The Department’s main goals for research and evaluation activities include: (1) to understand the drivers of client success in order to deliver better outcomes for adult and juvenile clients (2) to support the families of our clients and contribute to rebuilding communities impacted by crime (3) to apply new tools and innovative approaches to solving challenges in criminal justice reform and to lead the transformation of community corrections (4) to promote justice, improve fairness, and reduce racial and ethnic disparities   Data Data Request Research and Evaluation Quality Assurance Team Publications About Probation Data The Alameda County Probation Department prepares and releases population-level data on the clients we serve to support our Vision 2023 Strategic Plan Goal #4, aiming to be a high-functioning, data-driven organization with a commitment to transparency and information sharing. The data starts from Q2 2018 and is updated quarterly. The public datasets, along with dashboards, represent the current status of our agency across three divisions: Adult Field Services, Juvenile Field Services, and Juvenile Facilities. The data is de-identified to protect clients' privacy and is presented as infographics, showing supervision type, facility, and demographics (age, race, gender, city). The team also manages external research and evaluation partners, oversees the execution of data sharing agreements, facilitates data requests, and conducts cutting-edge research to inform innovations in community correctional practices at ACPD and beyond. Our work covers eight broad areas: adult reentry and services, youth violence prevention, community partnerships, racial and ethnic disparities, organizational change and continuous process improvement, technology and innovation in community corrections, juvenile detention practices, and juvenile programs and outcomes. Select projects related to these areas are described below: Redesigning the Pathways Home: Alameda County’s Pilot to Positive Reentry (Pathways Home) The Pathways Home initiative is a first-of-its-kind partnership between CDCR and ACPD that aims to improve the reentry process for clients returning to Alameda County from prison and jail. It was partially funded by a Second Chance Act Adult Offender Reentry Demonstration grant from the Bureau of Justice Assistance. There are four components of the Pathways Home initiative: Pre-release case-planning video conference & service referrals A designated DPO conducts a case-planning meeting with Post-release Community Supervision (PRCS) inmates via video conference before they are released from state prison. This meeting allows the DPO and client to review the client’s results from the COMPAS Risk & Needs Assessment and discuss service and program referrals based on the client’s reentry needs. The case-planning video conference is intended to increase clients' likelihood of reporting to the Probation Department within the required two business days following release. It also allows the DPO to begin arranging services and supports for clients. Virtual reality programming The Probation Department is partnering with Institute for the Future to develop virtual reality (VR) experiences for probation clients. VR offers unique opportunities for clients to experience situations or contexts that may positively impact their thoughts and behaviors. Mobile application to support goal-based supervision The Probation Department is partnering with ideas42 to develop a mobile application that supports clients in achieving their case plan goals during community supervision. The mobile application, called Vergil, uses insights from behavioral science to help individuals under supervision develop goals and plans, identify related tasks, and engage with community-based service providers and government programs to successfully complete their probation. The RCN agencies are categorized as a Youth Service Centers (YSC), Community Programs (CP) or Probation Youth Employment Programs (PYEP) depending on the services they provide. The eleven (11) YSCs provide trauma-informed therapeutic counseling, case management, and diversion services. Youth Service Centers are located throughout the county and serve youth that reside or attend school in their local community. The fourteen (14) CP providers offer specialized service and programs in one or more of the following categories: Anger Management, Civic and Social Engagement, Cognitive Behavior Intervention, Diversion, Gender Specific Programs, Group/Network Intervention, Life Skills and Support Services, Mentoring, Outpatient Drug Treatment, Parenting Classes and Restorative Justice. There are specific Community Program providers throughout the County. The PYEP programs offer employment and job readiness training. If you were sentenced to Probation, it was to ensure you are not alone in your journey and we are here to assist in your success as you reenter the community. What is Community Supervision?   There are several types of community supervision, including: Formal Probation : A court decision that allows a person convicted of a crime to remain in the community, instead of serving a sentence in custody. While on probation, the individual is under supervision of a probation officer. Post Release Community Supervision (PRCS) : Under PRCS, individuals have served a term in state prison. After release from prison, individuals on PRCS are supervised by the Probation Department. Mandatory Supervision (MS) : Under Mandatory Supervision, a judge may order a “split sentence”, where a prison sentence is split between the local county jail, and the remaining portion is spent in the community under supervision of the Probation Department. While on supervision, the Court will require you to follow a set of terms and conditions that describe your responsibilities and expectations. This could also include participation in treatment and counseling, drug testing, and no-contact orders. The deputy probation officer will monitor compliance of those terms and conditions. Supervision grants may also include financial responsibilities, including court fines and victim restitution. What to Expect on Community Supervision   You will need to contact the Probation Department as soon as you are released from custody.  