The ultimate goal is to create a livable environment for all. In pursuit of this objective, the City of Torrance is continuously seeking ways to enable pilots to use the airport while minimizing noise pollution in the community.   What is being done?   Removal of Article 15 of the City Charter The November Election ballot will have the Council supported Charter Amendment that includes removing the Airport Fund from the City Charter to keep it consistent with all other funds, which are not listed in the City Charter. The Airport Fund is not being eliminated from the City’s budget. If approved by voters, the Finance Department will administer the Airport Fund as it does with all other funds in the budget such as the General Fund, Capital Improvement, Transit, Sewer, Water and other Enterprise funds. There will be no changes to the budget, budget process, or airport operations as a result of this proposed Charter Amendment.   Land Use Study On January 23, 2024, the City Council reviewed  Item 9B , examining the feasibility of conducting a Land Use Study to evaluate the Torrance Municipal Airport – Zamperini Field for its 'highest and best' use. Following extensive discussions and public input, the City Council made the decision to formally accept and file the report, opting  against initiating a land use study at this time . The Council acknowledged the ongoing significance of the Torrance Municipal Airport – Zamperini Field as a valuable asset to the City. Their current focus is directed towards enhancing the equilibrium of airport operations, by working towards ensuring a harmonious coexistence between the local residents and airport users.   Landing Fees Effective February 1, 2024, A landing fee shall be charged to any individual or entity landing an aircraft at Torrance Airport. Landing Fee of $3.00 per 1,000 pounds, for all aircraft weights, with a minimum charge of $6.00 per landing. Military, public safety, and medical operations shall be exempt from landing fees.  Landings on private helipads that are operated and maintained by a leaseholder pursuant to a lease with the City of Torrance shall be exempt from landing fees.  Aircraft shall include both fixed wing and rotary wing aircraft for purposes of assessing landing fees.  For further information, contact Airport Administration at  [email protected] or call 310-784-7900.   Noise Study The City’s noise study commenced in September 2023 and was completed within December 2023. The goal of the noise study was to conduct a detailed analysis to determine if and where additional noise monitors would be of benefit to the community. The results of the noise study along with recommendations to the noise monitoring program was presented to the City Council on February 6, 2024. The City Council voted to remain status quo, with no changes to be made to the existing noise monitoring system. For additional details related to the Noise Study, please see theNoise Studysection further below.   Touch and Go’s, Reduced Days/ Hours for Taxi Back, Low Approach Effective March 8, 2024, touch (and stop) and go landing are prohibited. Additionally, taxi backs and low approaches are limited to 10:00 am – 6:00 pm, Monday – Friday. Taxi backs and low approaches are prohibited on City observed holidays and all other hours, unless in the event of an emergency or directed by the FAA- Air Traffic Control Tower (ATCT). Violation of these regulations will result in the issuance of a Notice to Appear before the City’s Administrative Hearing Board. For further information on training operations, please contact Noise Abatement staff at [email protected] or by phone at (310) 784-7950.   Phase out of Leaded Gas Staff continues to have discussions with airfield fuel providers to bring unleaded aviation fuel to their existing fuel tanks. Updates will be provided on the status once known.   Letter of Agreement - Torrance Based Flight Schools and City of Torrance Airport staff are engaging the Torrance based flight schools to discuss signatories of the approved voluntary Letter of Agreement between them and the City of Torrance.   Engagement with FAA The community webinar once anticipated in early 2024 has been cancelled at the request of the FAA.   Airport Runway / Taxiway Lighting and Signage The formal Request for Proposal (RFP) was finalized and advertised via Planetbids on July 21, 2025. RFP closed September 4, 2025. Staff is reviewing the proposals. The Airport remains open for overnight operations. Please check NOTAMs for closures.   