Fees typically change annually on January 1st. The District is now accepting a 10% down payment on capacity fees for new construction at the time of plan review. In addition to the 10% down payment on capacity fees, the administrative fee, the inspection fee and the water time and material charges will be due at the time of plan review. The remaining capacity fee balance must be paid in full before the District will install the new services. All new connections require a $7,500 time and material deposit. If actual time and material charges are less than $7,500 deposit customer will be refunded difference; if charges are greater than deposit customer will be billed accordingly. All new construction must have a fire sprinkler system. Fire line capacity fees are dependent on the fire line size and will be in addition to the example above. If the STPUD water main servicing your property is less than 6” in diameter your building and fire sprinkler plans must be submitted to our Engineering Department for review and recommendations before we can stamp your plans. This process can take up to two weeks. Plan set requirements: For Single Family Dwellings projects, you can submit your building and fire sprinkler plans electronically by emailing PDF files to: [email protected] . For Multi-Family dwellings and Commercial projects, you can email PDF files to [email protected]. The District will review your plans and email you an application detailing the connection fees due. For projects requiring a fire sprinkler system, you must provide your fire sprinkler plans designed by a California-licensed fire sprinkler designer with the dedicated fire line and fire meter size listed on the plans. The fire flow modeling letter from the STPUD Engineering department must also be included in plan submittals. All sets of plans must have the total livable square footage, the number of water supply fixture units according to the Uniform Plumbing Code, and the recommended domestic water line size printed on them. The earlier the District staff can review and comment on your preliminary plans or a written description of your proposed project, the better able we are to expedite and simplify the final approval of your plans. There may be changes required that represent a significant expense to you. There are a few topics which deserve special emphasis: Pretreatment of Waste Most food and/or beverage service operations require pretreatment of their waste discharge to protect the sewage collection system from grease, which could cause blockages and spills. The appropriate sizing of grease interceptors/grease traps is approved on a case by case basis by the District's Inspectors. Automotive service operations, such as service stations, garages, body shops and car washes also require pretreatment of waste, usually in the form of a sand/oil separator. Again, the size and type of device must be approved by the District. Backflow Protection State law and District Code require facilities that may have unprotected cross-connections which have the potential to contaminate the public water supply to have approved backflow protection assemblies on domestic and fire connection lines. Sewer Capacity The amount of sewer capacity needed for a particular project is determined by the nature of the business and the application of the District's Schedule of Units. This determination of sewer capacity dictates the initial connection fee charges (due at plan approval) and the ongoing sewer charges once the project is hooked up. District staff can furnish a Schedule of Units for you, assist you in determining the sewer capacity needs for your project, and calculate the fees. Clogging of sewer pipes and drain lines are common consequences of oil and grease in wastewater. The best way to avoid this problem is to prevent oil and grease from getting into the sewage system in the first place! This must be done by separating the gray water (kitchen wastewater) from black water (restroom wastewater), and installing a grease interceptor or grease trap to process the gray water and capture the grease. What is a Grease Interceptor? A grease interceptor looks very much like a septic tank. Multi-compartment sinks, pot sinks, dishwashers, and similar fixtures discharge their wastewater through a separate plumbing stub out into a grease interceptor. Grease interceptors are typically sized from 320-gallon to 10,000-gallon capacity. Upon entering the interceptor the wastewater flow slows, which allows the lighter grease to separate from the wastewater and float to the top of the interceptor where it cools. The grease will tend to collect and float in the interceptor. Over a period of time, the grease will build up to a point where it needs to be removed. If not removed, the grease will work itself into the sewer system. Once grease enters the drain lines, it will clog and cause failure of the system. What is a Grease Trap? A grease trap is a small box ranging in size from 40-pound to 100-pound capacity. Traps have flow control valves to limit the rate of discharge to the trap. Traps are limited to handle discharge from a maximum of four fixtures, not to exceed 50 gallons per minute combined discharge rate. Dishwashers, sanitizers and garbage