Home Resources Parent Resources Uniform Complaint Procedures Uniform Complaint Procedures The Paradise Unified School District will investigate all allegations of unlawful discrimination, harassment, intimidation or bullying against any protected group as identified in Education Code section 200 and 220 and Government Code section 11135, including any actual or perceived characteristics as set forth in Penal Code section 422.55 or on the basis of a person’s association with a person or group with one or more of these actual or perceived characteristics in any program or activity conducted by the agency, which is funded directly by, or that receives or benefits from any state financial assistance. The UCP shall also be used when addressing complaints alleging failure to comply with state and/or federal laws in: Bilingual Education California Peer Assistance and Review Programs for Teachers Career Technical and Technical Education and Career Technical and Technical Training Career Technical Education Child Care and Development Child Nutrition Compensatory Education Consolidated Categorical Aid Course Periods without Educational Content Education of Pupils in Foster Care and Pupils who are Homeless Every Student Succeeds Act / No Child Left Behind Local Control Accountability Plans (including Charter Schools as described in EC §§ 47606.5 and 47607.3); Physical Education Instructional Minutes Pupil Fees Reasonable Accommodations to a Lactating Pupil Regional Occupational Centers and Programs School Safety Plans Special Education State Preschool Tobacco-Use Prevention Education Any individual, public agency, organization may file a written complaint alleging a matter which, if true, would constitute a violation by the District of federal or state laws or regulations governing the programs and activities as well as allegations of unlawful discrimination identified above. UCP complaints are to be submitted in writing to: Paradise Unified School District Dena Kapsalis, Director of Student Services 6696 Clark Rd. Paradise, CA 95969 (530) 872-6400 Any person with a disability or who is unable to prepare a written complaint can receive assistance from the site-administrator/designee or by calling the Department of Human Resources at (530) 872-6400. Parent and Student Processes References The administrative regulation 1312.3 will provide detailed steps to filing a written complaint. It is a PUSD regulatory document to help you with the necessary documentation to submit your complaint (see Attachments below). The board’s policy 1312.3 is the district’s assurance to you of its responsibilities in accordance with district’s policy and other state and federal regulations (see Attachments below). The entire Uniform Complaint Procedures is also attached, including the UCP Annual Policy (see Attachments below). The District assures confidentiality to the maximum extent possible. The District prohibits retaliation against anyone who files a complaint or anyone who participates in the complaint investigation process Complainants are advised that civil law remedies may also be available to them. The sixty (60) day timeline for the investigation and District response shall begin when the written complaint is received by the Department of Human Resources. Attachments Williams Uniform Complaint Form Uniform Complaint Form Uniform Complaint Procedures BP 1312.3 Uniform Complaint Procedures AR 1312.3 Bullying Bullying Positive School Climate As appropriate, the district shall provide students with instruction, in the classroom or other educational settings, that promotes social-emotional learning, effective communication and conflict resolution skills, character/values education, respect for cultural and individual differences, self-esteem development, assertiveness skills, and appropriate online behavior. Such instruction shall also educate students about the negative impact of bullying, discrimination, intimidation, and harassment based on actual or perceived immigration status, religious beliefs and customs, or any other individual bias or prejudice. The Superintendent or designee shall provide training to teachers and other school staff to raise their awareness about the legal obligation of the district and its employees to prevent discrimination, harassment, intimidation, and bullying of district students. Home Resources Community Resources Use of Facilities Use of Facilities The Governing Board believes that school facilities and grounds are a vital community resource which should be used to foster community involvement and development. Therefore, the Board authorizes the use of school facilities by district residents and community groups for purposes specified in the Civic Center Act, to the extent that such use does not interfere with school activities or other school-related uses. The Superintendent or designee shall give priority to school-related activities in the use of school facilities and grounds. Other uses authorized under the Civic Center Act shall be on a first-come, first-served basis. Any person applying for the use of any school facilities or grounds on behalf of any society, group, or organization shall present written authorization from the group or organization to make the application. Anyone applying to use school facilities shall do so as specified in district procedures and in accordance with law. Once approved, the District will connect you with the school site , and the site will share event details with you. Please read below*** We are pleased to inform you that the following schools within Paradise Unified School District continue to provide