County Service Areas
A County Service Area (CSA) is a special taxing area which bears a special assessment or service charge for particular types of extended services. Public Works maintains CSAs for Nipomo, Oak Shores, Cayucos, Avila Beach, Shandon, SLO County Club, and Santa Margarita.
County Services Areas may offer services include one or more of the following:
Extended police protection
Structural fire protection
Local park, recreation or parkway facilities and services
Extended library facilities and services
Television translator station facilities and services
Miscellaneous services including, but not limited to:
Water service
Sewer service
Pest or rodent control
Street and highway sweeping
Refuse or garbage collection
Ambulance service
Area planning by Area Planning Commission
Soil conservation and drainage control
Animal control
Services provided by municipal advisory council
Transportation services
Geologic hazard abatement
Services may be expanded with Local Agency Formation Commission (LAFCO) approval at any time following formation, allowing county service areas to provide virtually every service.
County service areas may annex contiguous or noncontiguous territory. Should territory within a county service area become part of a city by annexation or incorporation, that territory is automatically detached from the service area. Incorporated territory may be included in the service area only with a resolution of consent from the affected city.
County service areas are managed by the Board of Supervisors, which sits as a Board of Supervisors, not as an ex-officio governing board. Under the Board's direction, county service areas may levy taxes, establish zones of benefit, incur bonded indebtedness and enter into contracts.

CalFresh is a federal nutrition program for low-income individuals and families that can help households buy healthy foods and seeds. Individuals or corporations who sell merchandise or provide a service for a fee in the unincorporated areas of San Luis Obispo County (outside city limits) may need a County Business License. In addition, individuals who initiate contact by any method (telephone, mail, or in person) for the purpose of presenting merchandise or performing a service at a later date may need a Solicitor's License. Each day a business is operated without a County Business license, or is operated in violation of the provisions of the County Ordinance, shall constitute a separate offense. Each offense is punishable by up to six (6) months in County Jail or a fine of up to $500. ▾ How long is my license valid? Most County Business Licenses are issued for a period of up to one year. Certain licenses, particularly those for special events, are issued for a shorter period of time. ▾ Does a Vacation Rental or other lodging establishment need a County Business License? Yes. These charges may be a variety of items such as voter-approved special taxes (including Mello-Roos Community Facilities Districts), qualified special taxes, benefit/special assessments (including 1915 Act Improvement Districts), Property Assessed Clean Energy (PACE) financing installments, charges for services/fees, and delinquent water/sewer bills. The San Luis Obispo County Auditor-Controller places over 100,000 line items of direct charges on the secured tax roll each year. The direct charges are comprised of approximately 150 different types of direct charges from 80 different districts/agencies and added $39.6 million dollars to the tax bills. Direct charges are due to the Auditor each year by August 10 to be included on the year's secured tax roll. Direct charges may not be placed on supplemental bills pursuant to Revenue and Taxation Code. It is the district's responsibility to determine the validity and accuracy of the direct charge levies for both the assessment number and the amount. The County is not responsible for the validity or computation of the direct charge levies. It is the district's responsibility to administer its direct charges and determine the method by which billing/collection will occur. If the district needs to place a direct charge on property that doesn't have a valid and billable assessment number for the applicable year, it is the district's responsibility to directly bill and collect from the party liable for the levy. Any over/under/missing charges are the responsibility of the district directing the charge to be placed on the secured tax bills. Each annual tax roll is unique and separate from those of previous and subsequent years. Direct charges and their corresponding amounts may change with each roll year. The Auditor must obtain verification each year from these districts that State law authorizes the charges to be placed on the tax roll. Wildfire or Natural Disaster Damage - Property Tax Assistance Property damaged or destroyed in a wildfire may be eligible for disaster relief according to San Luis Obispo County Assessor Tom J. Bordonaro, Jr. “To assist taxpayers who have experienced substantial damage or destruction of their property, my office is available with possible property tax relief,” said Assessor Tom Bordonaro. To qualify, taxpayers must file an Application for Reassessment of Property Damaged by Misfortune or Calamity with the Assessor’s Office within 12 months from the date the property damage occurred. The loss must exceed $10,000 of current market value. In addition, Proposition 19 allows an owner of a primary residence who is a victim of a wildfire or other natural disaster to transfer the factored base year value of their primary residence to a replacement primary residence located anywhere in California. The property must have been the principal place of residence of the taxpayer at the time of the wildfire or disaster. The disaster must also be the subject of a declaration of emergency proclaimed by the Governor of California. The original primary residence is substantially damaged or destroyed if either the land or the improvements sustain physical damage amounting to over 50 percent of either the land or the improvement’s full cash value immediately before the wildfire or natural disaster.
