11-Week Internship: June 8th - August 17th
Earn college credit as you learn how a public access television station and community media center operates behind the scenes. You will gain hands-on experience in studio and field production (e.g. camera, lighting, audio, editing, producing), support PADNET members with their projects, and build your own portfolio as you create impactful community media.
Applicant Requirements:
+ Be registered as a student at a university, college, community college, or vocational-technical institute
+ Eligible to receive school credit for the internship
+ Available to work 10+ hours per week over 11 weeks
+ Available to work Mondays 10AM-4PM

Effective tripartite boards reflect and promote the unique anti-poverty leadership, action, and mobilization responsibilities assigned by law to community action agencies. Boards are responsible for assuring that agencies continue to assess and respond to the causes and conditions of poverty in their community, achieve anticipated family and community outcomes, and remain administratively and fiscally sound. As a Community Action agency, LBCAP receives these funds annually and can re-grant them to other organizations in Long Beach that serve low-income individuals and vulnerable populations, including: • Families with children under five • People with mental health issues • People experiencing homelessness • Seniors • Victims of domestic violence Programs we fund through the CSBG must provide services and activities addressing budgeting, education, emergency services, employment, health, housing, job training, and/or nutrition. They must focus on helping people achieve increased self-sustainability, improved living conditions, ownership and pride in the community, and strong family and support systems. Recognizing that LBCAP cannot meet every need, we allocate these funds to support the efforts of other local agencies that serve populations we don’t directly reach. How to apply We distribute CSBG funds as they become available. The amount of re-grants varies based on the funding we receive, which can change from year to year. A : The A pplicant’s name does not need to be on the bill, anyone in the household over the age of 18 can apply. Q : How often can I apply? A: Your household can apply once per program year. Q : If I rent a room from someone do I need to include their income? A: Yes, utilities are shared. It is mandatory that we include all income/or have a statement of hardship (non income) from all adults living in the home. Q : Why do I need to provide both bills if you can only assist me with one account? A: We require both bills for state-mandated reporting. Q: What does the credit cover on my bill? A: The credit will only cover your electric or gas charges; you are responsible for any water, sewer, or trash charges. Q : How long is the application process? A: Although we can process your application quickly, payments are issued by the State of California. It may take 90-120 days before you see the credit on your bill. Q: How long does the Weatherization process? A : Appointments are scheduled based on availability, and the entire process may take 120-180 days. Q: Why am I still receiving a disconnect notice from the utility company if you’ve already called in a pledge for me? A: Payments are issued by the State of California and may take up to 120 days to reach the utility company. If a pledge is made to the utility company, it will be noted on your account; however, this will not stop any mailed correspondences from the utility company. Please call 562-216-4610 for an appointment starting at that date and time. When calling, please leave your name and phone number, and state that you need a tax appointment. A scheduler will call you to schedule your appointment in the order in which your call was received. We will re-open on Saturday, May 2 for tax preparation. Between May 2 and October 15, we will prepare 2025 tax returns, as well as prior-year tax returns. Volunteer Income Tax Assistance The Volunteer Income Tax Assistance (VITA) program offers free tax help to people who generally make $60,000 or less, persons with disabilities and limited English speaking taxpayers who need assistance in preparing their own tax returns. The Internal Revenue Service (IRS) works in partnership with thousands of organizations nationwide, like LBCAP, to provide training, software, supplies and resources, allowing us to assist millions of taxpayers each year. Unlike many tax preparation firms who charge for their services, our goal is to prepare tax returns legally, accurately and quickly – we work to ensure each of our clients receive the maximum refund allowed by law, at no cost to them. Energy Assistance We can help you reduce your energy burden and make your home safer and more energy efficient. The Home Energy Assistance Program (HEAP) provides financial and home improvement assistance to offset energy costs. PADNET We are delighted to sponsor Long Beach’s public-access television station, the Public Access Digital Network (PADNET). PADNET provides media training, access to professional video equipment, a high-definition studio, and affordable video production services. Volunteer Income Tax Assistance From January to October, LBCAP runs a Volunteer Income Tax Assistance (VITA) site, offering free income tax preparation services by volunteers. Youth Services Our unique