The statutes of the State of California governs the fundamental duties of this department, which include, but are not limited to, the maintenance of all permanent records of the City such as Council actions, ordinances, resolutions, contracts/agreements, deeds, and easements, to name a few. The Government Code and Election Code prescribes specific procedures and responsibilities for the City Clerk's office.   The City Clerk prepares the agendas, prepares proclamations, legal notices, is the custodian of the City Seal, receives all claims and filings on behalf of the City, and is generally the main source of information for staff and public alike. The City Clerk also serves as the Election Official and further serves as the local Filing Official for the Fair Political Practices Commission. Records Management As a Records Manager, the City Clerk's office oversees the preservation and protection of public records as the custodian of many records of the City, including ordinances, resolutions, minutes of City Council and Planning Commission, election-related documents, campaign disclosure filings and documents, Statements of Economic Interests, and many others. Election Services As an Elections Official, it is the duty of the City Clerk's office to administer federal, state, and local procedures through which local government representatives are selected.  The Clerk assists candidates in meeting their legal responsibilities before, during, and after the election.  We conduct these services in accordance with the City Municipal Code, California Elections Code, and Political Reform Act. General Elections Information Annual Maddy Act 22-23 Legislative Administration The City Clerk's office is responsible for facilitating the preparation, posting, and distribution of City Council meeting agendas as well as other required agendas, facilitating official and legislative processes, including publishing and postings in accordance with California Government Code and the "Brown Act," also known as Open Meeting Law. We attest, record, and preserve all official actions of the City Council and certify City documents, and are responsible for the codification of the City's Municipal Code as well. Meeting Agendas and Minutes City of San Jacinto Municipal Code The City Clerk's office maintains the San Jacinto Municipal Code, which is a compilation of City ordinances and is accessible on the City's website as well as at City Hall. San Jacinto Municipal Code Public Disclosures and Transparency The City Clerk's Office serves as the local compliance officer for federal, state, and local statutes, including the Political Reform Act, the Brown Act, and the Public Records Act. The City’s water system is presently served by 4 active wells and has 3-storage tanks with a total capacity of 3.5 million gallons, which service approximately 4,200 connections throughout the central area of the City.  The department also maintains jurisdictional fire hydrants, flushing programs , repairs to both mainline and right-of-way leaks, provides will-serve documents, responds to customer requests, fire flow testing and dig alerts,  reads water meters on a monthly basis and collects water quality samples on a weekly, monthly, quarterly and annual schedule to ensure that local, state and federal standards are continuously upheld. Annual Backflow Prevention Device Testing To comply with City Ordinance 1062, backflow prevention devices must be tested and certified annually.  The list of approved testers and Backflow Test Report  are update annually.   For information on how to become an approved backflow tester, please email  Mathew Osborn . Urban Water Management Plan (UWMP) This Urban Water Management Plan (Plan) was prepared in accordance with the California Urban Water Management Planning Act (Act), which became effective on January 1, 1985 (see Appendix A.1). The Act requires every “urban water supplier" to prepare and adopt an Urban Water Management Plan, and to periodically review its Plan at least once every five years and make any amendments or changes which are indicated by the review. The City provides potable water to approximately 40% of its residents. The water distribution system consists of approximately 125 miles of water mains, as well as storage capacity of 3.5 million gallons in 3 storage reservoirs. Water is supplied by 4 active wells with a total production capacity of 5,350 gallons per minute (gpm). The City’s outskirts are serviced by Eastern Municipal Water District and Lake Hemet Municipal Water District. Citywide street sweeping services are performed twice each month. To improve the efficiency of the street sweeping program, the City has adopted a Street Sweeping enforcement program where parking along city streets is prohibited on street sweeping days. Residential areas are swept twice each month, and the frequency is posted on the signs with the day of the week and frequency during each month. While the City makes efforts to educate residents regarding the street sweeping program, the ultimate responsibility of knowing the days that street sweeping occurs rests solely with the owner and operator of the vehicle. Citations are issued to the registered owner of the vehicle cited. On street sweeping day, on-street parking is prohibited between 8 a.m. and 4 p.m. The City's Parking Enforcement Officer follows the street sweeper, and will issue citations to any violators. What You Can Do Your help is needed to make this program successful. Please keep the streets clear on street sweeping day, by doing the following: Park off the street:  Please park vehicles off the street prior to your scheduled day. Remove trash cans & other obstructions from the street: Remove any trash containers, portable basketball hoops & RV access ramps from the street or gutter. Keep your street trees trimmed: Trim any low obstructing tree branches (private trees only). Don't blow or sweep leaves and other debris into the street: Avoid blowing, piling, raking or sweeping leaves or other debris in the street or gutter.
