Assessment of English Language Proficiency: Summative ELPAC : A student must achieve an Overall Performance Level (PL) of 4 on the Summative English Language Proficiency Assessments for California (ELPAC). Alternate ELPAC: For students with significant cognitive disabilities, they must score a PL of 3 or higher on the Summative Alternate ELPAC. 2. Teacher Evaluation: Teachers assess the students’ English language proficiency in the classroom, considering their ability to participate effectively in academic activities. This evaluation may include reviewing curriculum mastery and classroom performance. 3. Parental Consultation: Parents or guardians are consulted regarding their opinion on their child's readiness for reclassification. Districts often provide multiple rounds of reclassification throughout the year, with notifications sent to parents about their child's eligibility. 4. Basic Skills Relative to English Proficient Students: Students need to demonstrate proficiency in basic skills, such as reading and writing, that are comparable to their English-proficient peers. This does not have to occur in the same academic year as the ELPAC. Option 1: SBAC ELA score of 2, 3, 4 Option 2: iReady with a score of early, on-grade level, mid, or late of the student’s current grade English Language Learners English Language Development Programs for our EL Students Structured English Immersion Program This program is for all ELL students in ELPAC levels 1-4 at all grade levels. A language instructional program (LIP) designed for English learners in which nearly all classroom instruction is provided in English with curriculum and a presentation designed for students who are learning English. The goals of this program are language proficiency and academic achievement in English. Students receive instruction in designated and integrated English language development (ELD) based on the state-adopted CA ELD standards and grade-level content instruction based on the state-adopted academic standards. Some instruction and/or support may be provided in the students' native language. Program models in addition to Structured English Immersion may include English Language Mainstream, or other program models in which all or nearly all instruction is delivered in English. Newcomer Program This program is for our middle school students. A language instructional program (LIP) designed for English learners who are new to the country with less than 12 months of schooling in the United States. This program provides instruction in designated and integrated English language development (ELD) based on the state-adopted CA ELD standards and grade-level content instruction based on the state-adopted academic standards. Instruction and/or support may be provided in the students’ native language. Program models vary. This program has clear entry and exit criteria, with goals and timelines defined. Dual Immersion Program Beginning in the 24/25 school year, SMJUSD will offer a Dual Immersion Program in Spanish at Lillian Larsen. In 24/25 we will have one class in TK and one class in Kindergarten. Each year the program will grow to an additional grade until the program is offered from TK through grade 8. This program is for both English Language Learners and other students. We are implementing a 90/10 model. More details on this exciting program to come! DELAC DELAC/ELAC Our district-level English Learner Advisory Committee comprised of parents, staff, and community members designated to advise district officials on English learner programs and services is combined with our site level ELAC due to the size of our district. Requirement Each California public school district with 51 or more English learners must form a District English Learner Advisory Committee (DELAC) unless the district designates for this purpose a subcommittee of an existing districtwide advisory committee. Responsibilities The DELAC shall advise the school district governing board on at least the following tasks: Development of a district master plan for education programs and services for English learners. The district master plan will take into consideration the school site master plans. Conducting of a district wide needs assessment on a school-by-school basis. Establishment of district program, goals, and objectives for programs and services for English learners. Development of a plan to ensure compliance with any applicable teacher and/or teacher aide requirements. Review and comment on the school district reclassification procedures. Review and comment on the written notifications required to be sent to parents and guardians.