Our offices are open 8:00 am to 5:00 pm Monday – Friday and are located at the following locations: Oakland Probation Center - 1401 Lakeside Dr., Oakland, CA  94612   (510) 268-7245 Hayward Office - 24085 Amador Street Hayward, CA 94544 (3 rd and 4 th floor) (510) 670-5354   Dublin- East County Hall of Justice - 5149 Gleason Drive, Dublin, CA 94568 (925) 551-6878 Contact with Your Probation Officer   Your probation officer will work with you to create personal goals as well as a case plan to help you meet those goals, develop new skills, and be successful. They will also ensure you are complying with the terms and conditions granted by the judge. Your case plan may include items such as housing, employment, life skills and treatment. Office visits You will have regular meetings with your probation officer at the Probation Department. The frequency will be determined by your probation officer. During these visits, you can expect to review your goals and discuss your progress, as well as any challenges or barriers that you are experiencing. These visits may also be focused on learning and developing new skills to avoid risky situations and be a positive member of the community. For security purposes, it is important to bring as little as possible to your office visits. Please do not bring non-service animals or children to your office appointments.  If you can not make your appointment, please contact your Deputy Probation Officer right away. Home visits Your probation officer will visit your home. During the visit, your probation officer may conduct a search of your residence. They will be checking for compliance with your terms and conditions while in the home. Their search will focus on areas under your control and common areas of the home; however, the entire residence may be checked to ensure officer safety. If property is found that should not be in your home, it may be taken as evidence. It may be necessary for a probation officer to detain you and others, in order to conduct the search safely. Referrals to Treatment and Other Programs As part of the terms of supervision, your probation officer may require that you attend treatment or other programs. This could include, for example, substance abuse treatment or participation in the Center of Reentry Excellence (CORE). The CORE provides a variety of programs and services to help people learn new skills, change their ways of thinking, connect to resources, and succeed in the community. Drug Testing If you are required to do drug testing, you should come prepared to submit a urine sample at every visit. Drug tests will be observed, and any attempts to fake tests could result in a violation. Please bring some form of identification and be prepared to provide proof of any prescription medications to your probation officer How To Be Successful On Supervision   Be honest with your probation officer . We want you to succeed. Being open and honest with your probation officer will allow them to help you meet your goals and overcome any setbacks that may Review all of your conditions of supervision . Overview Subcommittee Members Meetings Calendar Legislation Resources Programming Overview SB 823 realigns all youth committed to the California Department of Juvenile Justice (DJJ) back to the counties and calls for the closure of DJJ by June 30, 2023. Beginning July 1, 2021, DJJ will cease intakes of new youth, with a limited number of exceptions.  It establishes a Juvenile Justice Realignment Block Grant and the funding associated will be granted to the counties, beginning July 2021, provided a plan is submitted. The plan must be developed by a collaborative body chaired by the Chief Probation Officer, and comprised of a representative from the Court, District Attorney’s Office, Public Defender’s Office, Social Services, Mental Health, County Office of Education (or school districts), and at least three community members who have experience as a community-based youth services provider, justice advocate, or directly involved in the system. The plan must describe the facilities, programs, placements, services, supervision, and re-entry strategies that are needed to provide appropriate rehabilitation. To prevent an increase in adult transfer cases as a result of the DJJ closure, the legislation extends the local jurisdiction age to 23 years old. Additionally, it requires youth who began in the Juvenile Justice System to remain in the Juvenile Facilities, minimally, until the youth is 19 years of age. At 19 years old, the county can petition for youth to be transferred to an adult detention facility. Additionally, a separate dispositional track will be established for higher need youth by July 1, 2021, to avoid an increase in transfers of youth to adult jurisdiction.  The California Office of Youth and Community Restoration will be established in the California Health Care Service Agency. It will be required to evaluate the effectiveness of local programs utilized for the realigned youth. OYCR will also assume the duties and authority associated with DJJ. We understand that crime’s greatest impact is upon those that are directly harmed, however, crime also affects the significant others of the victim and the perpetrators as well as harming the community at large. In addition, many individuals involved in criminal justice themselves have been victims of crimes perpetrated against them. Victim services and other community-based organizations provide a diverse array of services. These resources are available to our community at no cost.
