Medi-Cal
The Marin County Public Assistance branch offers several options for health coverage for Marin County residents, including Medi-Cal and CMSP. Our highly trained staff of Eligibility Workers are ready to take applications year-round and help connect Marin County residents to the services they are eligible for.
What does Medi-Cal provide?
The Medi-Cal program offers free or low-cost medical, vision, and dental services to eligible residents. Medi-Cal is California's Medicaid program.
Who May Be Eligible for Medi-Cal: Low-income adults, families with children, seniors, persons with disabilities, pregnant persons, children in foster care, former foster youth up to age 26, and individuals with diseases such as tuberculosis, breast and/or cervical cancer, or HIV.
Medi-Cal Upcoming Changes
There are several changes coming to Medi-Cal which are outlined below:
January 1, 2026: Asset Limit Reinstatement - some Medi-Cal applicants and members may be required to pass an asset limit test to qualify for or keep their Medi-Cal. For more information, click here

January 1, 2026: Expansion Freeze - this affects eligible Medi-Cal applicants who are 19 years or older and do not have Satisfactory Immigration Status

County Medical Services Program (CMSP)
CMSP is a county-funded program that provides temporary health coverage for eligible Marin County residents.
Who May Be Eligible for CMSP: Marin County residents between the ages of 21 through 64 who are not eligible for Medi-Cal, with incomes between 138% and 300% of the Federal Poverty Level, and who meet personal property limits. You will be screened for Medi-Cal and CMSP when you apply for health benefits; you do not have to separately apply for CMSP when applying for health benefits.

The letter will tell you if your Medi-Cal coverage was renewed automatically or if your county needs more information to renew your Medi-Cal. Counties will mail you a letter about your Medi-Cal eligibility. You may need to complete a renewal form. The letter from your county should arrive around the same time as when you have received similar letters in past years. Embedded video for Public Assistance Embedded video for Public Assistance The Public Assistance Branch of the Division of Social Services is responsible for the administration the major public assistance programs in Marin County. Division staff provide eligibility determinations and related services for the following programs: CalWorks , Medi-Cal , CMSP , CalFresh - SNAP Verifications Required: When applying for public assistance programs, certain items may be required to determine if an individual or family is eligible. The verifications needed may vary depending on the program you are applying for. You may be asked to provide the following items for each family member applying for aid, if applicable: Picture identification card Social Security card Medicare card or other health insurance card Proof of citizenship or immigration status (birth certificate, passport, immigration card or VISA) Proof of address (lease, rent receipt, utility bill) Proof of income (paystubs, Federal income tax return with all attachments for self-employed, unemployment or disability payments, cash gifts or loans received) Verification of property/assets (checking, savings, IRA or retirement account statements, car registration(s), land owned, etc.) Additional verification may be requested Welfare Fraud: The Special Investigations Unit (SIU) is responsible for maintaining the integrity of public assistance programs. Welfare fraud investigators are charged with deterring, detecting and prosecuting fraud. This ensures that our programs are available for those in need of assistance. Referrals are received from the community, automated detection systems, eligibility staff and other agencies, hotlines, etc. All referrals are investigated, and the caller may remain anonymous. We have a bilingual speaking investigator available for Spanish referrals and assisting in translations. SIU also contains the Collections Unit, which is responsible for billing and collecting overpayments due to administrative errors, client caused errors, and intentional program violations. Marin participates in the Tax Intercept Program which enables our Department to collect money from clients that are not paying by intercepting their tax returns. Medi-Cal Upcoming Changes There are several changes coming to Medi-Cal which are outlined below: January 1, 2026 : Asset Limit Reinstatement - some Medi-Cal applicants and members may be required to pass an asset limit test to qualify for or keep their Medi-Cal. For more information, click here . January 1, 2026 : Expansion Freeze - this affects eligible Medi-Cal applicants who are 19 years or older and do not have Satisfactory Immigration Status . These individuals will have Restricted Scope Coverage which only covers emergency and pregnancy services. More information about the Expansion Freeze can be found here . Recent federal law passed by Congress and signed by President Trump newly limits CalFresh to certain groups of lawfully present noncitizens. However, many individuals remain eligible for CalFresh, including household members with U.S. citizenship and some qualifying immigration statuses. Even though many lawfully present noncitizens are losing CalFresh eligibility, some are still eligible for CalFresh or the California Food Assistance Program (CFAP). CFAP is California’s state-funded food benefit program for certain groups of qualified noncitizens. When will my benefits stop if I’m no longer eligible after April 1, 2026? Your benefits will continue until your next recertification as long as you continue to meet all other non-immigration eligibility criteria. A county worker will determine if you are still eligible for benefits at that time. How will I know if I am losing CalFresh eligibility? A county worker will review your eligibility at your next recertification. You will receive a notice if you are no longer eligible to receive CalFresh. For example, if your next annual recertification is due in September, 2026, that’s when your immigration status will be reviewed to determine if you are still eligible. Medi-Cal Upcoming Changes There are several changes coming to Medi-Cal which are outlined below: January 1, 2026 : Asset Limit Reinstatement - some Medi-Cal applicants and members may be required to pass an asset limit test to qualify for or keep their Medi-Cal. For more information, click here . January 1, 2026 : Expansion Freeze - this affects eligible Medi-Cal applicants who are 19 years or older and do not have Satisfactory Immigration Status . These individuals will have Restricted Scope Coverage which only covers emergency and pregnancy services. More information about the Expansion Freeze can be found here . July 1, 2026 : Medi-Cal members who are 19 and older and do not have Satisfactory Immigration Status will lose their dental coverage. Click here for more information. County Medical Services Program (CMSP) CMSP is a county-funded program that provides temporary health coverage for eligible Marin County residents. Who May Be Eligible for CMSP: Marin County residents between the ages of 21 through 64 who are not eligible for Medi-Cal, with incomes between 138% and 300% of the Federal Poverty Level, and who meet personal property limits. The letter will tell you if your Medi-Cal coverage was renewed automatically or if your county needs more information to renew your Medi-Cal. If you receive a renewal packet or a letter asking for more information, you may submit the information by mail, phone, in person, or online. Counties will mail you a letter about your Medi-Cal eligibility. You may need to complete a renewal form. The letter from your county should arrive around the same time as when you have received similar letters in past years. For example, if your Medi-Cal renewal was due in April in past years, you should watch for a letter from your county in the two months before April.
