The Senior Mobility Program provides door-to-door taxi services for eligible Villa Park residents to limited destinations. Participants must be at least 60 years of age. Qualified residents must apply and upon application approval, a Senior Mobility ID number will be issued to authorize program participation. This program operates twenty-four (24) hours, seven (7) days a week, including holidays.

Neighborhood Watch
Neighborhood Watch is a crime prevention program that enlists the active participation of residents in cooperation with law enforcement to reduce crime in their communities. It involves neighbors getting to know each other and working together in a program of mutual assistance. Residents become trained to recognize and report suspicious activities and can then implement crime prevention techniques in their neighborhoods.
Neighborhood Watch does not require frequent or elaborate meetings
It does not ask that anyone take any personal risks to prevent crime
Law enforcement personnel will attend your meetings to answer questions about crime in your community and provide valuable information on how the Sheriff’s Department works.
Neighborhood Watch meetings can cover such topics as Home Security, Personal Safety, Identity Theft, Disaster Preparedness and any other topics that your neighborhood may be interested in.

Every even-numbered year, either two or three members are elected by the voters at large for a four-year term. Council Members can only serve two full terms. Selection of the Mayor and Mayor Pro Tem is determined by the City Council each year. The City Council deliberates and takes action in open session in compliance with the Ralph M. Brown Act (Brown Act). The City Council appoints the City Manager/City Clerk, who then works with a contracted City Attorney to carry out Council policies and to serve as executive officers for the City. Professionally qualified and experienced contracted and in-house personnel lead the City in providing municipal services to the public. City Council Meetings Regular City Council meetings are held the fourth Tuesday of each month at 6:30 p.m., except in the months of November and December when it may be different due to the holidays. Budget Study Sessions are generally held the on the second Tuesday in May and June at 6:30 p.m. Meetings are held in the City Council Chambers located at 17855 Santiago Blvd, Villa Park, CA 92861. Council Meetings for the 2026 calendar year will be held on: January 27, 2026 February 24, 2026 March 24, 2026 April 13, 2026 (Monday) *Special Meeting – Budget Study Session @ 5:00 p.m. April 28, 2026 May 4, 2026 (Monday) *Special Meeting - Budget Study Session @ 5:00 p.m. May 19, 2026 June 23, 2026 July 28, 2026 August 25, 2026 September 22, 2026 October 27, 2026 November 17, 2026 December 15, 2026 Council Meeting Agendas and Agenda Packets At each study session and regular meeting, Council follows an Agenda which is prepared the preceding Thursday. The Agenda packets are delivered to the City Council prior to the meeting and are made available to the public at the City Hall counter and online on the City's website. Archived Agenda packets are also available in PDF format online. Televised Council Meetings City Council meetings are televised live on Spectrum Cable Channel 3 and AT&T U-verse Channel 99 and streamed live on the City’s website. Explanation of City Council Actions Motion - A motion proposes an action or decision of the Council such as the adoption of a resolution or approval of a budget amendment. Vote - Unless otherwise specified by the Charter or State law, a majority vote by the City Council is sufficient to pass a motion. Ordinances and Resolutions – An ordinance or amendment to an ordinance is a “legislative act” and, with few exceptions, requires two readings at two separate Council meetings after which it is published. Ordinances adopted in this manner take effect 30 days after adoption. Ordinances are the most binding and permanent type of Council action and may be repealed only by a subsequent ordinance. A resolution is a formal written action of the City Council generally on ministerial, administrative, or executive matters, but occasionally represents an action on legislative matters such as a general plan amendment. It requires only one reading, becomes effective upon adoption, and may be changed by a subsequent resolution or expire by its own terms. Unless a higher vote is required, the affirmative votes of at least three members of the City Council shall be required for the enactment of any ordinance or resolution, or for making or approving any order for the payment of money. Consent Calendar - In an effort to conduct more efficient Council meetings, the agenda contains a “Consent Calendar” which permits routine matters or non-controversial issues (minutes in PDF format, financial reports, resolutions, contracts, budget amendments, etc.) to be handled by one motion. There is no discussion of these items prior to the motion to approve the entire Consent Calendar unless a Council Member, staff or the public request that the item be removed for discussion and separate action. ADA Compliance It is the intention of the City to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at a meeting, you will need special assistance beyond what is normally provided, the City will attempt to accommodate you in every reasonable manner. Please contact the City Clerk’s office at least 48 hours prior to the meeting to inform us of your particular need and to determine if the accommodation is feasible. AB 1234 provides that if a local agency gives any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its ‘legislative body’ (as that term is defined in California Government Code Section 54952), that local agency’s officials must receive training in ethics. Any individual, partnership, corporation or non-profit organization