Leadership ARTS Mentoring Program is designed to empower Long Beach youth aged 14-24. This program helps participants build self-confidence, overcome personal challenges, and transform their mindset from one of poverty to one of hope and aspiration. Through artistic expression and exploration of creative careers, we inspire and guide young individuals towards a brighter future. Held at LBCAP’s facility in Santa Fe Springs, CA, the HERO Training Program offers paid on-the-job training , in which participants will learn to perform a wide variety of skills for home repair, maintenance, and construction. After completing the HERO Training Program, participants have the potential to be offered regular full-time employment at LBCAP. For Summer 2026, LAMP is offering a paid internship that teaches leadership skills through digital media arts education to income-qualifying youth ages 14-24 currently living in Long Beach and certain surrounding cities! Summer 2026 Program (8 Weeks) Dates: June 16-August 6, 2026 Days: Tuesday, Wednesday, and Thursday (weekly) Time: 11AM-4:30PM (16.5 hours per week) Location: LBCAP Office (117 W Victoria St, Long Beach, CA 90805) Stipend: $2150 (Attendance-based) Applicant Requirements: Must be 14-24 years old (by first day of program) Must meet LAMP’s income qualifications (see Page 2 in the application) Must commit to entire 8-week program schedule LAMP Digital Media Art Disciplines: Film/TV Production Graphic Design Music Production Photography No experience necessary! We welcome all skill levels. Applicants will be asked to rank their art discipline preferences on Page 2 of the online application. Accepted applicants will be placed into only 1 of the art disciplines and will not be able to transfer disciplines during the program. We try our best to match accepted applicants with their first art choice. Stipend. LAMP participants can earn a stipend totaling $2150 if they attend the internship for the full hours on all program dates and follow all program guidelines. PROGRAM OVERVIEW The Leadership ARTS Mentoring Program (LAMP) offers leadership skill development in combination with vocational arts education for young people aged 14–24 living in low-income households. The program aims to inspire and empower participants as they create personal and career growth plans to enable self-sustainability, overcome personal barriers and contribute positively to their families and communities. LAMP builds leadership skills in combination with creative disciplines in areas such as: FILM/TV PRODUCTION GRAPHIC DESIGN MUSIC PRODUCTION PHOTOGRAPHY URBAN GARDENING Why the arts? Studies show that at-risk youth who have access to the arts have better academic outcomes, higher career goals and are more civically engaged. CURRICULUM LAMP is a year-round curriculum, which includes Fall, Spring and Summer sessions. If funding is available, LBCAP may also hire participants as summer interns, providing an opportunity to gain valuable work experience. LAMP consists of three kinds of instruction: targeted leadership education, personal development workshops and specific instruction in the arts. Targeted Leadership Education READ HERE In the targeted leadership education component, LAMP teaches teens to re-evaluate their daily interactions within their families, at school and among peers, encouraging them to take initiative and accept more responsibility. LAMP participants also complete a StrengthsQuest training module to identify their personal themes and inherent talents. Personal Development Workshops READ HERE These workshops incorporate team-building and character-development exercises. Participants learn life skills including personal finance, workforce readiness, and critical thinking. Arts Education and Training READ HERE Leveraging the fact that we live in the same region as some of the world’s foremost creative professionals, we recruit recognized experts to teach each of the program’s art disciplines. Because of our association with PADNET and other local organizations, LAMP participants also learn these valuable skills on state-of-the-art equipment using industry-standard tools, preparing them for career opportunities in our own community and beyond. BRINGING IT ALL TOGETHER Through this combination of instruction, LAMP participants learn to organize, write and present information, which develops their interpersonal and communication skills. They learn to plan activities and think through complex tasks. We foster their desire to be challenged and cultivate the ability to solve problems creatively, reason critically, develop positive relationships, stay flexible and open-minded in thought and action, understand ambiguous concepts and build camaraderie by encouraging each other. Young people want their opinions and interests to matter. LAMP creates that environment by giving teens a voice, an opportunity to learn and express themselves, and a conduit for their talents. CAAs are intended to promote self-sufficiency, and they depend heavily on volunteer work, especially from the low-income community. The Community Services Block Grant (CSBG) is the agencies’ core federal funding. Agencies also operate a variety of grants that come from federal, state and local sources. These grants vary widely among agencies, although most CAAs operate Head Start programs, which focus on early child development. Other programs frequently administered