Public Disclosure Requirements Customers should be aware that under the California Public Records Act (Section 6254.16(d) of Government Code 6250, et seq.) MCWD is required to release the name, home address and water use data of customers using water in violation of MCWD's regulations and ordinance if that data is requested pursuant to a Public Records Act request. The relevant section is Government Code Section 6254.16(d) of the Public Records Act. If MCWD receives a valid public records request for information about violations of its water theft penalty ordinance, MCWD will comply and the media may publish that information. MCWD understands customers' concerns about their private information and will only release information which is required to be released by law. MCWD takes customer privacy very seriously and has a practice of never voluntarily releasing customer information to a third party unless required by law. Ordinance Enforcement Violating MCWD's water theft ordinance is a misdemeanor in accordance with California Water Code section 377 and MCWD has the option to take enforcement actions. If the violation is not corrected by the deadline stated in this notice, the District may take one or more of the following actions: Issue additional written notices Refuse to initiate water service Terminate existing water service Abate the violation as a public nuisance Impose a use fee equal to four times the regular water rate for each unit (hcf) of water estimated to be wasted Appeal a Water Theft Penalty If you wish to appeal this penalty, please fill out the appeal form (below) and follow these guidelines: Please include photos or other evidence supporting your appeal. The appeal must be signed and dated by the appellant/account holder. Incomplete or unreadable appeals will be denied. Your appeal must be post-marked within 15 calendar days of the date of the District's Notice of Violation. You will receive a response from the District within 30 days of the District's receipt of your appeal. Appeal must be mailed. Emails or faxes are not accepted. Please call our Water Conservation Specialist at (831) 384-6131 or (831) 883-5900 for preapproval of your hot water recirculation pump installation project. MCWD Customers are eligible for rebates when retrofitting a hot water system to include a recirculation pump. Hot water system modifications can help lower water use in your home by reducing the amount of water sent to waste while waiting for hot water to arrive at your faucet or showerhead. Rebate Amounts The District will provide a rebate for the retrofitting of a hot water system to include a recirculation pump, equal to the purchase price of the pump and materials up to $250. Rebate Procedure The property owner must complete the Hot Water Recirculation Rebate Application and complete the following steps to be eligible for a rebate: The applicant must complete a pre-construction Water Use Survey and receive initial project approval from the District representative before construction. The applicant must complete the retrofit work within 60 days; otherwise the program application will be rejected. Once the project is completed, the applicant must schedule a follow-up site inspection with the District to verify the installation of the recirculation pump, timer, and thermostat. The applicant must provide the District representative with the original itemized receipts for the recirculation pump and any associated materials. Pump Requirements To be eligible for the rebate, all hot water recirculation systems must have a pump with a timer and thermostat regulating the recirculation pump hours and water temperature; or there must be a demand control system installed. Even in the absence of drought emergencies, there exist permanent State- and District-level water restrictions that are in effect all year. Mandated California Water-Use Restrictions for Commercial and Public Services The following State water use restrictions are mandated by California law apply to commercial and public services and include: Hotels and motels shall clearly offer guests a limited linen/towel exchange program. (see Placards for Business page) Restaurants shall not serve water to customers unless requested. (see Placards for Business page) Irrigation of ornamental turf in roadway medians and parkway strips is prohibited. Note: Restrictions don't apply to recycled water. Marina County Water District's Mandatory Water-Use Restrictions MCWD has the following mandatory water use restrictions for customers that remain in effect at all times: Water cannot be run unattended or to waste. Irrigation is only allowed before 10:00 a.m. and after 5:00 p.m. No irrigating landscapes at any time during or 48 hours after a rainfall event. Do not use potable (drinking) water to clean driveways, sidewalks, or other hard surfaced areas, except where necessary to protect public health or safety If you use a hose for washing buildings or vehicles it must have an automatic shutoff valve. Do not use potable water in fountains, unless the water recirculates. Plumbing and irrigation leaks, breaks, or defects shall be repaired within 72 hours. Public entities must display signs promoting water conservation. Restaurants shall not serve water to customers unless requested. Note, these restrictions do not apply to recycled or other non-potable water. MCWD Stage 1 Irrigation-Use Restrictions — Highly recommended To achieve Marina Coast Water District Stage 1 goals (to achieve 10% reduction compared to 2020 baseline), customers are asked to practice the following voluntary irrigation practices: Only apply irrigation water as needed (see the MCWD Landscape Watering Guides ) for easy water saving tips Eliminate or limit irrigation of turf to only two days per week or less. The District has ample water to meet current customer needs and continues to collaborate with our neighbors to ensure reliable water supplies for the District and the region. Planning for a Secure, Sustainable Supply Marina Coast Water District maintains and periodically updates its water resources strategy to identify supply reliability and security challenges, long-term water needs, and optimum future sources of supply. The evolving water resource strategy considers new information and changing conditions, such as: Water to Meet Low-Income Housing Requirements. The State has mandated new low-income housing requirements through the Regional Housing Needs Allocation (RHNA), and these new units will increase water demand within the District's service area and throughout the region. Water to Meet Planned and Approved Growth. The District provides water for 10 land use jurisdictions within