that wishes to conduct business within the City of Villa Park must obtain a Business License. Villa Park Municipal Code Section 8-1.3. “no person shall commence, transact or carry on any business, trade, profession, calling or occupation in the City without first having procured a license from the City so to do or without complying with all applicable provisions of this section.” Our Business License Portal is Now Available: Submit an application for a new business license online. Please have all your contact and business information ready to enter, and fill in all fields applicable to not delay the approval of a business license. Once the application has been approved, a payment link will be sent to the email address provided. After payment is received the license will be issued. Click here to access the portal . If you wish to apply in person, our office hours are listed on our Contact Us page . The application for a Business License must be completed in its entirety to be accepted. It is important to be specific in your business description, ownership information, and to provide a legible signature. Business License Application – Click here In addition to the business license application, please complete the supplemental NPDES/SB 205 form if the business is located in the City of Villa Park. Peddlers & Solicitors Application – Click here Affidavit of Gross Receipts Application Requirements for Home Occupations New Business License Fees Each application for a new Business License must include an Administrative Fee of $49.00 + a State Fee of $4.00 + a License Tax of $50.00 + a 4% Technology Fee totaling $107. License Renewal Renewal Notices are mailed in the month prior to the expiration month. You are given a 30-day grace period to renew. License tax amount for Retail Sales and Professional Businesses located within the City of Villa Park are based on gross receipts in arrears. Therefore, your renewal must indicate your business’s gross receipts for the last 12 months prior to the expiration date. For business license renewal, please click the link below and use the search bar to find your license. Once you have found your license click renew and follow the steps. Click here to renew online. Renewal Processing Fees Each renewal will have a $49.00 Administrative Fee shown on the form. This amount needs to be added to the total tax and any other applicable fees due in order to renew your license. Penalties for Late Renewal Late penalties are assessed at 10% per month. Failure to receive a renewal notice does not relieve the business owner of the responsibility for renewing the Business License. Termination of Business Please contact the Business License Division should you terminate your business. State Law AB 1379 On October 11, 2017 Governor Brown signed into law AB-1379, which adds a State fee of $4 on every application or renewal of a business certificate (or equivalent instrument). This new law is effective January 1, 2018 through December 31, 2023. This law requires all cities and counties within California to collect the $4.00 State fee. The City of Villa Park’s initial Business License fee and Renewal fee (or equivalent instruments) must include the State fee. The bill primarily amends the procedures related to construction-related accessibility claims, and in some instances, reduces statutory penalties. The bill also provides for the development of educational resources for businesses in order to facilitate compliance with Federal and State disability laws. The new law requires that you to be notified of the following: Under Federal and State law, compliance with disability access laws is a serious and significant responsibility that applies to all California building owners and tenants with buildings open to the public. Here, you will find people with a wide range of backgrounds, interests, and occupations; quiet neighborhoods and attractive residential streets; the lowest crime rate in the County; and four schools within walking distance. The City of Villa Park is in the center of Orange County. It has an area of 2.1 square miles, a population of 6,000 and approximately 2,050 homes, and is almost 99% built out. With the exception of one shopping center, the City is zoned for single-family residences, most of which are on half-acre lots. The shopping center includes a grocery store, banks, a pharmacy with a postal substation, a variety of specialty shops and offices, the City Hall and community room, and a branch of the Orange County Public Library. Schools in V illa Park, California Villa Park High, Cerro Villa Middle, Villa Park Elementary and Serrano Elementary – are a part of the Orange Unified School District. CITY NEWS AND INFORMATION There is no City newspaper, but the "Orange City News" and the “Foothill Sentry” are local papers published once a month which include Villa Park news, information, and events. There is also a monthly privately published magazine called "The Hidden Jewel." In addition, there is a privately run website with up-to-date information about the City called villapark.co . Cable TV is available with a public access channel, Channel 3. There are no churches within the City limits but most denominations’ facilities can be found close by. In the Middle of Everywhere! Due to Villa Park’s central location and proximity to the freeway system, the wealth of cultural, social, recreational, business and philanthropic activities that Orange County offers are all within easy access. City Government Composition The City is governed by five council members, each elected for four-year terms, who serve without pay and meet on the fourth Tuesday of each month at 6:30 p.m. Residents are encouraged to attend and participate in these meetings and the political life of the City. Council agendas are posted on the bulletin board outside of the City Hall. There are also a full-time