The officers and professional staff of our Department strive to provide the best service possible to our community and the Monterey Peninsula. We are dedicated to working collaboratively with the community and other law enforcement agencies in order to impact crime and improve quality of life for our residents, businesses, and visitors. The Sand City Police Department, under the direction of the Chief of Police, David Honda, is dedicated to the enforcement of local, state, and federal laws in a just and impartial manner. They are cognizant of both statutory and judicial limitations on police powers and continue to uphold the Constitutional Rights guaranteed to all individuals. The Sand City Police Department consists of the Chief of Police, a Commander, two Sergeants, six Officers and two Reserve Officers on a rotating 4-11 schedule. Vision The Vision of the Sand City Police Department is to earn and maintain the pride and respect of the community by providing quality public service to its diverse population through regional partnerships, technology, and community collaboration. The Department will strive to operate in a moral, ethical, compassionate, and transparent manner in all its dealings both private and public. Mission The Mission of the Sand City Police Department is to work in partnership with the community to provide exceptional police services that improve the quality of life for our residents, businesses and visitors. Above and Beyond the Call of Duty The Sand City Police Department is committed to serving the needs of residents, businesses and visitors in Sand City. Beyond this, however, the department firmly believes in reaching beyond the borders of the City to actively give back to the greater community in which we live. By participating in a variety of programs that are educational, professional and charitable in nature, the Sand City Police Department proudly participates in the well being of its community. Special Programs PENINSULA REGIONAL VIOLENCE AND NARCOTICS TEAM – P.R.V.N.T. The Sand City Police Department is a member of the Peninsula Regional Violence and Narcotics Team. The team is dedicated to impacting narcotics, gangs, and violence on the Peninsula through a collaborative effort between local agencies. Because drugs and violence are ever present in many of our communities, it is especially important that there is mutual cooperation among departments in this aspect of law enforcement. Mission: PRVNT’s goal was to suppress and investigate violent crimes and illegal drug use. It aimed to improve coordination and intelligence sharing among police departments in the region. Operations: PRVNT operates from a facility in Monterey and served jurisdictions throughout the Monterey Peninsula. The team focused on proactive strategies to combat gang violence and organized crime. The Sand City Police Department is active in the Monterey Peninsula Regional Special Response Unit (S.R.U.). The SRU is a tactical team consisting of specially trained officers able to respond to high risk events on the Peninsula. The team also includes negotiators and tactical medical personnel. To be assigned to the SRU, an officer must complete a rigorous application process including physical fitness, firearms qualifications and an interview before being selected. These officers receive a significant amount of training during their time assigned to the team. It is directly elected by the registered voters of Sand City. As the legislative body, the Council enacts the laws which govern the many activities of the City. The Council receives recommendations on proposed actions from the City Manager, department heads, various committees, and the general public. At each City Council meeting, comments from citizens and organizations are heard and considered. The Council is composed of five members elected at large to staggered terms. The Mayoral term lasts for two years and the Councilmember terms last for four years. The Council chooses one of its members as Vice-Mayor, who presides at the Council meetings in the absence of the Mayor. The Council appoints the City Manager, City Attorney, and members of advisory committees. MEET THE MAYOR Mary Ann Carbone 1 Pendergrass Way Sand City, CA 93955 (831) 394-3054 Send Email Mary Ann Carbone was born in Monterey, California and grew up in Seaside with her parents and 12 siblings. The family home was surrounded by oaks, eucalyptus, pine trees, and tulles with Roberts Lake in her backyard. That location now is better known now as Laguna Grande Park. She attended Seaside Elementary School, Fremont Jr High and Cypress High School and pursued a continued education in the medical field, and obtained a degree in pharmacy, then joined the Laborers International Union of North America (LIUNA #297). She worked in the commercial construction trades until her retirement in 2009. Mary Ann has three daughters. In 1991, Mayor Carbone was appointed to the Sand City Council and served as Vice Mayor, and then as Mayor for the past seven years. She is the first Indigenous woman Mayor in Sand City. Mayor Carbone has served on many city and regional agencies, boards and committees: the Sand City Budget Committee, the Sand City West End Committee, the Sand City Parks and Open Space Committee, Monterey Salinas Transit Agency, Monterey County Mosquito Abatement District, Association of Monterey Bay Area of Governments, Monterey County Mayors Association, Monterey Bay Air Resources Agency, Monterey One Water, Community Human Services, Central Coast Community Energy Policy advisor, the Superior Court Elimination of Bias Committee, the Calif League of Cities Regional Past President Monterey Bay Division, National League of Cities Local Indigenous Caucus Board Officer, and the Monterey County Airport Land Use Commission. In her spare time, she advocates and addresses social issues including racism, social justice, missing murdered indigenous people, and sex trafficking and work in the underserved communities. She also educates through speaking engagements in the schools during Native American month, quarterly outreach programs for needy native families through TANF – an organization which provides backpacks for children and encourages reading programs, native linguistics. Mayor Carbone also continues to mentor and encourage indigenous youth to remember their heritage and culture through summer culture camps and dance programs to enable them to carry on those teachings to the next generation. Always call 911 for any type of emergency situation. THE HOPE CREW The Public Works department is assisted by the Hope Crew: The crew’s main task is to pick up litter throughout Sand City. The crew walks the bike trails, city streets (heavy litter areas West Bay and Tioga at the beach access points), RR tracks, city common areas and right of ways. The crew carry their buckets and litter pick up sticks. When time allows, they sweep up debris in the streets where the street sweeper cannot access. This committee makes recommendations to the City Council. To carry out its responsibilities, the Budget and Personnel Committee has the following primary roles: Work with appropriate City staff and financial advisors, develops recommendations on budget and financial issues for consideration by the full City Council; Work with appropriate City staff and financial advisors, reviews the annual fiscal City budget and budget amendments, for consideration by the City Council; Reviews and considers the annual audit reports on City operations, then develops comments and/or recommendation for Council consideration; and Serves as a “sounding board” on budget, financial and business issues for the City Manager and Finance Manager. The DRC is formally established as part of the City’s Zoning Ordinance and is incorporated into the Municipal Code. The DRC currently includes design professionals specializing in the architecture and landscape design. The Planning Manager advises and assists with the DRC as appropriate and necessary. The City Manager, or designee, serves as an advisor to the Committee and the Public Works Manager assists the Art Committee in activities. The Art Committee’s functions include p romoting and enhancing art programs and interest in the City, developing recommendations for and advising the City Council on artistic matters in Sand City, coordinating art activities, programs, and exhibits , and soliciting support and contributions for Sand City art programs. Since 2019, the local office of Harris & Associates has provided municipal engineering services to the City of Sand City. The City Engineer is Leon Gomez with Harris & Associates. The Finance Department’s goals are: To provide needed financial information to make informed decisions for the City and its citizens; To ensure the safety and security of the City’s assets; To develop and follow sound financial strategies for business decisions; and To actively support the business community. The Finance Department includes all the functions related to accounting; including expenditures, revenues and other transactions in accordance with Generally Accepted Accounting Principals in a timely and accurate manner. Staff also coordinates and ensures that all payroll, payroll taxes are paid, and accurately follows up with all employees benefits plans. The Finance Department is responsible for the overall management and supervision of the accounting department. This department is also responsible for the purchasing functions which includes the processing of all City purchase orders, and development and maintenance of purchasing policies and procedures. In addition, the Budget function falls under the finance department to include the coordination of the budget process, budget control and compliance, developing budget reports and procedures. Accounting staff members are often requested to produce statistical information, analyze past operations, and estimate the cost of future endeavors.
