Home NewsFlash End of an Era & New Beginnings for Scotts Valley News Flash End of an Era & New Beginnings for Scotts Valley Home - Spotlights Posted on November 06, 2025 This month marks the end of an era in Scotts Valley. For as long as I can remember, the name Walpole has been synonymous with the Scotts Valley Police Department. Steve Walpole Sr. once led our department as Chief, and in 2017 his son, Chief Steve Walpole Jr., followed in his father’s footsteps. After 30 years in law enforcement and eight years leading our department, Chief Walpole is retiring. Chief Walpole has been a steady and compassionate leader who guided our city through some of the most challenging times in recent memory — from the COVID-19 pandemic to the citywide evacuation during the CZU Lightning Complex Fire and even the first-ever tornado to touch down in Scotts Valley. He restarted the Police K9 Program after a 30-year hiatus, launched the Police Explorer Program for high school students interested in law enforcement, and implemented the department’s first body camera and in-car video systems to strengthen accountability and transparency. Beyond the badge, Steve is a lifelong Scotts Valley resident who has always led with heart. He’s proud of the men and women who serve alongside him and of the community he’s protected for decades. While he’s retiring from the force, he plans to stay right here at home, continuing to volunteer and give back. I want to personally thank him for his many years of dedicated service and leadership. As we turn the page, I’m pleased to welcome Interim Chief Jayson Rutherford, a 27-year veteran of the department, who will carry on that strong tradition of service and community partnership that defines our Scotts Valley Police. At City Hall, we also welcomed a new face to the dais. Greg Wimp was recently sworn in to complete the remainder of Councilmember Allan Timms’ term. Greg jumped right in — and by “right in,” I mean literally. He took third place in the inaugural Scotts Valley 5K Trail Run through the Glenwood Preserve just days after joining the Council. Hats off to our Parks & Recreation Department for putting together such a fantastic community event. It was great to see so many participants out enjoying our trails. I did my best to keep up, but I couldn’t quite match Greg’s pace on those hills! There’s more good news to share. After years of dreaming and planning, we’re finally moving forward with the Al Shugart Dog Park. This project, made possible through a generous land donation by the late Seagate founder Al Shugart, has been on the community’s wish list for a long time. The updated design will be presented to the Parks & Recreation Commission on November 10 at 6 p.m. at City Hall. This will be an exciting new gathering spot for residents — and their four-legged friends. Our Pavement Maintenance Project is also wrapping up this week. The traffic signal loops and striping are complete, and crews are finishing up utility box adjustments. It’s great to see smoother roads throughout town. This year’s work covered over 12 lane miles of our most heavily traveled and cost-effective segments. While we couldn’t reach every street, road repair remains one of the Council’s top priorities in upcoming budget cycles. At Skypark, the Big Kids Playground renovation is underway and expected to be completed by Thanksgiving. This project was made possible through a congressional earmark from Congresswoman Anna Eshoo, and I’m excited to see it come to life. The Parks & Recreation team listened to community input and is proud to soon debut a modern play area for local families. The basketball, tennis, and pickleball courts have also just been resurfaced and look fantastic — a great reason to get outside and enjoy the fall weather. Our Police Department has also been busy promoting safety in the community. Next week, officers will give e-bike safety presentations at Scotts Valley High School covering helmets, equipment safety, rules of the road, and e-bike regulations. Earlier this year, they partnered with Safe Routes to School for a similar program at our middle school. The department also conducted 40 hours of targeted pedestrian and e-bike enforcement, resulting in fewer violations and complaints, thanks to a mix of education, enforcement, and towing of illegal e-motorcycles. Finally, the City of Scotts Valley will soon be installing 32 new beverage container recycling bins and four water refill stations throughout town, along with an education campaign to help increase recycling and reduce waste made possible with a grant from CalRecycle. And don’t miss Scotts Valley Recreation’s 2nd Annual Fall Bake-Off & Festival on Saturday, November 8, from 12–3 p.m. at the Community Center. This free event features live music, food, crafts, artisans, games, pumpkins, face painting, and of course, the bake-off competition. In this month of giving, there is a lot to be thankful for here in Scotts Valley. We will continue to update the community as we recover.  In response to the damage, City Manager LaGoe has declared a state of emergency, which was officially ratified by the City Council on Wednesday, December 18, 2024, making City Manager LaGoe the Director of Civil Defense and Disaster. We would like to extend a heartfelt THANK YOU to our Public Works Department, Scotts Valley Police Department, Scotts Valley Fire Department, California Highway Patrol (CHP), and PG&E. City staff worked tirelessly throughout the weekend and into Monday to clear debris, restore safety, and ensure the well-being of our residents. 15 street light heads were damaged beyond repair but have already been replaced, restoring normal traffic flow throughout the city. As we continue our recovery efforts, we appreciate your patience and support. Home NewsFlash Mayor Lind's May Message News Flash Mayor Lind's May Message Home - Spotlights Posted on May 13, 2026 January’s storms hit Scotts Valley hard when at approximately 5:00 PM on January 5 th , Scotts Valley Water District staff detected an abnormal system condition in one of their tanks. Crews were sent to investigate the potential cause in the Scotts Valley Drive and Granite Creek Road area.  Police, Caltrans, and Public Works Maintenance were also called to respond. A sinkhole was found near the sidewalk within the Caltrans right-of-way, adjacent to the traffic signal service cabinet which was undermining the sidewalk and roadway.  