Tsunami Inundation Map: Los Osos Multi-Jurisdictional Hazard Mitigation Plan Water Rescue Equipment Donation Other Resources Solid Waste Fire Hazard Reduction - Weed Abatement Program Annual Fire Hazard Abatement CAL FIRE South Bay – Station 15 and Los Osos Community Services District wants to advise Los Osos Residents and property owners that the Annual Fire Hazard Abatement Inspections are starting April 6, 2026. All properties within the District boundaries containing hazardous vegetation and other flammable materials, that constitute a public nuisance, shall be abated as per Los Osos CSD Fire Code, Health and Safety Code and Public Resources Code. Hazardous weeds are defined by the California Health and Safety Code Section 14875, as dry grass, brush, poison oak, litter, or other flammable material that creates a fire hazard. The acceptable methods of fire hazard reduction are: To mow grasses and small shrubs to a height of not more than 4 inches; To cut dead brush and thin brush patches and remove it by hauling or chipping over a scattered area; To haul other flammable debris, and trash to a landfill. Guidance for Parcel Owners Fire Hazard Reduction Plan 1: for Developed and Undeveloped parcels within the Community of Los Osos The purpose of this information is to provide guidance to parcel owners within the community of Los Osos regarding compliance with the Endangered Species Act of 1973, as amended (Act), when conducting required fire hazard abatement activities. The U.S. Fish and Wildlife Service (Service) recognizes that hazardous fuel reduction is an important component of the fire prevention program in the community of Los Osos and is required in accordance with provisions found in the State of California Public Resources Code Section 4291. The Morro Shoulderband Snail (MSS) is a “threatened” species under the Act, is prevalent in Los Osos, and property owners should assume the species is present. Take of the MSS is prohibited under Section 9 of the Act. However, if parcel owners conduct fire hazard abatement work in accordance with this plan, the fire hazard abatement activities will be exempted from the prohibitions of take. Therefore, to be lawful, parcel owners should use the following guidelines during fire hazard reduction activities: Plan 1A: Property Owner Guidelines for Weed Abatement Work for Parcels Under 7,500 Square Feet Vegetation reduction should be limited to the minimum amount required in California Department of Forestry and Fire Protection’s (CAL FIRE) abatement standards. To the extent possible, grasses and small shrubs should not be reduced to heights of less than 4 inches. Avoid excessive trimming or clearing native vegetation such as the federally threatened Morro manzanita (please refer to the Los Osos Native Plant Guide attached to this document). “Weed-eaters” and other mechanized equipment should not be used to clear vegetation under the canopy of live shrubs. The use of this type of equipment has a high potential to result in take of the MSS. Identified hazardous fuel materials (e.g., grasses) that are growing up through or immediately adjacent to live shrubs should be pulled by hand or hand cut at the shrub canopy level. Those portions of dead shrubs that are in close contact with the ground may provide shelter for the MSS and should be left in place to the maximum extent possible. Live shrubs and ice-plant should not be removed. Live branches of shrubs should be trimmed minimally such that the lower branches remain intact. The lower limbs of shrubs offer favorable shelter sites for MSS. Trampling or crushing of shrubs, ice-plant, and veldt grass should also be avoided. Cleared vegetation and other materials should not be stockpiled on live shrubs or ice-plant as this may result in take by crushing MSS. This may also decrease the habitat value for MSS. Activities that result in the disturbance of the soil profile (e.g., disking, blading, grading) and/or fire are not considered to be environmentally acceptable methods of abatement by CAL FIRE and should not be employed. For vacant lots, vegetation reduction should be limited to mowing a 12-foot perimeter around the property at a minimum height of 4 inches. Plan 1B: Property Owner Guidelines for Weed Abatement Work for Parcels Over 7,500 Square Feet Vegetation reduction should be limited to the minimum amount required in CAL FIRE ’s abatement standards. To the extent possible, grasses and small shrubs should not be reduced to heights of less than 4 inches. Brown Act (California Government Code Section 54950]. Any Director may request any item to be placed on the agenda by contacting the General Manager at least fourteen business days prior to the date of the meeting. Any member of the public may request that a matter directly related to District business be placed on the agenda of a regularly scheduled Board meeting, subject to the following conditions: The request must be in writing and be submitted to the General Manager, together with supporting documents and information, if any, at least fourteen business days prior to the date of the meeting; The General Manager shall be the sole judge of whether the public request is or is not a "matter directly related to District business." The public member requesting the agenda item may appeal the General Manager's decision at the next Regular Board meeting. Any Director may request that the item be placed on the agenda of the Board's next regular meeting. No matter which is legally a proper subject for consideration by the Board in closed session will be accepted under this policy; The Board may place limitations on the total time to be devoted to a public request issue at any meeting, and may limit the time allowed for any one person to speak on the issue at the meeting. This policy does not prevent the Board from receiving public comments at Regular and Special meetings of the Board on matters which are not on the agenda that a member of the public may wish to bring before the Board. However, the Board shall not discuss or take action on such matters at that meeting, other than providing brief general directions to staff regarding the matter, if appropriate. At least 72 hours prior to the time of all Regular meetings, an agenda, which includes but is not limited to all matters on which there may be discussion and/or action by the Board, shall be posted in a place that is freely accessible to members of the public (California Government Code 54954.2 (a)(1)). If the District maintains a website, the agenda shall be posted on the website for public information at the same