disposals/grinders can not drain to traps. How is Grease Managed? The grease removal device should be checked daily or weekly depending on the business and the grease thickness measured. This can be done with a simple measuring rod. If the grease layer is half the thickness of the entire trap/interceptor, the grease must be removed by an approved method. South Tahoe Public Utility District recommends that properties with grease traps/interceptors enter into a maintenance contract with a licensed pumper/hauler. The contract should specify that the hauler will make periodic inspections of grease accumulation and that the trap/interceptor will be pumped at whatever intervals are necessary to ensure that the level of grease does not exceed half the thickness of the trap/interceptor. Regular maintenance, consisting of routinely checking the grease level and periodically pumping the tank, is essential. Due to the threat of stoppages, spills and environmental degradation, it is a District code violation to operate a food service establishment which has a malfunctioning or full grease trap/interceptor. District Inspectors actively enforce this important code provision. Therefore, grease trap/interceptor maintenance becomes a very important aspect of food service management. Excess food or grease from meal preparation should never be dumped into a sink, grease trap/interceptor, or any other part of the plumbing system. An environmentally sound method of managing this grease is to have it picked up by a rendering company to be recycled. One of the most important ways we do this is through our Cross-Connection Control and Backflow Prevention Program , which identifies potential hazards and ensures that all customers have the proper backflow protection in place. To comply with California regulations and the State Water Resources Control Board’s Cross-Connection Control Policy Handbook , STPUD implements a comprehensive program that includes hazard assessments, approved backflow protection, annual testing, and ongoing oversight. Buried Stop and Waste Contamination Risk What is a Cross-Connection? A cross-connection is any actual or potential link between a potable (clean, drinking) water supply and any source that could introduce contamination. These connections can be created by plumbing fixtures or equipment within the system. If not properly managed, pollutants and contaminants can enter the safe drinking water system through uncontrolled cross-connections, especially during backflow events. Common examples include: Irrigation systems Buried stop & waste shut off valves Fire sprinkler systems Boilers and hydronic heating systems Chemical feed equipment Auxiliary water supplies such as wells or storage tanks What is Backflow? Backflow is the unwanted reversal of water flow from a customer’s plumbing system back into the public drinking water system. When this occurs, non-potable water, chemicals, or other substances can enter the potable water supply. This can happen due to two main conditions: Backsiphonage — when pressure in the public water system drops, pulling water backward, which can occur during waterline breaks, repairs, or when the water supply is shut off. Backpressure — when customer-side pressure is higher than the pressure in the public system, pushing water backward. This typically happens when there are pumps, pressure vessels, or elevated plumbing involved. Preventing Backflow: The Role of Backflow Preventers Backflow preventers are mechanical devices that stop non-potable water from entering the potable water supply. These devices must be properly installed and maintained to ensure they function as intended. For a backflow preventer to work effectively, it must: Be suited to the specific backflow hazard it is protecting against. Be installed in compliance with state regulations. Be tested annually by a state-certified tester. Be repaired as needed to maintain optimal performance. STPUD’s Cross-Connection Control Program STPUD’s program is designed to prevent backflow incidents and ensure compliance with state requirements. Key elements include: Hazard Assessment Review of customer properties, new construction, remodels, and system changes to determine what level of protection is required. Backflow Prevention Requirements Installation of appropriate backflow prevention assemblies based on the degree of hazard. Approved Devices Use of assemblies that are approved, properly sized, and correctly installed according to STPUD standards. Annual Testing All backflow prevention assemblies must be tested at least once per year by a certified tester. During wildfire season, Liberty Utilities may turn off electricity in designated areas when severe weather is forecasted to threaten a portion of the electric system (such as red flag warnings, low humidity, high winds, and dry conditions). The specific areas and number of customers affected will depend on weather conditions and which circuits Liberty turns off for public safety. These precautions are called Public Safety Power Shutoff (PSPS). South Tahoe Public Utility District has a plan should we lose power. While Public Safety Power Shutoffs are focused on high fire threat areas, outages may affect all our water facilities.