A Caltrans traffic signal service cabinet had fallen into the sinkhole interrupting electrical service to the signal network. With the loss of power to the intersection, staff set the signal system to flashing mode utilizing the battery backup system which was eventually replaced with a generator installed by Caltrans that restored the traffic signal network. The effected portion of the roadway was closed to traffic. Scotts Valley residents and those traveling through that intersection are very aware of the size of the construction area and disruption to traffic flow. The City of Scotts Valley worked with a local contractor to make repairs to the road and the sidewalk. As work progressed, the contractor encountered a number of unexpected challenges and subsurface conditions that were not anticipated. Not only did the construction make the local news, but even Twin Lakes Church included the Scotts Valley sinkhole in their Sunday services. During excavation for repairs, crews found unstable sandy soils which required the installation of temporary shoring to support the excavation. During excavation, crews encountered previously undocumented utility lines and a large concrete structure located under the road. The undocumented utility lines are not uncommon in older roadways, but what was interesting was the large concrete structure. Local historian Jay Topping suspects the concrete structure is related to the former Glenwood Highway.   He explained that in the 1920’s the militia from San Francisco Presidio made annual treks through the mountains down the “military highway”. The US Government specially ordered concrete 18-20 inches thick for the Glenwood Highway. The military marched their troupes and heavy artillery from San Francisco Presidio down to Monterey Presidio every year and didn’t want to take the chance of bogging down through the muddy Santa Cruz Mountains.  The below photo was taken by Elvis Frapwell as a young man, provided by Jay Topping. As I met with the Public Works staff for information to write this message, I was told that the main project was going to be completed Friday April 17th and traffic lanes would be reopened. There will be some continued work that will be completed at night. Scotts Valley Water District also has some continued work but do not expect full lane closures and will use traffic flaggers when needed. I was notified Caltrans was scheduled to complete electrical work near the onramp to southbound Highway 17, but this work would be completed between the hours of 8 p.m. and 5 a.m.   Road information and updates can be found on Caltrans District 5 Social Media platforms: Twitter at: @CaltransD5, Facebook at: Caltrans Central Coast (District) and Instagram at: Caltrans_D5. Flaggers will be on site to assist with traffic control. It was not easy to balance safety and minimize the risk with construction being conducted adjacent to a major intersection. Many questioned the closure of the right turn lane from Granite Creek overpass; however space was needed to protect the workers particularly with the volume of traffic in that area. We know this project created a major disruption and inconvenience for the community and appreciate everyone’s support and patience. Thankfully the work is almost complete and there should be very little further traffic disruptions due to this project. Home NewsFlash Mayor Lind's April Message News Flash Mayor Lind's April Message Home - Spotlights Posted on March 31, 2026 Recently there have been many questions about new development in Scotts Valley.  As has been widely reported, the City has worked to meet the requirements of recent State Housing mandates. Many of the new projects have taken advantage of new state law that overrides local control.  Information about current development projects is available on the City’s webpage at: https://www.scottsvalley.gov/242/Current-Projects . With the recent requests for information on this topic, I thought this would be a good opportunity to share some information on current projects in Scotts Valley and The Town Center Project. Many of you have seen the construction of the project at 4575 Scotts Valley Drive, known as the former Seagate building. This project is under construction by Workbench & CRP Affordable Housing and Community Development. The project is a three-story building consisting of 100 affordable multifamily apartment units. The project was approved under AB2011, a California state law that overrides the City’s usual approval process for certain types of housing developments.   As a result, the City Council and Planning Commission were not involved in project’s approval. There were no public hearings, no CEQA review, and no discretionary oversight at the local level.   When this project was first proposed the City Manager and Mayor went to Sacramento to express concerns. State officials warned City staff that any interference with the project would result in severe financial repercussions. The project is expected to be completed in Spring of 2027. Another project under construction is at 4444 Scotts Valley Dr, known as Beverly Gardens, adjacent to Adorable French Bakery. This project is a new 3 story, 25-unit affordable apartment complex. The project is expected to be completed Fall of 2027. This is another project that did not come before City Council or Planning Commission as the developer used the State exceptions to avoid local zoning requirements for affordable housing projects.   The property known as Pinnacle Pass located at 75 Mt. Hermon Road currently includes Inversion Winery and Kissed by an Angel Winery. There have been other businesses on the property. Both wineries host many local events and are a popular part of the community.  The property closed escrow recently and building permits are under review for a 3-story 40-unit affordable apartment building. Both wineries are in the process of trying to relocate. The Sandraya Heights Road Project was a land division that subdivided a 5-acre parcel into 9 single family home lots. Construction is expected to be completed this Fall.  This project includes upper end single family homes on large lots. Many have asked about the Valley Gardens Project. The Developers have met with staff and City Council several times through the years presenting concepts for a housing development on the property. The designs presented included approximately 190 residential units including affordable apartments. The Developer was scheduled to appear before the Planning Commission November 14, 2024, but cancelled that meeting. The property is not currently zoned for residential. The Developer has been working with staff on the details for project. The City’s Town Center Project is also moving forward and will have a minimum of 300 housing units, with both market-rate as well as a significant amount of affordable housing. The Town Center will also include a new Downtown which will house a significant amount of commercial space. The City released a Request for Proposals (RFP) for a private development partner to develop the project based on the input received from the community.   The following are the high-level requirements for future development: A new Downtown with a commercial area and sense of place Street parking fronting retail, wide sidewalks, bike paths, limited parking lots Community gathering place for special events New public streets and connection between existing surrounding community and the site. 300 housing units minimum with both market rate as well as a significant amount of affordable housing. Proposals will be accepted now through April 24,2026.
