NOCCCD Service Area Map The North Orange County Community College District is home to two credit colleges—Cypress College and Fullerton College—as well NOCE, one of California’s largest noncredit institutions. Cypress College Cypress College was founded in 1966, and offers 56 university-transfer majors, 176 career- certificate programs, and degrees in 73 areas of study. It is one of the few California community colleges with two baccalaureate degrees—in Funeral Service and Dental Hygiene. Buen Cypress—We take this journey together. Cypress College Fullerton College Fullerton College is the oldest community college in continuous operation in California and offers 112 associate degrees, 110 career technical education certificates, and 25 transfer associate degrees. Fullerton College North Orange Continuing Education (NOCE) NOCE is the fourth largest noncredit program in California, offering continuing education, community services, and economic development courses. NOCE History of the District The North Orange County Community College District’s (NOCCCD) history began with the creation of Fullerton Junior College in 1913. As one of the first community colleges operating in the state of California, Fullerton Junior College provided students in North Orange County with the opportunity to complete the first two years of a traditional post-secondary education in their local community. Fullerton Junior College was reorganized in 1922 as an Independent Junior College District—Fullerton Junior College District—though it continued to share a Board of Trustees with the High School District. The College’s mission expanded in the 1920s to include vocational programs, the first of which were oil production, typing, stenography, and bookkeeping. The transition from Fullerton Junior College District to NOCCCD began in 1964 when the residents of three school districts (Anaheim Union High School District, Brea-Olinda Unified School District, and Placentia Unified School District) elected to form an interim junior college district to be merged with the existing Fullerton Junior College District. This merger increased the NOCCCD boundaries to 155 square miles and brought the first election of a NOCCCD Board of Trustees. The increased service area justified the development of two additional sites, one in Cypress and the other in Yorba Linda. Cypress College welcomed its first students in 1966. The second campus opened in fall 1982. Whereas Fullerton College and Cypress College focus on the traditional two-year education for students seeking an associate’s degree and/or transfer to a four-year university, the four-building complex of the Yorba Linda campus was established to provide noncredit educational opportunities to the adult student population. In addition to the Yorba Linda site, branches of the Adult and Continuing Education Center were opened in Anaheim in March 1982 and in Fullerton in January 1984. The Adult and Continuing Education Center changed its official name to the School of Continuing Education in 1998. In 2001, NOCCCD acquired the former Martin Luther Hospital building and converted it to an educational site called the Anaheim Campus. Classes from Cypress College, Fullerton College, and the School of Continuing Education were first offered at this location in January 2003. In 2003 noncredit programs were relocated from the Yorba Linda Center to the Anaheim Campus and the Yorba Linda site was sold to the Placentia-Yorba Linda Unified School District. NOCCCD offices, formerly housed adjacent to Fullerton College, relocated to the Anaheim Campus, along with the administrative offices for the School of Continuing Education and the NOCCCD Special Services Department and Warehouse. The School of Continuing Education changed its official name a second time to North Orange Continuing Education (NOCE) in 2017. The same year, Cypress College expanded its offerings with the District’s first baccalaureate degree program in Mortuary Science. Cypress College became one of 15 California community colleges to offer a bachelor’s degree program. A form of borrowing commonly used to fund school facilities, General Obligation Bonds provide funds financed through an increase in local property taxes for land acquisition, new construction, and renovation and expansion of existing facilities. They also support general health and safety repairs, energy-efficiency improvements, and the procurement of instructional equipment and technology. In accordance with Proposition 30, passed in November of 2000 by the California Legislature, a vote of 55% or greater is needed to pass bond measures. NOCCCD boundaries include the cities of: Anaheim, Fullerton, Yorba Linda, Cypress, Buena Park, Placentia, Brea, La Habra, La Habra Heights, La Palma, Los Alamitos, Placentia, Rossmoor, Garden Grove, La Mirada, Orange, Seal Beach, Stanton, and Whittier. Measure J passed in 2014. A significant number of projects funded by Measure J have been completed and more are ongoing. Cypress College STEM building, funded through Measure J Bond Program. Bond Programs Measure J In November 2014, Measure J was passed, providing Fullerton College, Cypress College and the School of Continuing Education with $574 million for significant upgrades to technical job training facilities, aging classrooms, and veteran amenities. Cypress College and Fullerton College will offer associate and baccalaureate degrees, career and technical education (vocational) certificates, and transfer education, as well as developmental instruction and a broad array of specialized training. North Orange Continuing Education will offer non-college credit programs including high school diploma completion, basic skills, career and technical education (vocational) certificates, and self-development courses. Specific activities in both the Colleges and North Orange Continuing Education will be directed toward promoting personal enrichment, civic engagement, and sustainable economic development. The mission is evaluated and revised every three years. Vision The District is a compassionate community where everyone belongs and thrives. The NOCCCD Foundation funds four scholarships each year: the Nilane Lee Memorial Scholarship, the Walt Pray Scholarship, the Cheryl Marshall Endowed Scholarship in Leadership and Service, and the Pure Ox Scholarship. These awards are all distributed through Cypress College, Fullerton College, and NOCE. The NOCCCD Foundation is a charitable, not-for-profit, tax-exempt organization under provisions of Section 501(c)(3) of the Internal Revenue Code, as well as a public charity. It is designated to receive gifts to the District from private