The project will construct a new PRV station in a more accessible location, integrate modern monitoring through the District’s SCADA system, and add a new 12-inch waterline interconnection between Pacific Coast Highway and Dana Point Harbor Drive to improve emergency fire flow reliability in support of the Dana Point Harbor Revitalization. Water conservation is the California way. There are lots of simple ways to reduce the amount of water that we use at home, both inside and outside. These resources can help you conserve water: Water Smart Gardening provides resources and inspiration for a water-saving, California-friendly landscape Estimate your water use with the Water Calculator Save water and money with these rebates Learn about non-functional turf compliance and replacement—what qualifies, deadlines, and how to transition to water-efficient landscaping. If you're a business or commercial property owner please reach out to our Conservation Team to learn more about Recycled Water Conversion opportunities. South Coast Water District is committed to conservation. South Coast Water District has a robust potable water irrigation runoff Water Patrol monitoring program. The program was re-established in October 2019 to expand proactive management of customer water waste and District water conservation efforts. SCWD Water Conservation Department and Customer Service Field Department perform district-wide Water Patrol monitoring at various times throughout the week to identify any violations of SCWD’s Water Conservation Ordinance No. 231. After business hours and on weekends, complaints about runoff violations go to District duty staff, who respond immediately. In addition, SCWD staff works directly with residents to address violations and provide support to aid residents with conservation education, rebate opportunities, and best practices. The increasing drought severity and ongoing legislative processes prompted our staff to establish a Drought Response Task Force . The task force meets regularly to discuss drought response, Water Use Efficiency, progress on minimizing water loss through monitoring top users, leak monitoring and repairs, and what strategies SCWD will take to meet necessary conservation goals. In addition, the task force submits a monthly report to the SCWD Board of Directors for public review, outlining the various conservation activities and programs implemented, monitored, and tracked within our service area. South Coast Water District is a proud Municipal Water District of Orange County’s Leak Detection Program member. Each year through the program, half of our service area, 80 miles, is walked and inspected for leaks. This proactive program helps us detect and fix hidden leaks on-site before they surface. The average leak detected is .02 gallons a minute. The Leak Detection program has enabled us to maintain 4%-5.5% water loss levels at 9.2 gpcd (gallons per connection per day). We hold the lowest water loss level in Orange County, where the average is 22.2 gpcd, and remain well below the Statewide Average Statewide Water Loss level of 32.8 gpcd. Since 1990, California public water utilities have been required to provide customers an annual Water Quality Report. This year’s report covers the calendar year 2024 water quality results. Read the Report Your Drinking Water Currently, 85% of the drinking water we need in our service area is imported from the Colorado River, Reservoirs in the State, and a small portion from the State Water Project through the Metropolitan Water District of Southern California’s system. South Coast Water District/Joint Regional Water Supply System South Coast Water District operates, maintains, and administers the Joint Regional Water Supply System under contract to nine member agencies, including California State Parks, Camp Pendleton, City of San Clemente, El Toro Water District, Irvine Ranch Water District, Moulton Niguel Water District, Santa Margarita Water District, South Coast Water District, and Southern California Edison. These mains channel wastewater to either the Coastal Treatment Plant in Laguna Niguel or the J.B. Latham Treatment Plant in Dana Point. The South Orange County Wastewater Authority (SOCWA) manages both facilities. Types of Wastewater Residential: Originates from household activities like bathing, toilet flushing, and dishwashing. Commercial: Comes from businesses and may contain hazardous materials needing special treatment. Blackwater: Contains waste and pathogens from toilets. Greywater : Includes used water from showers, sinks, and washing machines, excluding toilet waste. Runoff : This consists of rainwater or other surface water that enters the sewer system and often contains pollutants from urban areas. Treatment Process After collection via lateral and main sewer lines, wastewater undergoes pretreatment and primary and secondary processes at SOCWA plants. The treated water is then used for irrigation or safely released offshore, complying with the Federal Clean Water Act . Your Sewer Bill Your sewer bill covers sewage collection, treatment, and infrastructure maintenance. Private Sewer Lateral Line The pipe that runs from your home to SCWD's sewer line is called a lateral line. Property owners are responsible for maintaining the entire length of their lateral line from their home or business to where it meets and connects to the sewer main under the street. View our infographic and Private Sewer Line Policy and Resolution here. Neglecting your lateral line can lead to unpleasant problems and costly repairs. You can protect your home from sewer backup, don't clog with FOG (fats, oils, and grease), and have a licensed plumber periodically inspect it to be sure it’s clean and crack-free. The City of Laguna Beach offers residents an incentive to encourage and assist homeowners with repairing or replacing their sewer lateral line. Learn more about it here. Sewer System Management Plan (SSMP) We are pleased to share the 2025 Sewer System Management Plan (SSMP) Update , which outlines how we manage our wastewater collection system in full compliance with state and federal regulations. The SSMP is a living document updated every six years, describing the District’s efforts to prevent sewer spills, protect public health, and safeguard the environment. SCWD has been actively managing its sewer system through comprehensive programs since 2004, following a system-wide video assessment and compliance audit. These efforts laid the groundwork for our first SSMP submitted in 2009 and continuously improved through regular audits and updates. Zero Spill Policy SCWD maintains a Zero Sewer Spill policy to prevent sewer spills and protect our coastal environment. Most sewer spills in our service area result from roots or grease blocking private sewer lines that connect homes and businesses to the District’s system. Community Involvement & Compliance Through proactive customer education and the Fats, Oils, and Grease (FOG) Control Program , SCWD mitigates risks from private sewer lines, particularly in food service establishments, with ongoing inspections and support programs. SCWD proactively informs customers about the need to inspect (video), clean, and rehabilitate their private sewer lines as needed. The program requires these establishments to secure a permit from the District, renewable every three years. The District provides extensive employee training and management tools for this program and follows up, at least annually, with independent inspections to verify the use of kitchen best management practices. In partnership with the City of Dana Point, the District funds a Grease Interceptor Rebate Program that provides a monetary incentive for food service establishments to install interceptors. Establishments in compliance with Kitchen Best Management Practices and/or with grease interceptors qualify for significantly lower sewer usage rates. To qualify for a turf removal rebate, you must obtain pre-approval before any turf is removed. All rebate programs are subject to change and offered until funding runs out. Residential Projects : $2 per square foot (max 5,000 sq ft). Any property with 4 units or less qualifies as a residential project. Commercial/HOA Projects : $1 per square foot (max 50,000 sq ft per meter). Any properties with 5 units or more qualify as a commercial project. Public Agency Projects : $3 per square foot (max 200,000 sq ft per meter). “Any federal, state, regional or local governmental entity, agency or department, including any special district, joint powers authority, city, county, or other political subdivision of the State located within MWDOC’s service area.” The regional rebates exclude synthetic turf. South Coast Water District is offering $3 per square foot for Commercial & HOA projects capped at 10,000 square feet until funds are exhausted. Call (949) 499-4555, ext. 3126 to get started. Rebates are available on a first-come, first-served basis until funding runs out. Initial site visit and pre-approval by District personnel are required. Post-installation site visit by District personnel is mandatory. Rebates will not exceed the total project cost and limited to the cost of the turf removal project only. Projects that have already removed grass/turf before pre-approval are not eligible for rebates. This is a great opportunity for nonfunctional turfgrass removal. Rebate Availability All rebates are subject to change and are dependent on the amount of funding available.