by Community Action Agencies include Low-Income Home Energy Assistance (LIHEAP) utility grants and Weatherization Assistance Program (WAP) funded through the U.S. Department of Energy (DOE). Inspired by President Kennedy and his New Frontier, Johnson pledged to fulfill his promise of equal opportunity for all by enacting several comprehensive changes within the federal government. In August of that same year, the Economic Opportunity Act was signed into law by President Johnson creating the nationwide Community Action Network. The War on Poverty In 1963, shortly before he was assassinated, President Kennedy had asked his economic advisors to draw up some proposals to address the problem of American poverty. Johnson took up this charge after he succeeded Kennedy as President. In Johnson’s first State of the Union address on June 8, 1964, he called for an unconditional war to defeat poverty. He expanded and revised the proposals given to Kennedy and developed the Economic Opportunity Act of 1964. The act included a variety of initiatives: Head Start Job Corps Work-Study program for university students VISTA (Volunteers in Service to America) – a domestic version of the Peace Corps Neighborhood Youth Corps Basic education and adult job training CAPS (Community Action Programs) – CAPS turned out to be the most controversial part of the package, as it proposed the “ maximum feasible participation ” by poor people themselves to determine what would help them the most. CAPS were a radical departure from how the government had run most social reform programs in the past. The Start of Community Action Community Action was a bold idea, especially for the federal government. It handed over control to the local level, so that programs were geared specifically for target population needs. This concept, “maximum feasible participation”, represented a new paradigm in the government and many sectors were wary of its innovative ideas. President Johnson selected a member of President Kennedy’s inner circle to head up the newly formed “Office of Economic Opportunity” –Sargent Shriver. Shriver was head of the Peace Corps in the Kennedy administration and married to Kennedy’s sister, Eunice. He had proved himself to be a capable leader and President Johnson admired his abilities. President Johnson, legendary for his acumen in recruiting key personnel, offered the position to Shriver and would not take no for an answer. Shriver was installed as the first head of the OEO in October 11, 1964 and leapt into action. Unfortunately for Shriver, he simply did not have adequate funding to begin the process of addressing national poverty issues. However, he assembled an impressive team of advisers, including Michael Harrington, author of The Other America and began to implement new policies and actions to resolve these issues. Community Action was modeled after two fairly successful urban renewal projects, one undertaken by the Ford Foundation and the Mobilization for Youth, a program aimed at juvenile delinquency. Inspiration was also taken from the “Back of the Yards” program in Chicago, which was developed by Saul Alinsky, considered the father of “community development”. It should be noted that Alinsky became very critical of the OEO as it developed. The key component was that low-income citizens played an active role in program design and administration, or “maximum feasible participation”. The Economic Opportunity Act was amended (known as the Green Amendment) in 1967 to mandate the board structure of community action agencies, which complemented the earlier Quie Amendment which required the tripartite representation, including low-income participation. In 1981, President Reagan introduced the Block Grant, which dramatically changed the way federal funding was distributed. Programs including Community Action, would now receive funding through the State Office of Community Action/Services and would be under more intense scrutiny then previous administrations. Illinois Community Action now worked more closely with the Illinois Department of Commerce and Economic Opportunity to implement the Community Service Block Grant (CSBG) and worked to build a strong partnership to provide robust services to Illinois’ low-income residents. Over the past several years, federal funding to support the Community Service Block Grant has been challenged. President George W. Bush denounced Community Action programs as being static. However, Community Action remains an important safety net for many vulnerable individuals and families. Beginning in 2001, Community Action has improved their reporting through the Results Oriented Management and Accountability (ROMA) framework and continuously seeks ways to improve outreach and services. The National Community Action Partnership now encourages all Community Action Agencies to embrace the National Standards of Excellence as a pathway to improve and empower agency operations. That’s consistent with the 23.2% of Californians living in poverty, but significantly higher than the national rate of 15.1%. Poverty often affects children the most. In Long Beach, 32.8% of children under 5 and 33% of kids 5-17 live in poverty. First things first We’re working to eliminate poverty in Long Beach by helping low-income people achieve self-sustainability. But the cart can’t go before the horse. First, we must address the critical needs of people living