District's Tune In Tune Up program serves as model for the state according to UCLA report A recent report by UCLA's Luskin School of Public Affairs Luskin Center for Innovation finds that the District's Tune In Tune Up Vehicle Repair Program not only has reduced vehicle emissions in the most environmentally disadvantaged region of the state but also has done so in an efficient manner that accomplishes equity in opportunity and benefit distribution. In addition, the Program provides incentives for the purchase of new agricultural wood-chipping equipment to chip orchard and vineyard removals located within the San Joaquin Valley. Complete applications are processed on a first-come, first-served basis while funds are available. Orchard / Vineyard Removal Apply Submit Claim Application Status Resources Program Guidelines and Application Orchard/ Vineyard Removal Contractor List Diseased Agricultural Material Form Steps for Reimbursement Disclosure of Co-Funding Form Fleet Expansion The Fleet Expansion program is currently oversubscribed and is no longer accepting new applications Program Guidelines Annual Reporting Project Log Orchard / Vineyard Removal The orchard/vineyard removal option provides incentives to commercial agricultural operations located within District boundaries to chip agricultural material from orchard and vineyard removals and use for soil incorporation (whole orchard/vineyard recycling), on-site land application on agricultural land, off-site beneficial re-use (mulch, composting, land application near roadways for dust suppression, and other District approved beneficial re-use of the chipped material). Additionally, this option provides incentives for the use of air curtain burners, which may only be used to dispose of diseased agricultural material or material with embedded wire. Incentive Click on table to enlarge * Off-site beneficial re-use projects in which the applicant does not incur hauling costs will be funded at a reduced rate * For cordon-spur vineyards, vineyard material must include embedded wire. Burn Permits are Required Burn permits are required for Hazard Reduction Burning, both by the District and by the California Department of Forestry and Fire Protection (Cal Fire). To better serve the public, the District has partnered with Cal Fire to streamline the permitting process for Hazard Reduction Burning. Permits are now available online from the Cal Fire Burn Permitting Application. Permits issued for locations within the Valley Air District's jurisdiction will include both Cal-Fire and District permit requirements. Permits are only available for locations within the State Responsibility Area . Please note that District and Cal Fire terminology differ. Residents seeking a permit for Hazard Reduction Burning should request a "Residential Burn Permit (LE-62A)" from the Cal Fire Burn Permitting Application. Apply for a Burn Permit Permit Conditions of Use Hazard Reduction Burning is regulated by both the District and the California Department of Forestry and Fire Protection (Cal Fire). Together, the District and Cal Fire serve two important objectives: protecting public health and ensuring fire safety. Permits issued through the Cal Fire online permit system contain several conditions of use intended to ensure compliance with requirements from both agencies. Please read and understand all of the conditions when accepting a burn permit. Violations of District rule requirements may be subject to enforcement and civil penalties. If fire escapes your control you may be held liable for all fire suppression costs and for any property damage caused by the fire. Criminal charges may also apply in certain cases. For more information on fire-safety, contact your local fire agency or the California Department of Forestry and Fire Protection (Cal Fire). Permit Expiration Burn permits issued through the Cal Fire online permit system expire on April 30 each year. Residents must obtain a new burn permit on or after May 1 before conducting any additional burning. Hazard Reduction Burn Permits A valid, current San Joaquin Valley Air Pollution Control District Hazard Reduction Permit is required at hazard reduction burning sites within the District's 8-county jurisdiction. The District permit can be acquired from your local fire station. During normal working hours, when a complaint is received and is reported as currently taking place, District supervisory staff identify the field staff nearest to the complaint location using GPS tracking systems in their assigned vehicles. The investigation of a complaint that is currently taking place takes precedence over all other assigned activities for the field staff assigned. After business hours, the District has an automated, bilingual complaint hotline for members of the public to report complaints. These complaints are immediately directed to on-call inspectors who are available 24 hours per day, 7 days a week to respond to complaints and will address reporting parties’ concerns and abate potential non-compliance in an effort to protect public health. In addition to filing complaints via telephone, the District also provides members of the public the ability to easily submit complaints, including video and photographs, online and through the District’s Valley Air mobile app. These complaints are assigned in the same manner as complaints made by telephone. Except for instances when complaints are filed anonymously, District staff will start the process by contacting the reporting party to gather information regarding the issue(s) at the root of the complaint and will keep them informed of the investigation findings until it has been completed. The District provides multilingual translation services, in the field or over the telephone, to ensure that all communities and groups within the Valley are served with the highest levels of respect and care. If possible, for odor complaints, provide the location and name of the operation you believe to be the source where the odor is originating from. Helpful Tips The name and address of the reporting party are kept confidential to the extent allowed by State and Federal law. How do I report a smoking vehicle? Please note that this program only has jurisdiction over vehicles registered in the State of California. When reports of smoking vehicles are received, the District looks up the registered owner from the Department of Motor Vehicle's database and mails an advisory letter informing them that a complaint has been filed regarding tailpipe smoke coming from their vehicle and recommends they have it repaired to eliminate excessive emissions. All information involved in the program remains confidential. Smoking vehicle complaints can also be filed online using the smoking vehicle report form . The District receives complaints that may constitute a public nuisance. The state’s public nuisance law (CH&SC 41700) prohibits emissions which cause odors or other disturbances in the community that impact a significant number of people, create a threat to public health or cause damage to property.