time. All information made available to the Board (except confidential information allowed by State law per legal counsel authority) shall be available for public review prior to the board meeting. The agenda for a Special meeting shall be posted at least 24 hours before the meeting in the same location as for Regular Meeting agendas (California Government Code Section 54956). The General Manager of the meetings described herein shall determine the order in which agenda items shall be considered for discussion and/or action by the Board, subject to re-ordering of the agenda by the Board at the meeting. Meetings Regular Meetings of the District Board of Directors shall be held on the first Thursday of each calendar month at 6:00 p.m. at the District Board Room at 2122 9th Street, Suite 106. Special Meetings of the Board may be called by the Board Chair or by a majority of the Board by delivering written notice to each member of the legislative body and to each local newspaper of general circulation and radio or television stations, requesting notice, in writing and posting a notice on the District's web site. The notice shall be delivered personally or by any other means at least 24 hours before the time of the meeting as specified in the notice. The call and notice shall specify the time and place of the Special meeting and the business to be transacted or discussed. No other business shall be considered by the Board at these meetings. Emergency Meetings. In the event of an emergency situation involving matters upon which prompt action is necessary due to the disruption or threatened disruption of public facilities, the Board may hold an Emergency Special meeting without complying with the 24-hour notice. An emergency situation means a crippling disaster which severely impairs public health, safety, or both, as determined by the Board Chair or a majority of the Board. Newspapers of general circulation in the District, radio and television stations which have requested notice of Special meetings shall be notified by at least one hour prior to the emergency meeting. In the event that telephone services are not functioning, the notice requirement of one hour is waived, but the Board, or its designee, shall notify such newspapers, radio stations, or television stations of the fact of the holding of the Emergency Special meeting, and of any action taken by the Board, as soon after the meeting as possible. Closed session may be held during an Emergency meeting by a unanimous vote of the members present, and all other rules governing Special meetings shall be observed with the exception of the 24-hour notice. The minutes of the Emergency meeting, a list of persons the Board or designee notified or attempted to notify, a copy of the roll call vote(s), and any actions taken at such meeting shall be posted for a minimum of ten days in the District office as soon after the meeting as possible. Adjourned Meetings. A majority vote by the Board of Directors may terminate any Board meeting at any place in the agenda and adjourn the to any time and place specified in the order of adjournment, except that if no Directors are present at any Regular or Adjourned Regular meeting, the General Manager may declare the meeting adjourned to a stated time and place, and he/she shall cause a written notice of adjournment to be given. Standing Committee Meetings. The meetings of standing Committees (comprised of four Board members less than a quorum), are subject to the notice and open meeting provision of the Brown Act. Standing committees are comprised of five public voting members and one public alternate, and two Directors who serve as Chairperson and Vice-Chairperson. All standing committee members and alternates are appointed by the Board of Directors commencing on March 1st and ending on the last day of February of the succeeding year. Your water meter keeps track of how much water your household uses. Most residential meters are analog. An analog meter has a large dial and reads in a straight line, much like a car odometer. It also has a red sweep hand and one complete revolution of that hand indicates one cubic foot (7.48 gallons) of water has passed through the meter. Your meter is read by District personnel about every 60 days and the results are recorded in billing units - 1 billing unit is 100 cubic feet or 748 gallons. Left unfixed, leaks waste a tremendous amount of water and can develop into more serious plumbing problems. If you have a leak it can usually be detected at the water meter. First, turn off all water uses on the property while you are checking for leaks. Meters have a small blue star or red triangle on the face of the dial - this is a very sensitive "leak detector" - even a small leak will be indicated by a rotating star or triangle. If after a few minutes you see no clear movement, you probably don't have a leak. Who's Responsible for Leaks? The District is responsible for the service line from the main line to the meter in the utility right-of-way. The service line and all plumbing fixtures from the meter to the home are the responsibility of the water customer. If you find a leak in your meter box you should call 805-528-9370 immediately. A: The Los Osos Community Services District provides water, drainage, solid waste, parks and recreation, street lighting, fire emergency and rescue response. Q: Where is your office? A: Our office is located at 2122 9th Street, Suite 110, Los Osos, CA 93402 Q: When are you open? A: Lobby hours are from 9:00 am until 4:00 pm Monday-Friday. The only exceptions are Holidays. A: Place the payment in the 24-hour drop box located to the right-hand side of our lobby front door at 2122 9th Street, Suite 110, Los Osos. Payments will be applied on the date received by 5:00 pm Q: Where can I pay my trash bill? A: There is a locked box in the District lobby where payments for Mission Country Disposal bills can be dropped off. The payments are picked up by Mission Country Disposal Employees Weekly. Q: How do I get a hydrant meter for a construction project? A: The LOCSD does not provide potable water for construction. Use of water from hydrants is limited to fire suppression and/or other activities immediately necessary to maintain health, safety and welfare of residents within the boundaries of the LOCSD. The District adopts a budget annually, each July, and produces status reports on the budget on a monthly basis. The District is also required to have an audit of its financial statements conducted by a CPA firm that is independant from (not associated with) the District.