Automated Weather Observing System (AWOS) Royal Electric has completed 90% of the construction and installation of the Automated Weather Observing System (AWOS). This project began on Monday, August 11, 2025, and will continue through Thursday, October 9, 2025. Benstead Plunge Victor E. Benstead Plunge The Victor E. Benstead Plunge is a heated outdoor pool measuring 50 by 20 meters, divided into two 8-lane sections—a 25-yard course and a 26-meter course. The pool offers a variety of aquatic programs and is maintained at a comfortable 80°–81° year-round. Men’s and women’s locker rooms are available for day use, complete with restrooms and showers. Serving the community since 1956, The Plunge remains a vibrant hub for recreation, fitness, and fun for all ages. Pool Hours Drop-In Lap Swim Hours (Ages 15 and up) Sunday/Monday/Wednesday/Friday: 6:45–8:30 AM Monday/Wednesday/Friday: 11:00 AM–2:00 PM Monday-Friday: 8:30–9:30 PM  Saturday: 1:30–4:00 PM Recreation Swim Hours (All ages)   Saturday: 1:30–4:00 PM Hours are subject to change. Admission & Payment Payment by credit or debit card only. Cash and checks are not accepted. A surcharge applies to all card transactions. Youth (15-17): $3.00 (ID required for Adult Lap Swim) Adult (18-49): $5.00 Senior (50+): $3.00 Plunge Pass Membership Purchase via Rec.US account  (opens in a new browser window). Pool Rules The pool area is a shared recreational space designed for safe, respectful, and enjoyable use by all participants. To ensure a positive experience, all guests are expected to follow posted pool rules and staff directions at all times. Lap swim for ages 15+ only. Max 6 swimmers per lane; circle swim required at 3+ swimmers. Children under 50” must be supervised 1:1 by an adult in the water. No lifejackets allowed. No toys or aquatic equipment during recreational swim. No private instruction or coaching allowed. No running or horseplay (shoving, dunking, sitting on shoulders). No diving in water less than 5 feet deep. Proper swim attire required; prohibited: Brazilian/thong swimsuits, cut-offs, athletic wear, jeans, undergarments under swimsuits. No hanging on ropes or lane lines. No alcohol, tobacco, weapons, or illegal substances allowed. Individuals under influence will be denied entry. No food, drinks, chairs, bicycles, skateboards, or strollers inside pool facility. No changing clothes on the pool deck. Swim diapers required for non-toilet-trained babies/toddlers. No breath holding to prevent shallow water blackout. No glass containers allowed. Non-compliance may result in removal and suspension. We are not responsible for lost or stolen items. Bring only necessary belongings. Avoid valuables. Rules updated 6/15/2023 Lane Sharing and Swimming Etiquette When 2 people share a lane, agree on lane splitting or circle swimming. No more than 7 people per lane. Circle swimming required when 3+ swimmers share a lane. For frequent swimmers, add funds to your online City of Torrance account to avoid frequent small charges. Swim Lessons and Programs Our swim programs offer instruction for all ages and skill levels, from beginners to advanced swimmers. Adult Swim Lessons begin with an initial assessment to place participants in the appropriate level, while Private Swim Lessons provide personalized one-on-one instruction focused on improving technique and confidence. The Torrance Torpedoes program develops competitive swimming skills in all four strokes, along with starts, turns, endurance training, and teamwork. For those interested in lifeguarding, the City of Torrance Junior Lifeguards program teaches water safety, rescue skills, and physical conditioning, with a required tryout to ensure readiness. However, the City of Torrance does have an obligation to address public safety concerns due to the high traffic of visitors. The City will be enforcing the Food Vending Code for sidewalk vendors as well as the Sidewalk Vending Ordinance and violations of the Cottage Food Ordinance for homeowners in the neighborhood. The information below outlines the process for issuing certificates of recognition to organizations and community members through the Mayor and Council office. The Mayor and Council are committed to celebrating the contributions of our community members. Requests should be submitted at least one month in advance to ensure timely processing and mailing. Submit Certificate request information at least three weeks’ notice in advance to [email protected] All requests for certificate must include the following detailed information: Email subject line – Certificate Request Name of the individual or organization being recognized Organization information or information on event Date printed on the certificate Date by which the certificate is needed or will be picked up Name, Email, and Phone number of requester Approval Process Upon submission, the request will be reviewed by Mayor and forward the approved request to staff for processing. Distribution Certificates will be presented at a City Council meeting, mailed to the recipient upon request or coordinate a pickup.
