The proposed project is to add an additional Residential Connection and set System Limits on a pre-existing Water Distribution System (Well) located in the Carmel Valley Alluvial Aquifer (CVAA) that has historically provided Domestic and irrigation water. The proposed amendment would: 1) set the Production Limit at 3.29 Acre-Feet Annually; 2) set the Expansion Capacity Limit (number of Connections) at two Connections. Two items are being considered: 1. Approve Cook WDS (Permit #S25-01-L3) to add an additional Residential Connection and set System Limits which entails Conditions of Approval. 2. The Expansion Capacity Limit (number of Connections) will be two Connections, and the Production Limit will be 3.29 Acre-Feet Annually. MPWMD staff recommends approval of the application with Conditions of Approval that comply with the minimum standards specified in MPWMD Rule 22-C, based on evidence in the record and the mandatory conditions required in Rule 22-D. The complete information package for this public hearing, including Findings and Conditions of Approval, will be available for review on the District’s website and at the District office no later than November 7, 2025. The appeal must specify (in writing) the grounds upon which it is taken, and must reference the provision of the District’s Rules and Regulations that have been violated. The appropriate fee (see Rule 60) must accompany the Appeal Application.
