COMMUNITY ENGAGEMENT PROGRAMS
Abriendo Puertas-Opening Doors (AP-OD) Program: Abriendo Puertas/Opening Doors is the first evidence-based program developed by and for Latino parents with children ages 0-5. AP-OD builds parent leadership skills and knowledge through in-person training to promote family wellbeing and positive outcomes for children. EMPF is an AP-OD Partner because we believe supporting parents and amplifying their voices is critical to strengthen families and community wellbeing.
Asian Pacific Islander (API) Advisory Committee: The API Committee is designed to be a grouping of community stakeholders committed to making sure that Asian Pacific Islanders are advocated for and empowered by the El Monte Promise Foundation.
Early Development Indicators (EDI): From a contract agreement with the El Monte City School District established in August 2019 and a partnership with the Mountain View School District, the EMPF seeks to utilize initial findings from the EDI study as a data-informed strategy to guide the EMPF’s decision-making processes.
Parent Advisory Committee: The Parent Advisory Committee serves as a platform for parents, guardians, grandparents, and community members to inform the ways EMPF can continuously adapt and respond to our families’ needs across the community. In addition, the committee allows for EMPF to promote awareness among parents about college opportunities and the college-going process and build financial preparedness for the cost of college attendance.
Student Advisory Committee: The Student Advisory Committee engages students in a relevant, relational, and rigorous way to develop and promote creativity, critical thinking, and leadership skills.

For the last three years, EMPF has conducted extensive research and formed partnerships with educators, parents and content experts to create this series of documents. This work is a part of our mission to support cradle-to-college pathways for the families in our communities. Our Roadmap to College is an equity-based document that provides a set of grade-by-grade milestones to support families in their college-going goals. Using data-driven indicators, the Roadmap targets key areas of needs for our students: including academic behaviors, social-emotional development, family and community engagement, college knowledge and financial literacy. We call it a Roadmap to College, because research shows that from the earliest years, key experiences, behaviors and routines can have a positive impact on a child’s readiness for college and open the door to more opportunities in their future. Each year our students will receive the Roadmap Booklet for their grade level from their school. The Roadmap will give students and families recommendations for the ways they can start on the path to college throughout their school career. It also serves as a convening document to provide community leaders with an opportunity to support students and families throughout the community. The Scholars Savings Program (SSP for short) is a college savings program. The goal of this program is to help families start up a college savings for a child to help pay for higher education expenses. Through this program you can open a 529 college savings plan for your child or a relative. A 529 plan is a special kind of savings plan authorized by Congress in 1996 to help families save for college from an early age. Accounts you open through the Scholars Savings Program are opened with my529 . my 5 2 9 is a partner of the El Monte Promise Foundation and in charge of providing the 529 plans. Other 529 plans exist in the United States, in fact each state has at least one 529 provider . However, the El Monte Promise Foundation is working with my 5 2 9 to offer 529 plans at no cost to open, and no minimum deposit to save! Enroll in program Log Into my account View. Contact us! How does it work? Signing Up Why does saving for college matter right now? What do I need to get started? How does it work? The Scholars Savings Program allows you to open and manage a college savings account for your child free of charge. The college savings plans offered through Scholars Savings Program are called 529 plans . my 5 2 9 is the 529 provider for the Scholars Savings Program. Signing Up Families can get an account up and running in 20 minutes.* Enrollment is only available online and in English. If you need assistance please contact us. Over 200 students are saving for college with Scholars Savings Program! *Approximate enrollment time based on average duration of enrollments. Why does saving for college matter right now? Research shows that children from families who save for education are 3x more likely to attend college and 4x more likely to graduate, compared with those with no college savings. When you save and invest now, the money you save can grow and be worth much more. What do I need to get started? To set up an account you need 3 things**. A Social Security Number or ITIN*** (Individual Tax Identification Number) for you or the adult who will open the account. A Social Security Number or ITIN for the child who will have a Scholars Savings Account. An active email address for accessing your child’s Scholars Savings Account online. BENEFITS TO THE SCHOLARS SAVINGS PROGRAM OWNING A 529 PLAN There can be tax advantages when you save and the money is used to pay for your child’s qualified educational expenses . Anyone at least 18 or older can set up an account on behalf of a beneficiary (usually a child). This means a grandparent, legal guardian, aunt, uncle, older sibling etc. may open an account for a child. Money saved in a 529 will not reduce benefits for families receiving CalWORKs. 