sources such as individuals, foundations, and corporations. The Foundation is compliant with donor restrictions for use of their gifts, timely distribution of funds to students, judicious investment of funds, reporting to the community, external auditing of all financial records and sound fiscal management. Our Purpose In 2008, the Foundation bylaws were amended to, among other things, include the following expanded purpose statement: "The primary purpose of this corporation is to assist in the achievement and maintenance of superior educational and community programs of the North Orange County Community College District by receiving contributions from the public, raising funds, and making contributions to educational, community, and legislative programs, and by developing, conducting, and financing programs and projects designed to benefit the educational and community programs of the North Orange County Community College District." Foundation Scholarships The NOCCCD Foundation Scholarships are open to students of NOCCCD. To apply to any of the scholarships below, please apply from your school's scholarship resource page. Cypress College Scholarship Resources Fullerton College Scholarship Resources NOCE Scholarship Resources The Pure Ox Scholarship This yearly scholarship of $500 established by Dr. Cherry Li-Bugg, District Vice Chancellor of Educational Services & Technology, is available to students at all NOCCCD campuses. The scholarship's name is a nod to Dr. Li-Bugg's parents: 清 qīng from her father's name means "pure," and 牛 niú from her mother's name means "ox". The Pure Ox Memorial Scholarship's first distribution will be in 2026 and is currently accepting donations. It will be open to all full-time students with a cumulative 2.5 grade point average. Special consideration will be given to those applicants who indicate that they have participated in Asian Pacific Island Desi American (APIDA)-related programs and activities or have benefitted from such activities. Donate to the Pure Ox Scholarship The Dr. Cheryl A. Marshall Endowed Scholarship in Leadership and Service The Dr. Cheryl A. Marshall Endowed Scholarship in Leadership and Service recognizes and provides support for students who have provided leadership and service while achieving academic success at NOCE, Cypress College and Fullerton College. Dr. Cheryl A. Marshall was an educational leader for over 30 years, serving as the Chancellor of the North Orange County Community College District from 2016-2021. During her time with NOCCCD, she established the District-wide Leadership Academy and provided support for the Anaheim Union Educational Pledge and North Orange Promise Program. Nilane Lee Memorial Scholarship The Nilane Lee Memorial Scholarship is awarded to mathematics majors. Ms. Nilane Lee was a member of the North Orange County Community College District Board of Trustees for 14 years. In addition to being an attorney and high school mathematics teacher, she was a strong supporter of women, particularly those pursuing mathematics as an academic major. She passed in 1995. Walt Pray Memorial Scholarship The Walter Pray Memorial Scholarship is awarded to student with financial needs that meet the scholarship requirements of the Cypress College and Fullerton College Foundations. Mr. Walt Pray was a long-time employee of the North Orange County Community College District, serving as its first Vice Chancellor when the District was formed in 1966. He began his career in education in 1946 as an American history teacher at Fullerton High School and Fullerton College, and in 1953 was named principal of La Habra High School. In 1960, he became Assistant Superintendent for Personnel at the then joint high school and junior college district. Mr. Pray was active in community affairs and served on the Board of Directors of the Orange County Teachers Federal Credit Union until his death in 1994. We support and facilitate the achievement of NOCCCD's mission and objectives by always striving to maintain a peaceful, safe and secure campus environment that is accessible and inviting to students, faculty, staff, and guests. It is the duty of all District employees to be on scene responders to medical, fire, and other emergencies. NOCCCD has well-defined emergency procedures and a communications system for quickly distributing information on emergencies and disasters. Emergency Services NOCCCD develops, implements, and continuously improves a comprehensive District emergency management program. The District strives towards creating a campus culture of resilience and preparedness. By providing training and awareness to our campus community, we will work together to achieve a state of readiness to overcome emergencies and other disruptions. Our emergency program is based on fire and occupational health and safety regulations and standards, California Standardized Emergency Management System (SEMS), National Incident Management System (NIMS), the Clery Act, and accepted emergency planning and management professional practices, operating under the umbrella of the District Emergency Operations Plan (EOP). Close and lock all doors to classrooms If your door cannot be locked from the inside, stack desks, tables, and chairs to form a barricade Have everyone get down and against a solid interior wall, and shelter in place Place cell phone on vibrate If safe to do so, provide the following information to Campus Safety or the Police: A description of the suspect(s), sex, race, clothing Type of weapon Location last seen, and direction of travel Identify of the shooter– if known When the police arrive, DO NOT approach the police, keep your hands up Earthquake If you are indoors when the shaking starts: Drop, cover and hold on under a table or desk, drop to the floor against an interior wall and cover your head and neck with your arms If you use a wheelchair, lock the wheels and cover your head and vital organs Avoid windows, hanging objects Do not try to run out of your building during strong shaking Evacuate the building, follow instructions of first responders Do not use elevators If you are outdoors when shaking starts: Move to a clear area and avoid overhead power lines, buildings, and trees If you are driving, pull your vehicle to the side of the road and stop Evacuation Take personal belongings Leave the classroom, office or building Advise others of the need to evacuate Do not use the elevator Go to the Emergency Assembly Zones located in the west parking lot Wait for instructions from campus authorities Fire If you observe smoke in the building, activate the fire alarm If an alarm sounds, do not assume the alarm is false.