in poverty. For starters, that’s food, housing, security, and health. It also includes the friendship, love, and self-esteem that communities provide. Our self-sustainability model, based on Maslow’s hierarchy, informs our holistic approach. Basic services and community advocacy—for a living wage, quality education, and social services—provide the foundation. Education and training, jobs and family stability are the next level, helping people learn skills, set goals, and support each other. Then, and only then, people can begin to build their lives and escape the cycle of poverty. Strength in numbers To ensure our clients can access what they need, we offer a variety of our own programs, and we also have referral relationships with other local agencies that provide services we do not. In short, it’s everything you need to produce your own non-commercial video content for the public access channel, online and beyond. PADNET MEMBER LOGIN PADNET MEMBER HANDBOOK PADNET ONLINE STREAM PADNET’S HISTORY Historically, cable television providers were required to give the public access to free studios, equipment and training in exchange for the use of “public rights-of-way” for the delivery of video services provided within their jurisdictions. In California, that changed in 2006, when the state legislature passed the Digital Infrastructure and Video Competition Act, which allowed cable providers to drop that obligation. Designed to make it easier for phone companies to enter the cable market, the law had a devastating side effect on public access TV stations throughout the state. Over 50 stations closed over the next several years, including the Charter-operated Public Access Studio in Long Beach. Understanding the community value of locally produced, locally focused news, information and entertainment, the City of Long Beach set out to re-launch its public access channel—but needed an agency to take on the daily management responsibilities and assume responsibility for operational costs. As a Community Action Agency, LBCAP’s mission includes community advocacy and skills development. Seeing an opportunity to build on the success of our LAMP video production program, we submitted a proposal to take over the operation of the Long Beach public access television channel in 2011. The City of Long Beach awarded us the contract in 2012. On August 31, 2012, the channel went back on the air. Later that year, PADNET began offering classes, video equipment and editing suites to the public. Not long after, members started to submit new, original content to the station. In May 2013, PADNET opened a full HD television studio. PADNET.tv is now becoming a respected source of community news, information and entertainment, produced by the citizens of Long Beach. PADNET has increased LBCAP’s profile as we engage political and other local leaders in interviews and programming. Additionally, we use the media center to create, and the channel to broadcast, public service announcements about our work. PADNET has also created an excellent environment for college interns and local high school youth to gain marketable job skills and experience in the digital media industry. The community media center has grown to include four satellite centers: one at WE Labs, one in The Studio makerspace at the Main Library, another in the El Dorado Library and a fourth at Century Villages at Cabrillo. Operating PADNET.tv as a program of LBCAP helps us in our mission to raise awareness about the issues facing families that live in poverty. Certification Completing this class certifies PADNET members to submit project proposals, which are the first step for reserving equipment, edit suites, and the studio. Fee: Free Length : 1.5 Hours STUDIO PRODUCTION Earn your studio certification in a streamlined, one-day class focused on the essentials of studio production. Must be a current PADNET member and 18+ years old to attend . This class covers how to prepare and plan your studio production. We’ll discuss show formats, scheduling, and seeking crew. You’ll get to operate the teleprompter, learn about audio, adjust the studio lights, and operate the dimmer board. Certification Completing this class certifies a PADNET member to reserve the community media studio and utilize all of the studio equipment. Fee: $125 Length : 6.5 Hours FIELD PRODUCTION We’ll cover everything you need to know to set up a field production. DSLR CAMERA Fee $75 Length 6 hours Learn how to operate one of our Canon 5D mark iii cameras as well as shooting techniques, recording audio, equipment setup and breakdown, and how to check out equipment from PADNET. DSLR LENSES Fee $75 Length 3 hours Expand your available tools for the DSLR with more lens options such as a 12mm fisheye lens, a 70-200mm zoom lens, and a 50mm fixed lens. Lenses can be used with PADNET’s Canon Mark iii DSLR camera or any EF Mount-compatible camera. You will also learn how to use a field monitor for easier viewing of your shots. JVC CAMCORDERS Fee $65 Length 6 hours Take it outside! Learn how to set up a production in the field. This class offers hands on training with the JVC 150/200 camcorder: camera operation, shooting techniques, recording audio, and proper setup and breakdown. The amount needed to prevent disconnection/reconnect services exceeds the maximum allowable benefit. We encourage you to pay down your utility bill to at least $1500. At that time, you may submit a new application for consideration. Households must meet the income eligibility guidelines for the current year. To qualify, you must be a resident or property owner in an eligible city Your household must meet the priority point scoring system. And your total household monthly gross income must not exceed the HEAP income guidelines . 