Board Policy 5141.52 - Suicide Prevention To attempt to reduce suicidal behavior and its impact on students and families, measures and strategies for suicide prevention, intervention, and postvention have been developed. The Riverside County Superintendent of Schools, in conjunction with the 23 school districts in Riverside County, developed the county-wide plan for providing educational services to expelled students within the county pursuant to Education Code §48926. RCOE maintains the Community School program in zones throughout Riverside County to provide educational services to all school districts in the county, including those in rural/isolated settings. The RCOE Community School program is 180-days of instruction and includes the classroom-based program for expelled/ district referred students, independent study, and the program for parenting teens (formerly Cal-SAFE). The Community School received a six-year term of accreditation by the Western Association of Schools and Colleges (WASC) in 2018 and provides students with curriculum, instruction, and assessment to ensure that students graduate from high school well prepared for college and careers. The instructional program is focused on the California (Common Core) State Standards along with rigorous and relevant learning activities that include Project-based Service Learning (PBSL), high-impact classroom strategies and routines, and Positive Behavioral Support Interventions (PBIS) with restorative practices. Students are enrolled in UC a-g courses, Advancement Via Individual Determination (AVID), Career Technical Education (CTE) pathways, and dual enrollment courses. FYSCP is fully funded by a grant from the California Department of Education. FYSCP partners with districts to advance foster youth outcomes through: LCAP goal development, training and technical assistance, and legislative updates and compliance. The FYSCP team collaborates with school district foster youth liaisons to ensure FYSCP services are optimized for student success throughout the county. FYCSP also participates in, and provides administrative support for, the multiagency Executive Advisory Council (EAC). About Us The core Foster Youth pilot programs began operating in 1973. The success of these programs led, in 1998, to the establishment of a statewide system of programs established by Senate Bill 933, Thompson, Chapter 311. The Foster Youth Services Coordinating Program is fully funded by a grant through the California Department of Education. In 2015, Assembly Bill 854 was passed and changed the Foster Youth Services (FYS) program to a Foster Youth Services Coordinating Program (FYSCP). This changed our program from a direct service model to a capacity building coordination model. AB 854 states that FYSCPs are to “coordinate and ensure that local educational agencies within its jurisdiction are providing services to foster youth pupils pursuant to a foster youth services coordinating plan with the purpose of ensuring positive educational outcomes.” This bill also required the establishment of a local interagency Executive Advisory Council (EAC). “The role of the EAC is to establish the manner in which services are to be delivered for pupils in foster care with the greatest needs, including developing a Foster Youth Services Coordinating Program (FYSCP) Plan, collaboration with multiple agencies to ensure educational practices are in place to improve school stability, appropriate placement and educational records transfer to utilize effective multi-agency educational case management to address the specific educational needs and services for foster youth in California.” Contact Us For more FYSCP information, please contact us: RCOE FYSCP Team Title Name Phone Email Director II, FYSCP Dr. Jason Jones (951) 826-6448