0.00% – 5.64% of your savings in a 529 plan is counted as income for your child’s FAFSA on the EFC (Expected Family Contribution) – a great amount of asset protection. SCHOLARS SAVINGS PROGRAM OFFERS You can open a Scholars Savings Account at no cost! El Monte Promise Foundation can support you with Spanish translation. No minimum deposit is required to save. You own the account and you have direct control. Net balance of 0 fees!* Select accounts qualify for Scholar Dollars (additional benefits). *Scholars Savings Accounts are subject to the my 5 2 9 Plan Administrative Fee, but the fee is offset by the interest gained on the account totaling to no fees for the account. You can open an account with an ITIN (Individual Tax Identification Number). To apply for an ITIN you will need to fill out IRS Form W-7 and submit requested documentation to a local IRS office. To support students with their college applications and enrollment Mariana Baserga was a long-time volunteer, friend, and supporter of the El Monte Promise Foundation. Before Mariana passed away on September 26, 2019, Mariana made her family and friends promise to keep fighting for the things she was most passionate about: children and access to college education. The Mariana Baserga Moving Barriers Fund was established by Mariana’s loved ones and supported by her family and friends who want to carry on Mariana’s wishes. The Scholars Savings Program allows you to open and manage a college savings account for your child free of charge. The college savings plans offered through Scholars Savings Program are called 529 plans . my 5 2 9 is the 529 provider for the Scholars Savings Program. Research shows that children from families who save for education are 3x more likely to attend college and 4x more likely to graduate, compared with those with no college savings. When you save and invest now, the money you save can grow and be worth much more. What do I need to get started? To set up an account you need 3 things**. A Social Security Number or ITIN*** (Individual Tax Identification Number) for you or the adult who will open the account. A Social Security Number or ITIN for the child who will have a Scholars Savings Account. An active email address for accessing your child’s Scholars Savings Account online. BENEFITS TO THE SCHOLARS SAVINGS PROGRAM OWNING A 529 PLAN There can be tax advantages when you save and the money is used to pay for your child’s qualified educational expenses . Anyone at least 18 or older can set up an account on behalf of a beneficiary (usually a child). This means a grandparent, legal guardian, aunt, uncle, older sibling etc. may open an account for a child. Money saved in a 529 will not reduce benefits for families receiving CalWORKs. 0.00% – 5.64% of your savings in a 529 plan is counted as income for your child’s FAFSA on the EFC (Expected Family Contribution) – a great amount of asset protection. SCHOLARS SAVINGS PROGRAM OFFERS You can open a Scholars Savings Account at no cost! El Monte Promise Foundation can support you with Spanish translation. No minimum deposit is required to save. You own the account and you have direct control. Net balance of 0 fees!* Select accounts qualify for Scholar Dollars (additional benefits). *Scholars Savings Accounts are subject to the my 5 2 9 Plan Administrative Fee, but the fee is offset by the interest gained on the account totaling to no fees for the account. Research shows that children with higher education savings accounts are more likely to go to college and graduate than children without any savings. Qualifying 1st -12th graders are granted an initial deposit of up to $1500 in a college savings account managed by the state. Qualifying beneficiaries are automatically enrolled and families are not required to contribute. Families only need to register the account online to claim the funds. To check to if your child is eligible to participate, you will need to enter your child’s Statewide Student Identifier (SSID) at the online registration portal. Parents can get the SSID from their child’s school. This locally-run effort unites parents, students, and community leaders from school districts, colleges, local governments, businesses, non-profits, and private foundations to actively coordinate systems and mobilize resources for the educational benefit of local students. These efforts ensure that the community works together as a whole to increase the expectation that all students can attend and succeed in college. OUR BOARD Board Officers DR. MARIA ROMERO MORALES - PRESIDENT Dr. Morales is the Assistant Chief Inclusion and Diversity Officer for Communication, Community and Student Engagement for the University of Southern California. Dr. Morales has over 15 years of experience in K-12, community college, and higher education, where she has developed wide-ranging expertise spanning recruitment and retention of students with non-traditional experiences, equity focused professional development for STEM faculty, and strategies to support higher education staff and students of color. In addition, Dr. Morales is an ardent believer in building well-planned, sustainable communities – communities that work in synergy to create safe and thriving communities focused on families and children. Since November 2015, Dr. Morales served her community, first as a Planning Commission, then as a Councilwoman for the City of El Monte. During this tenure, she was been able to move policy and ordinances – focused protect families and children related to affordable housing, infrastructure, and education collaborations