2024 Outcomes: HEAP and Weatherization • 7,633 households assisted with energy bills • 621 homes made safer and more efficient • 3,896 seniors and 3,957 disabled people assisted • $7.6 million invested in the community 2024 LIHWAP/Water Program • 593 households assisted with water bills • $455,031 invested in the community Utility Assistance This program provides financial assistance with residential utility bill payment, and emergency assistance with residential energy-related crises, such as shut-off notices. If you qualify, you can receive assistance with either your electric or gas bill, in the form of one payment/credit per calendar year. You must reapply every year to see if you are eligible for utility assistance. Note : The priority point criteria may change without notice due to funding limitations Weatherization The Weatherization Program provides minor home repairs to make your home safer and more energy efficient. If you qualify, LBCAP sends its team of professionals to perform the work. We base the improvements on individual unit assessments. If you are a renter and interested in making your home safer and more energy efficient, please click here . For Summer 2026, LAMP is offering a paid internship that teaches leadership skills through digital media arts education to income-qualifying youth ages 14-24 currently living in Long Beach and certain surrounding cities! Summer 2026 Program (8 Weeks) Dates: June 16-August 6, 2026 Days: Tuesday, Wednesday, and Thursday (weekly) Time: 11AM-4:30PM (16.5 hours per week) Location: LBCAP Office (117 W Victoria St, Long Beach, CA 90805) Stipend: $2150 (Attendance-based) Applicant Requirements: Must be 14-24 years old (by first day of program) Must meet LAMP’s income qualifications (see Page 2 in the application) Must commit to entire 8-week program schedule LAMP Digital Media Art Disciplines: Film/TV Production Graphic Design Music Production Photography No experience necessary! We welcome all skill levels. Applicants will be asked to rank their art discipline preferences on Page 2 of the online application. Accepted applicants will be placed into only 1 of the art disciplines and will not be able to transfer disciplines during the program. We try our best to match accepted applicants with their first art choice. Stipend. LAMP participants can earn a stipend totaling $2150 if they attend the internship for the full hours on all program dates and follow all program guidelines. PROGRAM OVERVIEW The Leadership ARTS Mentoring Program (LAMP) offers leadership skill development in combination with vocational arts education for young people aged 14–24 living in low-income households. The program aims to inspire and empower participants as they create personal and career growth plans to enable self-sustainability, overcome personal barriers and contribute positively to their families and communities. LAMP builds leadership skills in combination with creative disciplines in areas such as: FILM/TV PRODUCTION GRAPHIC DESIGN MUSIC PRODUCTION PHOTOGRAPHY URBAN GARDENING Why the arts? Studies show that at-risk youth who have access to the arts have better academic outcomes, higher career goals and are more civically engaged. CURRICULUM LAMP is a year-round curriculum, which includes Fall, Spring and Summer sessions. If funding is available, LBCAP may also hire participants as summer interns, providing an opportunity to gain valuable work experience. LAMP consists of three kinds of instruction: targeted leadership education, personal development workshops and specific instruction in the arts. Targeted Leadership Education READ HERE In the targeted leadership education component, LAMP teaches teens to re-evaluate their daily interactions within their families, at school and among peers, encouraging them to take initiative and accept more responsibility. LAMP participants also complete a StrengthsQuest training module to identify their personal themes and inherent talents. Personal Development Workshops READ HERE These workshops incorporate team-building and character-development exercises. Participants learn life skills including personal finance, workforce readiness, and critical thinking. Arts Education and Training READ HERE Leveraging the fact that we live in the same region as some of the world’s foremost creative professionals, we recruit recognized experts to teach each of the program’s art disciplines. Because of our association with PADNET and other local organizations, LAMP participants also learn these valuable skills on state-of-the-art equipment using industry-standard tools, preparing them for career opportunities in our own community and beyond. BRINGING IT ALL TOGETHER Through this combination of instruction, LAMP participants learn to organize, write and present information, which develops their interpersonal and communication skills. They learn to plan activities and think through complex tasks. We foster their desire to be challenged and cultivate the ability to solve problems creatively, reason critically, develop positive