its service area and MCWD is obligated to provide water as available to meet approved land use planning projections. Water to Maintain and Protect the Groundwater Basin. Marina Coast Water District is the designated Groundwater Sustainability Agency for the Monterey Subbasin, part of the Salinas Valley Groundwater Basin. The District collaborates with the Salinas Valley Basin Groundwater Sustainability Agency to manage the two Subareas within the Monterey Subbasin. The District is responsible for the sustainable management of the Marina Subbasin, including actions to mitigate over-pumping and seawater intrusion. Water to Ensure Water Security in the Face of Climate Change. Climate change will lead to increasingly extreme weather, both drought and flood. Higher temperatures will increase the water needed by plants and landscapes. Rising ocean levels may increase seawater intrusion into the Groundwater Basin unless mitigations are put in place. An adaptive management strategy that includes multiple source options and management techniqes will enhance supply reliability and security. MCWD's Water Supply Portfolio To meet long-term water needs, the District maintains and is working to enhance a portfolio of water sources to ensure there is always enough water to meet customer and environmental needs. In addition to the sources listed below, there may be other sources identified in the future that could be added to the portfolio. Groundwater Provides Our Primary Water Source. MCWD's primary water source is the Monterey Subbasin of the Salinas Valley Groundwater Basin, which supplies many other communities beyond our service area. The groundwater Basin is carefully managed to ensure long-term sustainability. Groundwater from wells is disinfected to ensure that drinking water is always clean and safe. Recycled Water is an Important Supplemental Source that Frees Up Potable Supplies for Other Uses. MCWD is a partner in the Regional Advanced Purified Recycled Water Treatment Plant (RTP). The District currently delivers 132 million gallons per year of recycled water to Seaside through the District's dedicated recycled water pipelines for use on the City's Blackhorse and Bayonet golf courses. The District owns additional recycled water capacity to meet growing needs as the City develops. MCWD's Reservation Road Ocean Water Desalination Plant is Being Refurbished. MCWD's Reservation Road desalination treatment plant was placed into operation in January 1996 and operated for seven years. Since then, the plant has been on standby. Over time, technology has improved significantly, and the District is refitting and refurbishing the plant in preparation for placing it back online in 2025. Refitting and restarting an existing desalination plant makes cost-efficient use of existing facilities and will provide water that meets the water needs of several cities and communities with the District. Evaluating Building A New Brackish Water Desalination Plant at Armstrong Ranch. Brackish water is less salty than seawater but more salty than fresh water. It often occurs inland from the ocean where freshwater and seawater mix. Marina Coast Water District owns property within Armstrong Ranch, adjoining the existing Monterey One Water advanced recycled water treatment facilities where brackish water is located. The Armstrong Ranch Brackish Water Treatment and Testing Facility is planned to be constructed in two phases. Phase 1 will include building a pilot facility to produce a new potable water supply in 2025. Phase 2 will investigate alternative treatment technologies and strategies to optimize potable water production. MCWD plans to maintain the pilot testing facility as a research site and make it available to the industry for future technology and operational research and testing. The District's Water Supply Plan aligns with state strategies designed to encourage new technologies that convert the ocean supply to potable water, including: Governor's Water Supply Strategy – Adapting to a Hotter, Drier Future. State Water Resilience Portfolio (N-10-9). Ocean Plan Amendment. Coastal Commission's Sea Level Rise Policy Guidance that preferences small, decentralized desal plants. Water Supply and Quality Are Managed by the Operations and Maintenance Department The Operations and Maintenance department operates and maintains the District's water, wastewater, and recycled water systems and the District's fleet and buildings. The department is staffed with 20 full-time positions, which handle all aspects of the District's conveyance systems. In addition, the department performs installation, repairs, or replacement of water, sewer, or recycled water infrastructure within the District's service area. The department is also responsible for all regulatory compliance and works closely with numerous local, State, and Federal regulators. Rainwater catchment diverts and stores rainwater from rooftops for later use. Typical uses of rainwater include landscape irrigation, wash applications, ornamental pond and fountain filling, cooling tower make-up water, and toilet and urinal flushing. Customers can receive reimbursement for the purchase of materials and equipment associated with the initial installation or capacity expansion of a rainwater catchment system. Rainwater Catchment projects must be preapproved by the District before work may proceed. If not preapproved, the project will not be eligible for the incentive. Rebate Amounts Rebate for Rainwater Catchment Projects, for both residential, multi-family, commercial, etc. include: $1 for each gallon of rainwater storage for the first 250 gallons Then $0.50 per gallon thereafter The maximum per customer of $1,375 for 2,500 gallons. Note: This can be done in phases with multiple applications. For example, if the initial project doesn't reach the maximus size, it's possible to later apply again to expand up to the 2,500 gallon maximum. Did You Know? Marina gets an average of 17 inches of rain per year. Utilizing a 1,500 square-foot roof in Marina would yield approximately 15,938 gallons of water! Rainwater Catchment Components Gutters and Downspout The gutter collects water from the roof and channels it through the downspout. This will direct the water into the storage tank. Leaf Screens Maximize efficiency by installing leaf screens on your gutters. Screens will filter out debris like leaves and pine needles. Rain Barrels Storage tanks come in many different sizes and materials. To save even more water, consider installing multiple rain barrels. Distribution Device To drain the water from your rain barrel, a spigot or hose attachment is necessary. A stand can make access easier.