among local stakeholders. NORMA E. GARCIA - Vice President Ms. Garcia is a founding member of the El Monte Promise Foundation and an ardent believer in building better communities. Ms. Garcia currently serves as the Director of the Department of Parks and Recreation for Los Angeles County. She is the first woman and first person of color to serve in that position since the founding of the department in 1944. She works to achieve her vision through her active participation in numerous civic and professional organizations. She serves on the Board of the National Association of County Park and Recreation Officials (NACPRO), Baldwin Hills Conservancy, Baldwin Hills Regional Conservation Authority (BHRCA) and the El Monte Promise Foundation. She served as a member of the Rio Hondo College Board of Trustees, the Chair of El Monte City Planning Commission and on the Board of the Watershed Conservation Authority (WCA), the San Gabriel and Lower Los Angeles River and Mountains Conservancy (RMC), the California Community Foundation’s Community Building Initiative, and on the Board of New Economics for Women. Ms. Garcia was honored as the 49th Assembly District Latina of the Year for Community Involvement. She attended Citrus Community College , transferred and graduated from UCLA with a B.A. in Political Science and a M.A. in Urban Planning. Ms. Garcia enjoys traveling, attending Dodger games and spending time with her growing family. Ms. Garcia is a life-long resident of the beautiful community of El Monte. OSCAR MARQUEZ - Past President Mr. Oscar Marquez currently serves as the President of El Monte Promise Foundation. He is a retired administrator from El Monte City School District, where he spent sixteen years as the Director of Student Support Services. Mr. Marquez also spent eight years as an English teacher at South El Monte High School, and before then he was an elementary and middle school teacher in the El Rancho Unified School District for eleven years. He has served in the Executive Committee for El Monte Promise Foundation since its inception in 2012. Zhemyr Diaz - Treasurer Mr. Diaz is passionate about empowering communities through access, education, and resources for the advancement of individuals and families. Actively involved with various local initiatives and collaboratives, Mr. Diaz is an advocate of education, mental health, and economic advancement. Focused on creating eco-systems of equality, Mr. Diaz directs his efforts to facilitating pathways that bridge socio-economic gaps and build generational wealth. Having led some of the most successful and complex banking operations nationally, Mr. Diaz brings our board over 20 years of experience in the banking and financial services industry. As one of JPMorgan Chase’s first Community Managers nationally, Mr. Diaz helped launch the firm’s Community and Business Development Division in California—a division committed to racial equity. As Chase’s Community Manager for the San Gabriel Valley area, he supports local government, non-profits, and mission-aligned organizations in their quest to uplift underserved communities through financial health education. linkedin.com/in/zhemyrdiaz Kristan Venegas, PhD - Secretary Dr. Kristan “Kris” Venegas, Ph.D., serves as the inaugural Chief, Learning, Data, and Evaluation Officer for the Mexican American Opportunity Foundation (MAOF). In this role, she works to nurture a culture of learning, support strategic planning and evaluation efforts, and collaborate in the development of educational partnerships and advancement. Prior to joining MAOF, Dr. Venegas was an Associate Provost and LaFetra Endowed Professor of Teaching and Learning at the University of La Verne (ULV). She formerly was a Professor and the Assistant Dean for Strategic Initiatives in the Rossier School of Education at the University of Southern California (USC). She is a former American Council on Education Fellow and a USC Latino Alumni Association Scholarship recipient. Dr. Venegas is a proud Chicana from El Monte, CA, where she lives with her partner, Dr. Adrian Huerta, and their two children. Kris holds a BA in English, Creative Writing, MSEd in Education, and a Ph.D. in Educational Policy from USC. JEFF SEYMOUR Mr. Seymour is a retired teacher and administrator of the El Monte City School District for 43 years, where he served as Superintendent for the last 25 years. He has also taught for the last 20 years at Cal Poly Pomona in the Administrative Masters Program. He is active both in the El Monte community and at Boys Republic in Chino Hills , where he has served on the Board for over 25 years. Born and raised in the Los Angeles area, he attended local schools and graduated from the University of Southern California . Teresita Vega Bio coming soon JERRY VELASCO Mr. Velasco is the Board Secretary of El Monte Promise Foundation and former City Council Member for City of El Monte. As a prominent actor, producer, and publicist, he is considered the “Information Voice” of Hollywood and Hispanics and is sought after as a speaker in the United States, Mexico, and Latin America. He is a successful actor who appears in both American and Mexican television and films. Mr. Velasco is involved with many local, national, and international non-profit organizations, such as the Mexican American Opportunity Foundation, San Gabriel Civic Alliance, El Monte Women’s Club, and Greater El Monte Community Hospital. Mr. Velasco was raised in the city of Los Angeles and is a native of Jalisco, Mexico. Joe Vu Mr. Vu is an administrator for the El Monte Union High School District and he is on a mission to save the world.