relationships, stay flexible and open-minded in thought and action, understand ambiguous concepts and build camaraderie by encouraging each other. Young people want their opinions and interests to matter. LAMP creates that environment by giving teens a voice, an opportunity to learn and express themselves, and a conduit for their talents. Volunteer Income Tax Assistance The Volunteer Income Tax Assistance (VITA) program offers free tax help to people who generally make $60,000 or less, persons with disabilities and limited English speaking taxpayers who need assistance in preparing their own tax returns. The Internal Revenue Service (IRS) works in partnership with thousands of organizations nationwide, like LBCAP, to provide training, software, supplies and resources, allowing us to assist millions of taxpayers each year. Unlike many tax preparation firms who charge for their services, our goal is to prepare tax returns legally, accurately and quickly – we work to ensure each of our clients receive the maximum refund allowed by law, at no cost to them. [email protected] Media Centers PADNET provides media training classes, professional video equipment, a community media studio, and affordable production services. In short, it’s everything you need to produce your own non-commercial video content for the public access channel, online and beyond. PADNET MEMBER LOGIN PADNET MEMBER HANDBOOK PADNET ONLINE STREAM PADNET’S HISTORY Historically, cable television providers were required to give the public access to free studios, equipment and training in exchange for the use of “public rights-of-way” for the delivery of video services provided within their jurisdictions. In California, that changed in 2006, when the state legislature passed the Digital Infrastructure and Video Competition Act, which allowed cable providers to drop that obligation. Designed to make it easier for phone companies to enter the cable market, the law had a devastating side effect on public access TV stations throughout the state. Over 50 stations closed over the next several years, including the Charter-operated Public Access Studio in Long Beach. Understanding the community value of locally produced, locally focused news, information and entertainment, the City of Long Beach set out to re-launch its public access channel—but needed an agency to take on the daily management responsibilities and assume responsibility for operational costs. As a Community Action Agency, LBCAP’s mission includes community advocacy and skills development. Seeing an opportunity to build on the success of our LAMP video production program, we submitted a proposal to take over the operation of the Long Beach public access television channel in 2011. The City of Long Beach awarded us the contract in 2012. On August 31, 2012, the channel went back on the air. Later that year, PADNET began offering classes, video equipment and editing suites to the public. Not long after, members started to submit new, original content to the station. In May 2013, PADNET opened a full HD television studio. PADNET.tv is now becoming a respected source of community news, information and entertainment, produced by the citizens of Long Beach. PADNET has increased LBCAP’s profile as we engage political and other local leaders in interviews and programming. Additionally, we use the media center to create, and the channel to broadcast, public service announcements about our work. PADNET has also created an excellent environment for college interns and local high school youth to gain marketable job skills and experience in the digital media industry. The community media center has grown to include four satellite centers: one at WE Labs, one in The Studio makerspace at the Main Library, another in the El Dorado Library and a fourth at Century Villages at Cabrillo. Operating PADNET.tv as a program of LBCAP helps us in our mission to raise awareness about the issues facing families that live in poverty. Certification Completing this class certifies PADNET members to submit project proposals, which are the first step for reserving equipment, edit suites, and the studio. Fee: Free Length : 1.5 Hours STUDIO PRODUCTION Earn your studio certification in a streamlined, one-day class focused on the essentials of studio production. Must be a current PADNET member and 18+ years old to attend . This class covers how to prepare and plan your studio production. We’ll discuss show formats, scheduling, and seeking crew. You’ll get to operate the teleprompter, learn about audio, adjust the studio lights, and operate the dimmer board. Certification Completing this class certifies a PADNET member to reserve the community media studio and utilize all of the studio equipment. Fee: $125 Length : 6.5 Hours FIELD PRODUCTION We’ll cover everything you need to know to set up a field production. DSLR CAMERA Fee $75 Length 6 hours Learn how to operate one of our Canon 5D mark iii cameras as well as shooting techniques, recording audio, equipment setup and breakdown, and how to check out equipment from PADNET. DSLR LENSES Fee $75 Length 3 hours Expand your available tools for the DSLR with more lens options such as a 12mm fisheye lens, a 70-200mm zoom lens, and a 50mm fixed lens. Lenses can be used with PADNET’s Canon Mark iii DSLR camera or any EF Mount-compatible camera. You will also learn how to use a field monitor for easier viewing of your shots. JVC