Types of Service Your OC ACCESS trip should take about the same amount of time as a similar trip on OC Bus. However, please note that OC ACCESS is a shared-ride service, so your trip may include stops to pick up or drop off other riders along the way. Curb-to-Curb Service OC ACCESS service is provided within ¾ mile of OC Bus service and operates the same hours. The fare for OC ACCESS service is below. All fares must be paid upon boarding. $3.60 for each one-way trip. One personal care attendant (PCA) may ride free when accompanying an OC ACCESS customer. A companion is permitted to accompany an OC ACCESS customer and is required to pay $3.60 for each one-way trip. Additional companions may be booked on a space-available basis and must pay $3.60 for each one-way trip. OC ACCESS Service Hours Hours of Service OC ACCESS operates during the same days, hours, and in the same areas as OC Bus fixed-route service. For service hours in your area, call OC ACCESS Reservations. Requesting a Ride To schedule a ride, call at least one day before your trip. You can book up to three days in advance. Reservation Hours Monday through Friday: 7:00 a.m. - 5:00 p.m. Saturday, Sunday, and Holidays: 8:00 a.m. - 5:00 p.m. --> Subscription Service Subscription service may be available for customers who travel consistently on (a) specific day(s) of the week, at the same time, and to and/or from the same destination. Customers who are granted subscription service can enjoy the convenience of having their trips automatically scheduled without having to call the OC ACCESS Reservation Line to schedule each trip. Same-Day Service OC ACCESS offers a premium Same-Day service to OC ACCESS-eligible riders to and/or from any address in Orange County. OCTA subsidizes up to seven (7) miles for a Same-Day ride. Riders pay the OC ACCESS base fare of $3.60 for a seven (7) mile ride. Any additional costs above the seven (7) mile ride are paid by the OC ACCESS-eligible rider. Requesting a Ride Due to the number of OC ACCESS trip requests, OCTA is not always able to give customers the exact time they request. The ADA allows for a ride request to be negotiated one hour before or one hour after the requested pick-up time. OCTA makes every effort to offer trip times as close as possible to those requested. However, if a customer refuses the negotiated trip time, it is recorded as a customer trip refusal and not as an OCTA denial of service. OCTA’s OC ACCESS service is compliant with the level of service and ride time provided on OCTA's fixed-route OC Bus as required by the Department of Transportation's (DOT) Rules and Regulations, 37.121. OC ACCESS service attempts to schedule rides as efficiently and effectively as possible. Customers should be aware that the trip may be shared with other OC ACCESS customers in compliance with ADA laws. Since OC ACCESS is a shared-ride service, other customers may be picked up or dropped off before you. When requesting your ride, the caller should be prepared to give the reservation operator the following information: Your ACCESS identification number The travel date Your pick-up address (This must be the exact city, street address and cross streets) Your destination address (This must be the exact city, street address and cross streets) The time that you would like to be picked up from your pick-up address (e.g. from home) or the time that you would like to arrive at your destination (e.g. doctor’s office). You may not request both a pick-up time and an arrival time. You may only choose one or the other. If you will be utilizing a mobility aid such as a walker, wheelchair or service animal. If you will be traveling with a personal care attendant (PCA). If you will be traveling with a companion. The caller should have a pen/pencil and paper handy to write down the reservation operator's name, date of trip, and trip times. This information shall be confirmed by the reservation operator prior to ending the call. Cancellations and No-Shows Canceling a Ride Rides must be canceled at least 1 hour prior to the scheduled trip time for it not to be counted as a late cancellation. Late cancels are considered no-shows. To cancel a ride, call 877-OCTA-ADA / (877) 628-2232 24 hours a day, 7 days a week. For TDD, call (800) 564-4232 . The earlier a customer notifies OC ACCESS of the ride cancellation, the more efficient vehicle routes can be established. No-Show Policy Each verified no-show (or late cancellation) counts as one no-show. They’ll even help take vehicles to a safe location off the freeway without charge. Call Box Network Motorist Services manages the Orange County call box network with over 400 call boxes found on all major Orange County freeways, at transit centers and along toll roads and select state highways. Overview The Department examines and evaluates the Authority’s financial, administrative and operational activities. Internal Audit supplies management and staff at all levels with information and recommendations