appointed City Managers, a small office staff, and a maintenance crew. Police, fire, legal, and engineering services are contracted for outside of the City. The City offices are open Monday through Friday from 8:00 a.m. – 5:00 p.m.; the telephone number is (714) 998-1500. Villa Park’s tree, flower, Bird and Motto The official City tree in the City of Villa Park is the “Weeping fig” or ficus benjamina. Not only does this tree make a beautiful house plant when confined in a pot, but it can grow to gigantic sizes. In fact, there is a ficus benjamina in Asia that is supposed to be the largest tree in the world! The official City flower is the Orange Blossom. Orange Blossoms were the most fragrant flowers to the hummingbirds found on their flights through various gardens in Villa Park. So, City Council decided that this flower would be the official flower of Villa Park. The official City Bird is the Hummingbird. At one time, there were many, many hummingbirds in Villa Park, happily flying from blossom to blossom and from feeder to feeder as they gathered nectar. The official City motto is “Villa Park, the Hidden Jewel.” The Villa Park Women’s League The center and springboard of activities in Villa Park is the Villa Park Women’s League, founded in 1969, with a current membership of 375. It is open to any Villa Park resident of voting age. The membership chairman’s name and phone number can be obtained from City Hall. The League’s aims are to provide support, friendship and a focus for the citizens of Villa Park and to promote safety, education, beautification and cultural enrichment within the City and its environs. It also sponsors a host of social and recreational activities for its members: bowling, bridge, gourmet, stitchery, golf, newcomers, etc. There is no better way to make friends and become a part of this community than to join the League. The Hidden Jewel – officially since 1962 Villa Park was not incorporated until 1962, but the history of the area goes back to around 1860. It was known in its early days as Mountain View. Villa Park came into usage when a post office was located here and there already was a city of Mountain View in northern California. A Rich History of Agriculture and Commerce Villa Park was, for many years, an agricultural area producing, in turn, grapes, walnuts, apricots, and finally, citrus, which was the major crop for about 60 years and is most closely associated with its development. It was the citrus ranchers and their families who molded Villa Park into a vital community and organized its incorporation to save it from what they felt were unwelcome zoning practices from the eastward-moving city of Orange. These ranchers established the Serrano Water District, which still provides Villa Park’s water. (The district office is located on Lincoln Street.) They also founded the Villa Park Orchard’s Association, still a thriving business in Orange, although the packing house that was the dominant Villa Park landmark for many years, located west of the shopping center, was torn down in 1983. The citrus groves have yielded to the developers but these pioneers have left an enduring legacy in our half-acre zoning, which has been instrumental in shaping the City’s character, and in many of our street names; such as, Brewer, Nichols, Squire, Collins, Morrow, Regan, Knuth, Workman, Adams, Wulff, Abbott, Durfee, Sterling, as well as, Hazel, Mary and Florence. The information and references provided serve as guide for the overall requirements associated with Grading requirements. It is the responsibility of the prospective owner/permittee to conduct the research necessary and to consult directly with City staff in the Engineering Land Development Division for a specific project. Each project site has unique characteristics that may require certain approval(s) to be obtained prior to moving forward with a construction permit. Purpose: A Grading Permit is required for any grading work specified in the Orange County Grading Manual and Chapter X of the City’s Municipal Code. Orange County Grading Manual Municipal Code Chapter X Municipal Code Chapter 10-7 - Bonds Grading Cash Bond Irrevocable Letter of Credit Surety Bond Certificate of Deposit Assignment In general, a Grading Permit is required for the following activities: All new construction of vacant land. Reconstruction of existing developments (i.e., after demolition of building and foundations). When fill of soil material is being proposed to be place that is 50 cubic yards or more. When soil removal and re-compaction (over excavation) for proposed structures is 50 cubic yards or more. Stockpiles Site drainage modification including construction of ADU and addition of impervious areas When 3 feet or more of fill is proposed to be placed on a natural slope steeper than 5:1. Grading activity that impacts sensitive resources and environmentally sensitive land. Removal of the underground storage tanks When grading is within privately owned open space easements or City-owned open space. Slope restoration/repair projects Considerations: Most grading operations have planning and zoning implications and, accordingly, you must obtain approval from the Planning Department for your proposed land use before you can commence grading. To learn more about the planning stage please contact Engineering and Planning staff early in the scoping phase in order to ensure compliance with City regulations. Discretionary Permit Approvals: Prior to proceeding with applying for a Grading Permit, it is important to determine if any Discretionary Approval(s) will be required. Compliance with Construction Site Runoff Regulations All development and redevelopment projects, whether large or small, are obligated to comply with Federal, State, and Local storm water regulations during the planning, construction, and post-construction phases of development. Without proper