CAMCORDERS Fee $65 Length 6 hours Take it outside! Learn how to set up a production in the field. This class offers hands on training with the JVC 150/200 camcorder: camera operation, shooting techniques, recording audio, and proper setup and breakdown. Our main initiatives involved Emergency Support, Food Security and Housing Security. Emergency Community Support To immediately support community recovery, we sometimes offer community grants to non-profit organizations. Dispersing funds through grant opportunities, agencies can allocate the funds to programs that are experiencing an increase in demand. More agencies working together allows residents to more easily access services they may not have needed in the past. Previous accepted agencies have ranged from food pantries to senior services, domestic violence services and more. Food Security Program Grocery Vouchers Initiative To immediately support community recovery and increase food security, we provided grocery vouchers and administrative support to selected community partners across Long Beach in addition to direct distribution by LBCAP. The partnering agencies were chosen based on their current work addressing issues around poverty and have deep ties to the communities they serve. Each community partner received a total of $30,000 in food vouchers to support individuals and families who experienced financial hardships during to the COVID-19 pandemic. Food Distribution To immediately support community recovery and increase food security, we hosted and supported large food distributions. We partnered with a local restaurant turned community kitchen to provide 3000 meals over the course of three months. We also brought a food bank to North Long Beach and distributed 1,000 food packages for a drive-thru event to support families and individuals who experienced financial hardships during to the COVID-19 pandemic. Housing Security Program Rental Support Program To immediately support community recovery and increase housing security, we provided rental assistance payments for residents and administrative support to selected community partners across Long beach in addition to direct distribution by LBCAP. Residents that qualified and were impacted financially by the COVID-19 Pandemic were eligible for a one time rental-payment of $1,000 towards their current or past due bill. Energy Program To immediately support community recovery and increase housing security, we provide financial assistance to offset the increased costs of home utility bills due. Eligible residents of Long Beach and the Eastern Los Angeles Border can receive utility payments on gas or electric bills, and can receive minor home repairs at no cost to make the home more energy efficient. The amount needed to prevent disconnection/reconnect services exceeds the maximum allowable benefit. We encourage you to pay down your utility bill to at least $1500. At that time, you may submit a new application for consideration. Households must meet the income eligibility guidelines for the current year. To qualify, you must be a resident or property owner in an eligible city Your household must meet the priority point scoring system. And your total household monthly gross income must not exceed the HEAP income guidelines . 2024 Outcomes: HEAP and Weatherization • 7,633 households assisted with energy bills • 621 homes made safer and more efficient • 3,896 seniors and 3,957 disabled people assisted • $7.6 million invested in the community 2024 LIHWAP/Water Program • 593 households assisted with water bills • $455,031 invested in the community Utility Assistance This program provides financial assistance with residential utility bill payment, and emergency assistance with residential energy-related crises, such as shut-off notices. If you qualify, you can receive assistance with either your electric or gas bill, in the form of one payment/credit per calendar year. You must reapply every year to see if you are eligible for utility assistance. Note : The priority point criteria may change without notice due to funding limitations Weatherization The Weatherization Program provides minor home repairs to make your home safer and more energy efficient. If you qualify, LBCAP sends its team of professionals to perform the work. We base the improvements on individual unit assessments. Energy Assistance We can help you reduce your energy burden and make your home safer and more energy efficient. The Home Energy Assistance Program (HEAP) provides financial and home improvement assistance to offset energy costs. PADNET We are delighted to sponsor Long Beach’s public-access television station, the Public Access Digital Network (PADNET). PADNET provides media training, access to professional video equipment, a high-definition studio, and affordable video production services. Volunteer Income Tax Assistance From January to October, LBCAP runs a Volunteer Income Tax Assistance (VITA) site, offering free income tax preparation services by volunteers. Youth Services Our unique Leadership ARTS Mentoring Program is designed to empower Long Beach youth aged 14-24. This program helps participants build self-confidence, overcome personal challenges, and transform their mindset from one of poverty to one of hope and aspiration. Through artistic expression and exploration of creative careers, we inspire and guide young individuals towards a brighter future.