FREE Breakfast & Lunch for 2025-2026 School Year. Great news for you and your students! All enrolled students of Cedarwood Elementary School, Paradise High School, Paradise Intermediate School, Pine Ridge Elementary School, Ponderosa Elementary School, Paradise Ridge Elementary School, and Ridge View High School are eligible to receive a healthy breakfast and lunch at school at no charge to your household each day of the 2019-2020 school year . No further action is required of you. Your child(ren) will be able to participate in these meal programs without having to pay a fee or submit an application. It has always been, and will continue to be, the goal of PUSD Food Services to provide our students with the highest quality meals at the lowest prices as approved by the state and federal programs. During the school registration process, you will be required by Paradise Unified School District to complete a simple Household Income Survey. It is so very important that you complete the data survey that we’ve included one in this packet of information. This survey will help determine each school’s state and local education funding determinations. It will also help with consideration for family fee waivers for other school programs; however, receipt of free breakfast and lunch meals does not depend on completing it. The income data provided will determine the level of funding your school receives from both state and federal levels . Thank you for your understanding and support of our program. Our goals are: To ensure that all students have a healthy meal and that no child goes hungry. To treat all students with dignity and confidentiality in the serving line regarding meal accounts. To support positive and clear communication among staff, administrators, teachers, students, and parent/guardian. To establish fair practices that can be used throughout the school district. To encourage parent/guardian to assume the responsibility of meal payments and to promote self-responsibility of the student. To establish a consistent practice regarding charges and collection of charges. The Paradise Unified School District Food Department recognizes the importance of good nutrition and wants to take all reasonable steps to make sure students have access to school meals. Home Departments Educational Services Report Cards Report Cards PUSD Standards-Based Report Cards Grades 1st-6th Beginning 2017-2018 Why did Paradise Unified School District revise the elementary report card? In 2010, the State Board of Education adopted new, rigorous academic standards for California. In the following years, Paradise Unified School District has worked to implement aligned curriculum, instructional materials, and assessments, and as of fall 2017, an elementary report card based on the new standards. PUSD’s goal is to improve student achievement for all students in every classroom, every day. Research supports standards-based grading and reporting as a basis of communication that will help students learn more effectively through better feedback for teachers, students, and parents. Goals of Our Standards-Based Grading System Focus on student achievement – Other factors will be reported separately. Not everything is included in the reported achievement level – Teachers look at a student’s performance on activities, such as daily schoolwork and projects, to monitor student learning, identify strengths and weaknesses, and plan for future instruction. Standards-based achievement is not based on averages – The final achievement mark on the standards-based report card represents the learning level at the end of an instructional period. Students are not penalized for mistakes made at the beginning of the learning process. What is the difference between standards-based grading and traditional grading? Traditional grading is easy to spot because it typically involves: Simple letter grades Assessments based on teacher-defined criteria A single overall grade per student based on a combination of related and unrelated assessments of skills, knowledge, performance, and conduct over a period of time. The main advantages of this method are simplicity and professional freedom. However, it results in a very limited measure of a student’s abilities. The ‘A’ on a child’s report card might thrill parents, but this grade doesn’t convey any precise information. Standards-based grading overcomes this problem. The essential qualities of standards-based grading involve: Rubrics with meaningful labels Assessments based on standards Multiple scores per student: one for each standard that reflects the student’s ability related to the standard at a certain moment in time What is a "Growth Mindset"? Fixed Mindset - People believe their basic qualities, like their intelligence or talent, are simply fixed traits; brains and talent alone create success. Growth Mindset - People believe that their most basic abilities can be developed through dedication and hard work; brains and talent are just the starting point. "Students' mindsets - how they perceive their abilities - play a key role in their motivation and achievement, and...if we change students' mindsets, we (can) boost their achievement." (Dweck 2015) With standards-based grading, students are able to practice mastery of standards without concern that imperfect practice work will drag down their grades. Only summative assessments are included in the gradebook. In addition, teachers and students work together to reflect and evaluate lessons, reteach, and reassess for proficiency. In this way, the Growth Mindset facilitates motivation, optimism, and a love of learning.
