Lunch CEP Income Verification Form Riverdale High School Facility Improvements Draft Initial Study/Mitigated Negative Declaration LCFF & LCAP OVERVIEW LCAP - ENGLISH  LCFF  & LCAP The California 2013-14 Budget Act and related legislation (Assembly Bill 97, Senate Bill 97, and Senate Bill 91) made significant changes to the State public school funding system. The legislation introduced the new Local Control Funding Formula (LCFF) which simplifies the funding process and strengthens local accountability. Through the LCFF, local educational agencies (LEAs) will receive funds based on local student demographics. The Legislative Analyst's Office Overview of LCFF includes an explanation of the new school funding system. The Local Control Formula Funding (LCFF) model replaces the previous revenue limit funding model as well as eliminates the discrete funding of the majority of the categorical programs. The formula establishes a base with supplemental and concentration add-ons for English Learners (EL), free and reduced-price meal eligible students and foster youth students, and provides additional funding for K-3 Class Size Reduction, Grades 9-12, Home‑to‑School Transportation, and the Targeted Instructional Improvement Grant (TIIG). An important component of the LCFF is the Local Control and Accountability Plan (LCAP). LEAs will use the State-approved LCAP template to develop a plan that includes annual goals and actions that will be implemented to meet eight State priorities, and describe the related budget. The LCFF requires the County Superintendent of Schools to approve the LCAPs and budgets for districts within their county. Information for Local Educational Agencies (LEAs) Local Educational Agencies are required by the Local Control Funding Formula to develop and adopt a three-year Local Control and Accountability Plan (LCAP) by July 1, 2023. Plans will be updated annually. The LCAP describes how the agencies will address the state and local priorities by setting annual goals for all students and each significant subgroup of students. Also, the actions that will be taken to meet the goals must be included and the adopted budget must be aligned to the actions in the plan. The Riverdale Joint Unified School District is located approximately 25 miles southwest of Fresno in the heart of prime agricultural land. Farming and farm related enterprises are the principal businesses for the area. Riverdale Joint Unified School District is a TK-12 school district with five schools, Fipps Primary (TK-3), Riverdale Elementary (4-8), Riverdale High School (9-12), Horizon High Continuation School (9-12) and Riverdale Virtual School (TK-12). The district also provides an Adult Transition Program for students receiving services until the age of 22 years old. Riverdale Joint Unified School district provides services to approximately 1400 students. Riverdale Joint Unified School District is fortunate to have a student body which is ethnically and culturally diverse. The ethnicity of the District is 90% Hispanic; 9% Caucasian; with the remainder made up of other groups. Approximately 91% students receive free/reduced breakfast/lunch. The District employs ninety-one classroom teachers, twenty tutors, five paraprofessionals, three library clerks, one school safety member, two school psychologists, three principals, three assistant principals, five counselors, a Director who oversees Curriculum & Instruction, an Assistant Superintendent of Educational Services, a Superintendent, as well as additional support staff. Students in grades TK-6 are taught in self-contained classrooms and grades 7-12 are taught in a departmental instruction program. Riverdale Joint Unified School District is staffed with a faculty which is professionally skilled and personally committed to meeting the District goals. The legislation introduced the new Local Control Funding Formula (LCFF) which simplifies the funding process and strengthens local accountability. Through the LCFF, local educational agencies (LEAs) will receive funds based on local student demographics. The Legislative Analyst's Office Overview of LCFF includes an explanation of the new school funding system. The Local Control Formula Funding (LCFF) model replaces the previous revenue limit funding model as well as eliminates the discrete funding of the majority of the categorical programs. The formula establishes a base with supplemental and concentration add-ons for English Learners (EL), free and reduced-price meal eligible students and foster youth students, and provides additional funding for K-3 Class Size Reduction, Grades 9-12, Home‑to‑School Transportation, and the Targeted Instructional Improvement Grant (TIIG). An important component of the LCFF is the Local Control and Accountability Plan (LCAP). LEAs will use the State-approved LCAP template to develop a plan that includes annual goals and actions that will be implemented to meet eight State priorities, and describe the related budget.