safeguards, grading can cause water pollution. When grading is being performed, the owner/permittee is responsible for preventing polluted discharges from leaving the project site and entering the City’s storm drain system. Polluted discharges can contain sediment, chemicals and trash. When a grading permit is issued, the City and/or the State's Regional Water Quality Control Board may impose conditions. Lately, the City has been receiving calls in regards to wildlife, specifically coyotes, in hopes to learn more about them, to prevent future nuisances, and in most instances to request removal of said wildlife. While some residents understand that wildlife is being pushed from their natural habitat and take pleasure in these visits, many consider them a nuisance because of safety, late night forages in trash cans, messes left behind and the occasional “setting up camp” in or around one’s property. As these encounters with wildlife increase, the community has raised safety concerns and brought them to the attention of the City. Unfortunately, the City of Villa Park does not provide services for the capturing or removal of wildlife. However, the City has provided some helpful resources and information regarding wildlife. For all general wildlife questions please visit The Orange County Animal Care website . While OC Animal Care understands residents concerns regarding wildlife, we are not licensed to trap or relocate healthy wildlife and therefore do not provide these services. OC Animal Care receives many calls about wildlife from residents throughout the year. In an effort to alleviate their concerns, we have some helpful tips to discourage wildlife activity in their neighborhoods. Cats and small dogs can be easy prey for predators and should be supervised as closely as possible or kept indoors. Keep pet food indoors and do not leave food of any kind outside at night. Food left out at night will be taken as a welcome invitation by wildlife, and may prompt a future visit. Remove any fruit which has fallen to the ground. Store trash in covered, heavy-duty containers. Keep yards free from potential shelter such as thick brush and weeds, and enclose the bottoms of porches and decks. Eliminate garbage, debris, lumber piles, etc. Check fencing and try to eliminate access points to roof tops. Change automatic sprinkler settings regularly. Taking these preventive measures should help in deterring wildlife from visiting your property. Please remember that if the three (3) life sustaining elements are available (food, water and shelter), you are likely to encounter some wildlife in your area. OC Animal Care will respond to situations regarding any wildlife that is sick, injured, dead (depending on contract city), or has had physical contact with a human or domestic animal. Coyotes Information on coyotes can be found at Coyotes in Orange County website and the Department of Fish and Game website . Many steps can be taken to protect you and your property from nuisance animals like coyotes and other wildlife Many residents of Orange County have expressed concerns about coyote sightings and the consequences of predator animals within the urban environment. Several residents have lost their pets to these skilled hunters because they were not aware of recent coyote activity in the area. Coyotes are found in ALL areas of Orange County. Contrary to popular belief, these animals do not require open space or “wild areas” to survive. In fact, most coyotes within the urban setting are the offspring of generations of coyotes who lived and flourished in the urban areas of Orange County. Though these animals are far from domesticated, they are very comfortable living In close proximity to human beings. They have little fear of humans and are frequently seen trotting along within a few feet of joggers, bikers and horseback riders. While not normally a danger to human beings, coyotes will display defensive behaviors if threatened or cornered; therefore, it is important to leave a comfortable distance between you and a coyote. Small pets can easily become coyote prey. Cats and small dogs should not be allowed outside alone, even in a fenced yard. It is highly recommended that their owner always accompany small pets. Though coyotes generally hunt between sunset and sunrise, they can be observed at all hours of the day and will not pass up the opportunity for an easy meal. A dog or cat left in a backyard can be taken in a matter of moments. If you do encounter a coyote that behaves aggressively, you have probably gotten too close to its prey or its family. Increase the “comfort zone” between you and the coyote. A coyote behaves in a similar way as domestic dogs that are defending their territory and family. Even a fully fenced yard will not keep out a hungry, athletic coyote. These animals are extremely agile and can easily scale any residential fence. All children should be taught from a very early age to avoid strange animals, whether domestic or non-domestic. They should never attempt to feed a wild animal. When older children are hiking or are in parks, they should be instructed on coyote safety. Eradication and/or relocation of the urban coyote is not effective. These programs actually provide a vacuum in nature, causing these animals to have even larger litters, ultimately increasing the coyote population. Many steps can be taken to protect you and your property from nuisance animals like coyotes and other wildlife. Practicing these defensive measures will minimize the nuisance and losses caused by urban coyotes: Fence off animal enclosures (fully enclose if possible). Keep cats and small dogs indoors or in the close presence of an adult. Feed pets indoors. It provides for the maintenance of the City’s financial records, develops related systems, and provides management with information necessary for sound fiscal decisions.
