A complainant may wish to select the informal process when there is a simple misunderstanding or the complainant does not wish to file a formal complaint. The District is committed to maintaining a safe and harassment free environment and may determine that serious allegations need to be investigated under the formal complaint procedures even if the complaining party wishes to pursue an informal resolution. Formal Complaint Who may file a complaint The District strongly encourages any student, employee, or third party who believes they have experienced gender-based harassment, sexual harassment, sexual assault, sexual misconduct, dating violence, domestic violence or stalking to file a formal complaint.  This includes complaints involving activities that occur on campus; as well as off-campus activities that occur in the context of an education program or activity with continuing effects on the complainant.  Where to obtain a complaint form A formal complaint is a written and signed complaint on  any  of the below forms.  While this form is encouraged, it is not required to initiate a District investigation. District Form (Option 1):  Unlawful Discrimination Complaint CA Community College Form (Option 2):  Unlawful Discrimination Complaint If the District receives a written allegation of gender or sex-based harassment (including sexual misconduct), the District will seek to have the individual complete and submit one of the above forms. Where to file a complaint The completed form (or written allegation) must be filed with any of the following: The Vice Chancellor, Human Resources or Title IX Coordinator for employees, if the complainant is an employee; and/or The Vice President for Student Services, if the complainant is a student Reporting Options 1. Exceptions to confidentiality may apply in circumstances where an individual poses a threat to one’s self or others.  Duty to Report Incidents to Title IX Coordinator/Officer:  In order to ensure a safe learning and working environment, all District “officials with authority” are not confidential resources and are required to report allegations of sexual harassment to the Title IX Coordinator or Title IX Officer promptly. The development area consists of 61.4 acres within the 1,606 acre Tustin Legacy. The Tustin Legacy includes city and regional parks, housing, public schools, commercial businesses, major shopping complexes, and a research park. Play Video Close video Remote video URL Leasing Property at ATEP The district’s board of trustees approved the ATEP Development Framework in 2015 after acceptance of the framework from the City of Tustin. The framework serves as the vision of the site’s development and as a guide to potential educational and business partners. The first building to open at ATEP was Irvine Valley College’s IDEA Building in April 2018 and serves students in several academic areas, including integrated design, engineering, and automation. Vice Chancellor Human Resources 949-582-4699 Third Floor, HS Building Saddleback College 28000 Marguerite Parkway Mission Viejo, CA 92692 + Dr. Cindy Vyskocil is the Vice Chancellor of Human Resources at South Orange County Community College District (SOCCCD), where she serves as the district’s chief human resources officer chief and negotiator while also overseeing all aspects of labor relations and employment services. With over 30 years of service in the public sector, including 23 years in community college administration, Dr. Vyskocil is well-known for her experienced human resources leadership at both multi-college and single-college districts. Before joining SOCCCD, Dr. Vyskocil was the Vice Chancellor of Human Resources at Coast Community College District, Associate Vice President of Human Resources at Long Beach Community College District, and Director of Equity and Diversity at North Orange County Community College District, respectively. She began her career serving in the Orange County Superior Court system as the Manager of Traffic and Minor Offenses before transitioning into higher education administration. Dr. Vyskocil served as the president of the Association of Chief Human Resource Officers (ACHRO) from 2018-2019.  She also served two years as the Chair of the Equal Employment Diversity and Equity Consortium for the southern region and was a recipient of the California Association for Postsecondary Education and Disability Administrator of the Year Award. She currently serves as the Chair of the Human Resources Committee for the Statewide Association of Community Colleges (SWACC). Dr. Vyskocil holds a Doctorate in Educational Administration from the University of California, Irvine; a Master’s in Public Administration from California State University, Fullerton; and two Bachelor’s degrees – one in Justice Studies and one in Telecommunications – from Arizona State University.
