Homelessness Veteran By-Name List Veteran Homelessness in the Los Angeles Continuum of Care is tracked via a “Veteran By-Name List,” maintained in a coordinated effort between the U.S. Department of Veterans Affairs, provider agencies, Los Angeles County Department of Military and Veterans Affairs, and LAHSA. The Veteran By-Name list is a live tool used by agency staff to track the progress of participants as we work to get them sheltered and housed. In 2025, the By-Name list went through a major overhaul, converting it into a Tableau-based tool, which for the first time allows for regularly updated summary reporting on our progress to get every veteran housed. View Dashboard Initiative Outcomes Encampment Resolution City and County Encampment Resolution Efforts Both the City and County of Los Angeles, in partnership with LAHSA and local providers, are leading significant encampment resolution initiatives: Inside Safe within the City of Los Angeles and Pathway Home within the County. These multi-departmental collaborative efforts focus on bringing people inside from tents and encampments, helping them receive the supportive services they need to achieve housing stability and ultimately move into permanent housing, while also preventing encampments from returning. A LAHSA representative may contact you during the claims process to obtain additional information to ensure a thorough claims investigation. After the investigation, a decision will be made regarding your claim. You will be notified if your claim is denied, or if LAHSA is liable. If your claim is denied, LAHSA will notify you in writing in conformity with State law. Should you disagree with the denial of a claim, you have the right to file a court action. Subject to certain exceptions, you have six (6) months from the notice of denial’s service date to file a court action on your claim (see Government Code § 945.6). WARNING: Subject to certain exceptions, you have only six (6) months from the date the notice of denial was personally delivered or deposited in the mail to file a court action alleging state causes of action.
