West County Wastewater (WCW) protects public health and our natural surroundings by safely and responsibly collecting, treating and disposing of wastewater. We are devoted to the community we serve and the environment in which we live, working tirelessly to keep both healthy and safe. Our team is dedicated to service, innovation, collaboration and sustainability.

Founded in December 1921 to protect and serve the public health of the community through the construction and maintenance of a sewer system.
Service area covers 16.9 square miles.
Collaborates with a variety of local agencies and neighboring communities, as well as participates in the West County Agency, a joint powers authority, for the purpose of maintaining sewage and sludge disposal facilities.
Operation includes sewage collection, treatment and disposal.

Additional Plans North Richmond Shoreline Living Levee Project Collaborative Shoreline Adaption Plan Overflow Emergency Response Plan Guide to California Wastewater (Water Education Foundation) Wastewater Agencies Integrated Master Planning Approach Strategic Plan Update from June 2023 Local Hazard Mitigation Plan, 2024 Executive Summary: 2025 WCW Ten-Year Infrastructure Improvement & Management Plan WCW’s Clean & Green Sustainability: The Next Generation of Progress This bold project began in the design phase in 2021, is estimated to be complete by 2024, and aims to reduce WCW’s energy consumption by 93%. Significant improvements to operational efficiencies include upgrading equipment and infrastructure at WCW’s Water Quality & Resource Recovery Plant (The Plant). In 2023 and 2024, the installation of solar photovoltaic (PV) arrays will be installed at various WCW locations. A new microgrid will also be installed to provide backup power to our plant operations. The project also allows WCW to move to a thermal drying system, which will reduce the amount of sludge sent to a landfill and significantly lower WCW’s GHG emissions. During the project, the construction of an additional Equalization Basin allows WCW to manage the influx of water during mega-storms and adapt to the effects climate change. boundaries. Safe and effective wastewater services are vital to protecting our community’s public health and the environment. WCW continuously monitors and inspects the wastewater collection system, including pipes, pumps and public mains, to keep operations running smoothly and sewage flowing away from homes and businesses. Our team is available 24 hours a day, seven days a week to respond to sewer emergencies, such as overflows. We rigorously test our treated water, ensuring viruses, bacteria and other contaminants do not survive. Proper wastewater collection, treatment and disposal prevent the spread of disease and keeps raw sewage from entering our environment, including the San Francisco Bay, keeping our residents, beaches and ecosystem healthy and safe. Most of our treated water is used as recycled water for industrial purposes. LEARN MORE ABOUT US Sale of Property Sewer Permit & Inspections Sewage Overflows Overflow Prevention PIPES Program Public Utilities Odor Complaint Capital Improvements Sewer Laterals Who is Responsible? WCW maintains its sewer mains located within public streets or easements, as well as the pipes, pumps and other components that make up the sewage collection, treatment and disposal system. Customers are responsible for the internal plumbing and sewer lateral up to the point of connection with the public sewer main, including the portion under the sidewalk and street. A WCW sewer permit is required for all sewer work that takes place outside of a building. SEWER REPAIRS & PERMITS What is a Sewer Lateral? A sewer lateral pipe connects your property to the public sewer. Property owners are responsible for the care and maintenance of laterals. When buying or selling a house, you need a certificate of sewer lateral compliance from WCW. How Can I Prevent Backups? Most overflows and backups are caused by FOG (fats, oils and grease) that clog drains and pumps or by inappropriate items, like wipes, floss or hygiene products that get flushed down the toilet. You can prevent backups by throwing these items in the trash and keeping them out of your drains and pipes. Property owners are also required to install a backwater overflow prevention device. boundaries. Safe and effective wastewater services are vital to protecting our community’s public health and the environment. WCW continuously monitors and inspects the wastewater collection system, including pipes, pumps and public mains, to keep operations running smoothly and sewage flowing away from homes and businesses. Our team is available 24 hours a day, seven days a week to respond to sewer emergencies, such as overflows. We rigorously test our treated water, ensuring viruses, bacteria and other contaminants do not survive. Proper wastewater collection, treatment and disposal prevent the spread of disease and keeps raw sewage from entering our environment, including the San Francisco Bay, keeping our residents, beaches and ecosystem healthy and safe. Most of our treated water is used as recycled water for industrial purposes. WCW maintains its sewer mains located within public streets or easements, as well as the pipes, pumps and other components that make up the sewage collection, treatment and disposal system. Customers are responsible for the internal plumbing and sewer lateral up to the point of connection with the public sewer main, including the portion under the sidewalk and street. A WCW sewer permit is required for all sewer work that takes place outside of a building. SEWER REPAIRS & PERMITS What is a Sewer Lateral? A sewer lateral pipe connects your property to the public sewer. Property owners are responsible for the care and maintenance of laterals. When buying or selling a house, you need a certificate of sewer lateral compliance from WCW. How Can I Prevent Backups? Most overflows and backups are caused by FOG (fats, oils and grease) that clog drains and pumps or by inappropriate items, like wipes, floss or hygiene products that get flushed down the toilet. You can prevent backups by throwing these items in the trash and keeping them out of your drains and pipes. Property owners are also required to install a backwater overflow prevention device.