to assist them in their control, use and management of Authority assets and operations. The Department also assists the Board of Directors in fulfilling its oversight and fiduciary responsibilities. Mission The mission of the Internal Audit Department is to assist management and the Board of Directors in the effective discharge of their duties and responsibilities to safeguard the assets of the Authority while ensuring those assets are used in an efficient and effective manner. To this end, the Internal Audit Department serves as an independent appraisal function to examine and evaluate the Authority’s operations. Independence To ensure independence, the Department reports directly to the Board of Directors. On matters of an administrative nature, the Department reports to the Chief Executive Officer. Completed Completed Goods Movement Vision Study The Goods Movement Vision Study is a strategic planning effort led by the Orange County Transportation Authority (OCTA) to evaluate current goods movement conditions, identify key issues and opportunities, and develop a long-term vision for more efficient, sustainable, and reliable freight movement throughout the county. Bus Stop Safety and Accessibility Plan OCTA seeks to prepare a collaborative study to identify safety and access improvements near some of the highest ridership bus stops in Orange County. The Bus Stop Safety and Accessibility Plan (Plan) will leverage community engagement with comprehensive technical analysis to recommend safety enhancements and access improvements for pedestrians accessing OC Bus transit stops. Bikeways Connectivity Study The Orange County Transportation Authority (OCTA) is conducting the Bikeways Connectivity Study to identify streets on the Master Plan of Arterial Highways (MPAH) that are forecasted to have excess roadway capacity and can potentially accommodate Class IV bikeways. Transit Optimization Study The Orange County Transportation Authority (OCTA) is identifying where transit operating speeds are slower than expected, often referred to as ‘chokepoints’ and developing strategies to improve transit travel times. Orange County Coastal Rail Resiliency Study OCTA is studying rail challenges in south Orange County to assess existing and future environmental risks and issues with operations and maintenance along the Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Corridor. OC Connect The Orange County Transportation Authority (OCTA) is studying the development of a biking and walking trail connection along the former Pacific Electric Right-of-Way (PE ROW) corridor in Santa Ana and Garden Grove. In Progress In Progress Bike Gap Closure Study The Orange County Loops vision is to create seamless connections for people to bike, walk and connect to some of California's most scenic beaches and inland reaches. Long-Range Transportation Plan OCTA updates the LRTP about every four years. The multi-modal projects and programs included are the basis for the Southern California Association of Governments' Regional Transportation Plan (RTP). customers. OC Active Report Orange County's Bike + Ped Plan is the first countywide Active Transportation Plan (ATP) for Orange County that addresses both bicycle and pedestrian networks. The Orange County Transportation Authority (OCTA) has developed this plan to provide a framework for bikeway and pedestrian planning across the county, and to be compliant with the Caltrans Active Transportation Program (ATP) guidelines. Congestion Management Program In June 1990, Proposition 111 was passed, which made additional funding available for transportation projects through a nine cent increase in the state gas tax and mandated that each county with 50,000 or more residents develop a Congestion Management Program (CMP). The DBE goal has been advertised via Public Notice in general circulation publications and on OCTA’s website, see below: Public Notice of Proposed OCTA Federal Transit Administration (FTA) DBE Goal for FFY 2025/27 OCTA will work to meet its overall DBE goal and increase DBE participation on, OCTA’s U.S. DOT-assisted contracts, by utilizing a combination of DBE-conscious and DBE-neutral DBE Program elements. OCTA will establish contract-specific DBE goals to meet any portion of the overall DBE goal that OCTA does not project being able to meet using DBE-neutral means. OCTA will establish contract-specific goals only on those U.S. DOT-assisted contracts that have subcontracting opportunities. OCTA may establish a DBE contract goal that is higher or lower than its overall goal, depending on such factors as the type of work involved, the location of the work, and the availability of DBEs for the work of the particular contract. *In conformance with the Interim Final Rule (IFR) to the DBE Regulations, effective October 3, 2025, OCTA will temporarily pause DBE goal setting and enforcement until the Unified Certification Program (UCP) entities complete the DBE certification reevaluation process.
